HOUSING AND REDEVELOPMENT AUTHORITY MEETING
APRIL 24, 1990 .
1. CALL TO ORDER
Commissioner Enrooth called the Housing and Redevelopment Authority Meeting
to order at 9:45 p.m..
2. ROLL CALL
Present: Commissioners Marks, Ranallo, Makowske, Enrooth
Absent; Mayor Sundland
Staff Present: City Manager Burt, Assistant to. the City Manager VanderHeyden
City Attorney Soth
3. APPROVAL OF APRIL 10, 1990 H.R.A. MINUTES
Motion by Ranallo, second by Marks to approve the minutes of the April 10,
1990 H.R.A. Meeting with the following additions:
page 2, line 27: Commissioner Makowske abstained because she conducts
business with LaNel.
page 3, line 37: Commissioner Makowske abstained because she conducts
business with LaNel.
Motion carried unanimously
4. CLAIMS
A. First Trust - $79,694.54
Commissioner Ranallo inquired what the funds in the H.R.A. account can be
used for. The City Attorney advised these funds can be used for public imp-
rovements within the District. Some examples of uses is streets and utilities.
He will contact an associate regarding the usage of H.R.A. dollE.rs allowed by
current law.
The City Manager advised he has been contacted regarding the purchase of a
home on Harding Street which is in very poor condition. It had been sug-
gested that H.R.A. funds could be used for this purpose. A.neighbor in the
area felt the H.R.A. could purchase the home and rehabilitate it or clear
the property and sell the parcel. It was noted that the house has never been
owner/occupied and there is considerable debris in the yard.
Commissioner Enrooth suggested that the fund could be used as a revolving
fund to upgrade problem housing in the City. The City Manager felt the fund
could also be used to address water problems being experienced. He sug-
gested it could be spent on a feasibility study and for the services of
an engineer. This would need approval of the City of Minneapolis.
The City Manager advised that the H.R.A. money is unencumbered as it is
generated by levy.

He suggested that the house could be leveled and the property sold for

4 Commissioner Ranallo stated his opposition to fixing the house up.

6 Motion by Ranallo, second by Makowske to approve payment in the amount of
7 $79,694.54 to First Trust for the tax payment due on May 15, 1990•

9 Motion carried unanimously
10 .
11 There was a consensus on the Commission that no representative of LaNel
12 should attend the May Ist Council work session.
