4 I. CALL TO ORDER/ROLL CALL.
5 The meeting was called to order at 8:42 P.M.
6 II. ROLL CALL.
7 Commissioners Present: Chair Ranallo, Vice Chair Enrooth, Secretary Marks, and
8 Commissioners Wagner and Faust.
9 Also Present: Executive Director Michael Morrison.
10 Commissioners Absent: None.
11 111. APPROVAL OF AUGUST 12, 1997 HRA AGENDA.
12 Motion by Marks, second by Wagner to approve the August 12, 1997 HRA Agenda as
13 presented.
14 Motion carried unanimously.
15 IV. APPROVAL OF JULY 8, 1997 HRA MINUTES.
16 Motion by Marks, second by Enrooth to approve the July 8, 1997 HRA minutes as
17 presented.

19 V. PRESENTATION OF CLAIMS.
20 Motion by Marks, second by Wagner to approve the following claims:

23 a. In the amount of $4,580.78 for services rendered May 31 to June
24 27, 1997 in regard to the Comprehensive Plan.
25 b. In the amount of $3,833.48 for services rendered April 26 to
26 May 30, 1997 in regard to the Comprehensive Plan.
27 2. Central Investment Corporation in the amount of $12,500.00 for the
28 Village Commons per agreement of August 21, 1995.
29 3. Dorsey & Whitney in the amount of $65.00 for legal services rendered
30 through June 30, 1997.

32 developer from tax increment monies generated by the district, less
33 10%.

6 VI. AMENDMENT TO REDEVELOPMENT AGREEMENT WITH ARNOLD
7 DEVELOPMENT (HRA RESOLUTION 97-008).
8 Morrison reported there has been a replatting and reconfiguring of Arnold Gregory's
9 The Arbors, from eighteen to sixteen units. As a result, the payback of the $95,000 in
10 tax increment financing may be made to Arnold Development from the HRA after
1 1 completion of thirteen townhomes rather than fourteen. This resolution will clarify
12 this change.
13 Motion by Faust, second by Marks to approve Resolution 97-008, amending Article 5,
14 Section 5.1(c) of the Redevelopment Agreement between the St. Anthony Housing and
15 Redevelopment Authority and Arnold Development, dated August 22, 1995.
16 Motion carried unanimously.
�7 VII. PURCHASE OF 2546 KENZIE TERRACE (HRA RESOLUTION 97-009)
8 Morrison reported that in 1995 and 1996, the City amended their redevelopment plan
19 to develop properties along Kenzie Terrace and Lowry Avenue. 2546 Kenzie Terrace
20 is currently for sale.
21 The City set aside $1.3 million for the purchase and demolition of the properties. This
22 Resolution proposes to purchase 2546 Kenzie Terrace for $62,000.00 which is the
23 amount appraised by Hennepin County in 1997.
24 Morrison noted the process of purchasing properties along this area of Kenzie Terrace
25 was initiated last year. To date the process has been quite successful with 4/5 of the
26 properties being purchased.
27 Motion by Marks, second by Enrooth to approve Resolution 97-009, approving the
28 purchase of property known as 2546 Kenzie Terrace.
29 Motion carried unanimously.
30 VIII. CHANGE ORDER RELATING TO THE DEMOLITION OF PARKVIEW.
31 Morrison reported the Parkview building had three fuel tanks located underneath it to
32 heat the building when it was initially built. Three years ago, the City contacted their
33 insurance carrier, the League of Minnesota Cities, to obtain insurance coverage for
these tanks and the tanks located at the public works site in case of leakage. Upon
4t demolition of the Parkview building, it has been discovered that one of the tanks is
36 leaking. Braun Engineering has received confirmation from the Pollution Control

1 Agency that this type of leakage can be spread out into the area. The leakage will be
2 spread out beneath the tennis courts and the preliminary cost from the contractor is
3 $3,850.00. This cost could increase but will be reimbursed to the City by the League
4 of Minnesota Cities insurance policy.
5 Motion by Marks, second by Faust to approve Change Order #1 for the Parkview
6 building in the amount of $3,850.00 for removal and placement of contaminated soil.
7 Motion carried unanimously.
