0 HOUSING AND REDEVELOPMENT AUTHORITY MEETING MINUTES
3 JANUARY 28, 1997
4 I. CALL TO ORDER/ROLL CALL.
5 The meeting was called to order at 8:02 P.M.
6 II. ROLL CALL.
7 Commissioners Present: Chair Ranallo, Vice Chair Enrooth, Secretary Marks, and
8 Commissioners Faust and Wagner.
9 Also Present: Executive Director Michael Mornson.
10 Commissioners Absent: None.
I 1 III. APPROVAL OF JANUARY 28, 1997 HRA AGENDA.
12 Motion by Enrooth, second by Marks to approve the January 28, 1997 HRA Agenda as
13 presented.
14 Motion carried unanimously;
15 IV. APPROVAL OF JANUARY 14, 1997 HRA MINUTES.
Motion by Wagner, second by Faust to approve the January 14, 1997 HRA minutes as
46 presented.
18 Motion carried unanimously.
19 V. PRESENTATION OF CLAIMS.
20 Motion by Marks, second by Enrooth to approve the following claims:
21 A. Dorsey & Whitney in the amount of $1,821.40 for legal services rendered through
22 December 31, 1996 for 1996 TIF Matters.
23 B. Firstar in the amount of $76,463.34 for St. Anthony 1996A (Taxable) G.O. Tax
24 Increment Bonds dated July 1, 1996.
25 C. Firstar in the amount of $193,363.75 for St. Anthony 1995B G.O. Tax Increment
26 Bonds dated December 1, 1995.
27 Motion carried unanimousli
28 D. Graus Construction in the amount of $322,829.00 for Pay Application No. 13 for
29 St. Anthony Community Center.
30 Marks noted the contractor is attempting to repair the bathrooms and has fixed several
31 other issues but more remain. He inquired regarding the estimated value of remaining
40 items to be repaired.

1 Ranallo expressed his concern there has been very little response from the contractor to
2 some of staffs requests.
3 Enrooth stated his support to table consideration of this payment to allow time for the
4 contractor to answers staff's questions, such as when the Council Chamber partitions will
5 arrive.
6 Wagner concurred and noted there may be more answers available by the next meeting.
7 Faust inquired regarding payment of line 9. Momson advised he has informed the
8 contractor he would not recommend payment until the parking lot, sidewalk, and
9 landscaping is completed this summer. He noted the contractor will probably request
10 payment prior to that time and advised staff does have a punch.list.
1 I Ranallo suggested the HRA table consideration of this payment until the next meeting so
12 the contractor can provide answers on a complete punch list.
13 Motion by Faust, second by Enrooth to table consideration of the following claim:
D. Graus Construction in the amount of $322,829.00 for Pay Application No. 13 for
5 St. Anthony Community Center.

Momson updated the HRA regarding on-going title work for Richard Tollefson and
advised he will meet with Mr. Ruppert this Thursday regarding his strip mall which is
located in the development area.
21 Ranallo asked that Momson, on behalf of himself and the Council, thank the Public
22 Works, office staff, and all involved for their hard work in moving into the new City Hall
23 facility. Momson suggested it would be appropriate to mention this at the Employee
24 Appreciation Dinner rescheduled for March.
25 VII. ADJOURNMENT.
26 Motion by Marks, second by Enrooth to adjourn the meeting at 8:11 P.M.
