CITY OF ST. ANTHONY
HOUSING AND REDEVELOPMENT AUTHORITY MEETING MINUTES
NOVEMBER 25, 1997
1. CALL TO ORDER/ROLL CALL.
The meeting was called to order at 7:56 P.M.
6 II. ROLL CALL.
7 Commissioners Present: Chair Ranallo, Secretary Marks, and Commissioners Wagner
8 and Faust.
9 Also Present: Acting Executive Director Kim Moore -Sykes.
10 Commissioners Absent: Vice Chair Enrooth.
11 HI. APPROVAL OF NOVEMBER 25, 1997 HRA AGENDA.
12 Motion by Marks, second by Wagner to approve the November 25, 1997 HRA Agenda
13 as presented.
14 Motion carried unanimously.
15 IV. APPROVAL OF OCTOBER 28, 1997 HRA MINUTES.
16 Motion by Marks, second by Wagner to approve the October 28, 1997 HRA minutes
with the following changes:
18 Page 2, Line 27: Direct Staff to determine the correct heights of the units.
19 Page 3, Line 24: After "lot" remove "of' and insert "entrance to".

21 Motion carried unanimously.
22 V. PRESENTATION OF CLAIMS.
23 Motion by Marks, second by Faust to approve the following claims:
24 A. General Operations:
25 1. Dorsey & Whitney
26 A. In the amount of $1,489.96 for legal services rendered through
.27 September 30, 1997 in regard to HRA acquisition of residential
28 property for redevelopment.
29 B. In the amount of $673.40 for legal services rendered through
30 September 30, 1997 in regard to purchase of the Tires Plus
31 property.
32 2. Ramsey County in the amount of $623.70 for 1996 TIF administration
33 expenses.
34 B. Comprehensive Plan:
35 1. BRW in the amount of $762.50 for professional services rendered from
August 30 through September 26, 1997.

1 1. Abatement Services, Inc. in the amount of $2,500.00 for removal of
2 ACM, 2546 Kenzie Terrace.

4 A. In the amount of $421.35 for 1997 property taxes for 2546
5 Kenzie Terrace.
6 B. In the amount of $11.99 for 1997 property taxes for 2534 Kenzie
7 Terrace.
8 D. City Halt/Community Center:
9 1. Rieke Carroll Muller Associates in the amount of $700.00 for
10 professional services rendered from October 1 to October 31, 1997 for
1 I survey of Central Park tennis courts.
12 2. DKH Excavating in the amount of $15,172.50 for pay application #5.
13 3. Brock White Company
14 A. In the amount of $59.70 for materials for tennis courts.
15 B. In the amount of $1,629.02 for materials for tennis courts.
16 C. In the amount of $14.93 for materials for tennis courts.
17 4. Norsk Concrete Construction in the amount of $1,480.00 for removal
18 and replacement of curb and gutters.
19 5. Carlson Equipment in the amount of $15.92 for wood stakes for tennis
courts.
21 Ms. Moore -Sykes explained that there had been a penalty attached to the 1997
22 property taxes for 2546 Kenzie Terrace and the Finance Director had negotiated to
23 have that penalty removed. The City's liability is $421.35 rather than the $446.63 as
24 stated on the invoice.

26 Motion carried unanimously.
27 VI. OTHER BUSINESS - None.

29 VII. ADJOURNMENT.
30 Motion by Wagner, second by Faust to adjourn the meeting at 8:03 P.M.
