HOUSING AND REDEVELOPMENT AUTHORITY
NOVEMBER 26, 1991 MEETING
1. CALL TO ORDER
The meeting was called to order by Chairperson Ranallo at
9:17 p.m.
2. ROLL CALL
Present: Chairperson Ranallo, Vice Chair Enrooth,
Secretary/Treasurer Marks, and
Commissioners Fleming and Wagner.
Also Present: Executive Director Burt and Management
Assistant Urbia
3. APPROVAL OF NOVEMBER 26, 1991 H.R.A. AGENDA
Motion by Marks, second by Wagner to approve the agenda
• for the November 26, 1991 H.R.A. meeting as presented.
Motion carried unanimously
4. APPROVAL OF SEPTEMBER 24, 1991 H.R.A. MINUTES
Motion by Wagner, second by Marks to approve the minutes
of the September 24, 1991 H.R.A. meeting as presented and
there were no corrections nor additions.
Motion carried unanimously
5. PRESENTATION OF CLAIMS
A. Dorsey & Whitney
Motion by Marks, second by Enrooth to approve payment in
the amount of $825.00 to Dorsey & Whitney law firm for
legal services rendered through August 31, 1991 regarding
the Lang -Nelson Project.
. Motion carried unanimously

Motion by Marks, second by Enrooth to approve payment in
the amount of $539.30 to Dorsey & Whitney law firm for
legal services rendered through September 30, 1991
regarding Lang -Nelson Project.
Motion carried unanimously
Commissioner Enrooth inquired if there are on-going costs
being incurred by the H.R.A. for the Lang -Nelson project.
The City Manager responded
information regarding this
work session.
C. Stuart J. Bonniwell
he will bring all current
matter to the next Council
Motion by Marks, second by Enrooth to approve payment in
the amount of $1,665.00 to Stuart J. Bonniwell, Certified
Public Accountant, for audit and preparation of financial
report of the Housing and Redevelopment Authority of St.
Anthony for the year ended December 31, 1990.
Motion carried unanimously
D. First Trust National Association
Motion by Marks, second by Enrooth to approve payment in
the amount of $87,877.63 to First Trust National
Association taxes paid on the Multifamily Housing Revenue
Bonds (St. Anthony Nursing Home Project).
Motion carried unanimously
The City Manager advised that the proceeds to pay off the
above are expected in December.

6. MACALASTER MANOR REDEVELOPMENT
Copies of the proposed C.D.B.G. Rehabilitation Project
for Macalaster Manor Apartments were distributed to the
Council.
The objective of the project is intended to modify and
improve Macalaster Manor Apartments to provide good
quality affordable housing for low and moderate income
residents.
Ken Solie, who is a member of the partnership which owns
the apartment complex, advised the Council he is
requesting a statement of support from the City's Housing
and Redevelopment Authority for his request for funding
being submittted to the Ramsey County C.D.B.G. program.
Mr.Solie advised that he and the City Manager had already
met with representatives of Ramsey County and he felt
this statement of support would be very helpful. He also
noted that those persons they met with appeared to be
very enthusiastic about the plans.
It was Mr. Solie's observation that the intent of the
C.D.B.G. program is to supply funding for rehabilitation
and remodel-1-in'g of living units for low and moderate
income individuals. He felt that Macalaster Manor
Apartments met all of the criteria of the program and the
current tenant base fits the definition.
Mr.Solie acknowledged that there has been a performance
problem in the apartment complex. He indicated he was
aware of the high number of emergency and police calls
made there.
The partnership of owners has restructured the financing
of the buildings.Mr.Solie advised that the application
for funding must be made through the City combined with
a Federal Housing Agency program.
The Executive Director stated that to respond to this
request the H.R.A. should pass a resolution of support.
Mr. Solie would complete the application to be approved
by the H.R.A. He noted that Ramsey County administers and
funds this program whereas Hennepin County does not.
Ramsey County would not manage the program.

Mayor Ranallo recalled that the last time C.D.B.G. funds
were used in the City was for the temporary plant.
Mr. Solie indicated it is the intent of the owners'
partnership to convert some of the two bedroom apartments
into three bedrooms and efficiency apartments and to make
some handicapped accessible apartments available.
He also noted that the "Apartment Guide" brochure stated
there is a demand for three bedroom apartments by low and
moderate income persons. He feels a market can be
established for handicapped accessible units. Mr. Solie
intends to present this information to Ramsey County as
he views it as advantageous. Fifty-one percent of the
apartments in Macalaster Manor are available to persons
of low or moderate income.
Motion by Marks, second by Enrooth to give concept
approval pending the return of the plans by Mr. Ken
Solie.
Motion carried unanimously
The City Manager will see that the application is sent to
Mr. Solie
7. ADJOURNMENT
Motion by Marks, second by Fleming to adjourn the H.R.A.
meeting at 9:40 p.m.
