CALL TO ORDER. 9 10 The meeting was called to order at 9:00 p.m. by Chair Ranallo 11 12 IL ROLL CALL. 13 14 Present: Chair Ranallo, Vice Chair Enrooth, and Commissioners Marks, Fleming 15 and Wagner 16 17 Staff present: Executive Director Burt and Management Assistant Bellefuil 18 19 III. APPROVAL OF NOVEMBER 23. 1993 H.R.A. AGENDA. 20 21 Motion by Marks and seconded by Enrooth to approve of November 23, 1993 H.R.A. 22 Agenda. 23 04 Motion carried unanimously. 25 26 IV. APPROVAL OF OCTOBER 26. 1993 H.R.A. MINUTES. 27 28 Motion by Wagner and seconded by Marks to approve the minutes of the October 26, 29 1993 H.R.A. Meeting. 30 31 Motion carried unanimously. 32 33 V. PRESENTATION OF CLAIMS. 34 35 Motion by Marks and seconded by Fleming to approve payment of the following 36 claims: 37 38 A. TreeMendous, Inc. 39 40 Payment in the amount of $6,697.79 for 642 shrubs furnished for Kenzie and 27th 41 Street. 42 43 B. Payment in the amount of $7,992.03 for billings regarding the programming/space needs/pre-schematic analysis done relative to a new community center through September 17, 1993. 2. Payment in the amount of $3,404.02 for billings regarding the programming/space needs/pre-schematic analysis done relative to a new community center through October 29, 1993. D. LaNel Financial Group. Payment in the amount of $50,000 for an interest reduction payment for 1992. Motion carried unanimously. VI. PROPOSAL FROM SPRINGSTED, INC. FOR A DEBT MANAGEMENT STUDY. Robert Thistle, Vice President of Springsted appeared to present a proposal for a debt management study for the City in an effort to examine the City's present debt position and future financial position. The Executive Director recommended that the school participate and have their side done as well because this is a community issue. Vice Chair Enrooth felt this study should have been done years ago and recommended strongly the City do it now. Motion by Marks and seconded by Enrooth to have the Executrive Director hire Springsted for an amount not to exceed $4,000 for the debt management study. Motion carried unanimously. American Monarch Chair Ranallo reported American Monarch is in the process of being sold to a Chicago company. MEETING NOVEMBER 23, 1993 PAGE 3 The Executive Director will be attending a one -day seminar on December 11 regarding retaining businesses in Minnesota. VII. ADJOURNMENT.
