4 1. CALL TO ORDER/ROLL CALL.
5 The meeting was called to order at 8:13 P.M.
6 11. ROLL CALL.
7 Commissioners Present: Chair Ranallo, Vice Chair Enrooth, Secretary/Treasurer Marks,
8 Commissioners Wagner and Fleming.
9 Also Present: Executive Director Michael Monson.
10 1II. APPROVAL OF DECEMBER 20, 1995 HRA AGENDA.
1 1 Motion by Marks, second by Fleming to approve the December 20, 1995 HRA Agenda
12 with the following changes:
13 Under V. Claims, add: F. Stuart J. Bonniwell in the amount of $690.00.

15 Motion carried unanimously.
16 IV. APPROVAL OF DECEMBER 6, 1995 HRA MINUTES.
WMotion by Marks, second by Fleming to approve the December 6, 1995 HRA minutes as
18 presented.
19 Motion carried unanimously.
20 V. PRESENTATION OF CLAIMS.
21 Motion by Marks, second by Wagner to approve the following claims:
22 A. Hennepin County Treasurer in the amount of $2,836.82 for costs incurred in 1994
23 to administer tax increment districts.
24 B. Graus Construction in the amount of $57,190.00 for general construction City
25 Hall / Community Center.
26 C. Moody's Investors Service in the amount of $4,500.00 for professional services
27 rendered in regard to $2,650,000.00 General Obligation Bonds.
28 D. Soringsted. Inc. in the amount of $17,155.03 for services preliminary to the
29 issuance of $2,650,000.00 General Obligation Tax Increment Bonds, Series
30 1995B.
31 E. Williams/O'Brien Associates. Inc. in the amount of $9,850.00 for architectural
32 services rendered September 27, 1995 through November 28, 1995.
33 F. Stuart J. Bonniwell in the amount of $690.00 for professional services rendered
34 year ended December 31, 1994.
WMarks asked what function the Hennepin County Treasurer performed in administrating
37 tax increment districts.

I Momson reported Hennepin County keeps track of the tax increment districts, sends
2 Truth in Taxation notices and performs some election services. The amount charged was
3 derived by a formula set up by the State of Minnesota.

5 VI. MISCELLANEOUS.
6 Momson noted the next scheduled work session is January 2, 1996 at 5:30 P.M. The next
7 regular City Council meeting is January 9, 1996.

9 VII. ADJOURNMENT.
10 Motion by Marks, second by Enrooth to adjourn the meeting at 8:18 P.M.
