4 CALL TO ORDER
5 Secretary/ Treasurer Marks called the Housing and Redevelopment Authority
6 meeting to order at 9:18 P.M.
7 ROLL CALL
8 Present: Secretary/Treasurer Marks, Commissioners Ranallo and Makowske
9 Absent: Vice Chair Enrooth
10 Staff Present: Executive Director Thomas Burt
11 APPROVAL OF APRIL 24, 1990 H.R.A. MINUTES
12 Motion by Ranallo, seconded by Makowske to approve the minutes of the
13 April 24, 1990, H.R.A. meeting as presented, and there were no
14 corrections.

Motion carried unanimously.
CLAIMS
Motion by Ranallo, seconded by Makowske to approve a payment in the
amount of $1,558.67 to Dorsey & Whitney for services rendered from March
1, 1990 through March 31, 1990.
21 ENGINEERING STUDY - OSBORNE PROPERTIES
Motion carried unanimously.
22 The Executive Director reviewed the correspondence regarding the
23 responses received from Kraus -Anderson Realty Companies about the
24 problems being experienced on the Osborne property, specifically the
25 Town and Country Food Store.
26 The City had requested a Quit Claim Deed for a portion of the Town and
27 Country Food Store property. This request was to provide the City a
28 utility easement for the vacated section of Coolidge Street. The City
29 is also requesting Kraus -Anderson to execute a private utility easement
30 for Autumn Woods Apartments which would connect to the public utility
31 lines for which the City is requesting a Quit Claim Deed.
32 Severe water problems with ponding water was experienced in the parking
33 lot of the Town and Country Food Store. Kraus -Anderson is requesting
34 the City to hire an engineering firm to determine if the existing catch
35 basin, which is located on the Autumn Woods property, is sufficient to
• 6 handle run off as the parking lot now exists.

1 The City Attorney advised the Executive Director that the City should
2 consider hiring the services of an engineer to review the drainage for
3 this area.
4 Funding for this engineering study will come from the H.R.A. for that
5 Tax Increment District.
6 Motion by Ranallo, seconded by Makowske to authorize staff to select an
7 engineer to conduct a study.
8 The Executive- Director advised he will negotiate a "not to exceed" fee.
9 The Executive Director noted that he has been advised by Frank Lang that
10 all of the items in his project area will be done. It was observed that
11 the proposed pedestrian access ramp has been used as a marketing
12 technique as well as leverage with Kraus -Anderson.

Motion carried unanimously.
15 Motion by Makowske, seconded by Marks to adjourn the H.R.A. meeting at
16 9:25 P.M.
