HOUSING AND REDEVELOPMENT AUTHORITY MEETING MINUTES
3 OCTOBER 14, 1997
4 I. CALL TO ORDER/ROLL CALL.
5 The meeting was called to order at 9:41 P.M.
6 H. ROLL CALL.
7 Commissioners Present: Chair Ranallo, Vice Chair Enrooth, Secretary Marks, and
8 Commissioners Wagner and Faust.
9 Also Present: Executive Director Michael Morrison and City Attorney William Soth.
10 Commissioners Absent: None.
I1 III. APPROVAL OF OCTOBER 14, 1997 HRA AGENDA.
12 Motion by Marks, second by Faust to approve the October 14, 1997 HRA Agenda as
13 presented.
14 Motion carried unanimously.
15 IV. APPROVAL OF SEPTEMBER 9, 1997 HRA MINUTES.
16 Motion by Marks, second by Wagner to approve the September 9, 1997 HRA minutes
6 as presented.
18 Motion carried unanimously.
19 V. PRESENTATION OF CLAIMS.
20 Motion by Marks, second by Wagner to approve the following claims:
21 A. General
22 1. BRW, Inc. in the amount of $1,431.47 for services rendered July 26
23 through August 29, 1997.
24 2. Dorsey & Whitney
25 a. In the amount of $567.17 for legal services render through
26 August 31, 1997 for HRA acquisition of residential property for
27 redevelopment.
28 b. In the amount of $569.55 for legal services rendered through
29 August 31, 1997 for purchase of Tires Plus property.
30 3. Hennepin County Property Tax
31 a. In the amount of $507.05 for 2538 Kenzie Terrace.
32 b. In the amount of $330.80 for 2534 Kenzie Terrace.
33 4. Ramsey County
34 a. In the amount of $247.51 for Tires Plus property.
35 b. In the amount of $6,973.14 for Tires Plus property.
6 C. In the amount of $5,011.64 for holding pond.
d. In the amount of $1,640.36 for holding pond.
38 e. In the amount of $2,629.58 for holding pond.

1 Mornson noted that the payments to Hennepin County were for property taxes on the
2 recently acquired homes on Kenzie Terrace. These properties will not be exempt until
3 next year. Items 4a. and b. are for the Tires Plus property and will be reimbursed
4 through the lease. Items 4c., d., and e. are for the holding ponds at Apache Plaza as
5 agreed to with St. Marie and OPUS. Reimbursement will be requested as part of the
6 maintenance agreement with the entire Apache Mall.

Motion by Enrooth, second by Marks to approve the following claims:

technical assistance in regard to contaminated soil work plan Parkview

contract July 27 through August 27, 1997.

Motion by Marks, second by Enrooth to approve the following claims:

1. Construction Midwest, Inc. in the amount of $523.29 for drain tubes.

2. Crown Fence & Wire Comnanv in the amount of $14,774.00 for fencing

materials.

3. Marshall Concrete Products, Inc. in the amount of $1,797.87 for

concrete products.

4. Northern in the amount of $66.00 for sandblasting of light poles.

5. Rieke Carroll Muller. Inc. in the amount of $850.00 for professional

services rendered from August I to August 31, 1997.

Motion carried unanimously.
V1. OTHER BUSINESS.
Enrooth asked if the tennis courts would be completed this season and if the drainage
38 was contained on-site.

1 Morrison stated the tennis courts should be completed this year. He stated the drainage
2 should exit to Silver Lake Road.
3 Wagner asked if the tot lot would be completed.
4 Mornson reported a minimal fenced area would be completed to satisfy the
5 requirements.
6 Wagner stated he had received a request for a fence around the holding pond also.
7 The kids are running down and through the area.
8 VII. ADJOURNMENT.
9 Motion by Marks, second by Enrooth to adjourn the meeting at 9:48 P.M.
10 Motion carried unanimously.
