ANTHONY EMERGENCY OPERATIONS ROUTINE EMERGENCIES — minimal St. Anthony resources needed - FIRE DEPT.- small fires, medicals, PI's, some hazmat spills or leaks, minor weather incidents, etc. - POLICE DEPT- multi vehicle personal injury accident, serious assaults, crowd control, fleeing police in motor vehicle, assault on police, bomb threat, large drinking party, reckless discharge of firearm, Federal condition red terror alert, etc. PUBLIC WORKS- snow plowing, ice control, minor storms, limited hazmat spills, sanitary sewer backup, minor street flooding, etc. LARGE EMERGENCY EVENT- significant St. Anthony resources needed (mutual aid) FIRE DEPT.- fully involved structure fire, wide spread minor weather damage, large natural gas leak, some hazmat spills and leaks, small biological and /or terror threats, mass casualty, activation of dispensing site, etc. POLICE DEPT.- active shooter, armed suspect on loose, barricaded suspect, hostage situation, officer involved in shooting, large unlawful assembly,, officer down, missing child, murder, large weather event, large mass casualty, etc. PUBLIC WORKS- large wind or ice storm, security breach at water plant, extended power outage at sanitary sewer lift stations, large hazmat spill /leak (chlorine), terror threats, 18" snowfall in 4 hours, 3 or more water main breaks in 24 hours MAJOR EMERGENCY EVENT- significant St. Anthony and outside resources needed - FIRE DEPT.- large weather event, very dangerous hazmat spills and leaks, some biological and terror threats, large mass casualty, wide spread fire, etc. POLICE DEPT.- abducted child, WMD terrorist event, riot, kidnapping, large weather event, large hazmat spill /leak, activation of mass dispensing site, very large mass casualty event, etc. PUBLIC WORKS- tornado of 84, massive hazmat spill /leak, workplace violence, employee strike, contamination of water supply, trunk sanitary sewer collapse, 3 day blizzard, etc. MEMORANDUM DATE: October 13, 2005 TO: Mike Mornson, City Manager FROM: John Ohl, Police Captain SUBJECT: COMMUNITY SECURITY /CITIZEN COMMUNICATION At the October 4"' work session, the mayor made it clear that he wished to have some conclusion to the public's concern over security issues at the community center, and better communications with citizens regarding crimes issues. I would present the following as suggestions /options: • Install "shoplifter" mirrors in the upper corners of the vending area of the community center. These mirrors would allow anyone in the great hall to see in back of the block partition into the vending area. • Cut down the glaze put on the police department windows to allow secretarial staff to see out, but prevent citizens from seeing information on the police counter. • Modify the wall separating the bathrooms /vending area from the great hall. The center could be reduced in height and the vending could be put on either side. • Install a video surveillance system to include the great hall, several entrances, and supplant the existing outdated police video security system. • Put glass windows in all hallway doors, or replace the doors with doors that have windows. • Put weekly police reports and crime alerts on the city's web site. • Create a subscriber network which would put citizens on a server list to get crime alert information. Citizens could subscribe and unsubscribe to the service. Note: This service should be available sometime in February 2006 per our IT department. • Use flyers and mailings more for unusual criminal events occurring in a neighborhood. Require block captains to subscribe to the email network previously described. Block captains could then be educated by our crime watch officers to pass on the information to the neighborhood. Some of the aforementioned items would be relatively easy to complete and inexpensive. We have already begun putting our crime alerts and weekly police reports on the web site, and have utilized mailings and flyers more often for residential alerts. Many of these items will take some research and a substantial amount of input from our public works director. Some of these items will require building modifications and estimates for completion. I would like some directions on identifying realistic items for completion, and to also identify any funds that would be available to complete these projects. As part of the proposal Virchow Krause proposes to review wireless opportunities that may exist in St. Anthony, provide a picture of the current telecommunications environment in St. Anthony, determine a wireless fit with existing infrastructure and an overall connectivity strategy and reviewing next steps for the City. Staff have also attended meetings with the Technical Advisory Committee (TAC), a subcommittee of the 10 -city Cable Commission Consortium, where the topic of discussion was the possibility of develnninu a •virrlpC. Internet network. They too, have discussed going out for proposals to study this idea and inventorying each member city's infrastructure and connectivity possibilities.
