1 Chair Sundland called the meeting to order at 8:46 P.M.
2 ROLL CALL
3 Present for roll call: Sundland, Vice Chair Enrooth, Secretary/
4 Treasurer Marks, and Commissioners
5 Makowske and Ranallo

9 Motion %-Y Ranallo, seconded by Marks to approve as presented.

• CLAIMS
Motion carried unanimously.
12 Motion by Marks, seconded by Makowske to approve payment of all H.R.A.
13 accounts payable listed for December 31, 1988 in the January 24th
14 Housing and Redevelopment Authority agenda packet.

Motion carried unanimously.
16 Motion by Makowske, seconded by Enrooth to approve payment of $4,359.40
17 to the Dorsey & Whitney law firm for legal services rendered to the
18 H.R.A. during November, 1988.

20 DEVELOPMENT ACCOUNT DISCUSSION
Motion carried unanimously.
21 Mr. Childs reminded the H.R.A. members that when the shopping center
22 representative met with them this fall, he had asked whether City help
23 could be given to tenants who might have cash flow problems which would
24 make it hard for them to purchase the new signage they would be
25 required to put up after the new sign band is installed on the center
26 buildings. He summarized the information he had provided in the H.R.A.
27 agenda packet related to the establishment of a development account into
28 which monies left over from tax increment projects like Chandler Place
could be used to provide such help on a need basis. The Executive

1 Director said he wasn't certain just how distributions from such an
account would be handled and his only purpose in bringing the matter up
that evening was to ascertain their interest in the concept itself.
4 Vice Chair Enrooth indicated he perceived that by making interest free
5 loans or loan guarantees to these tenants, the City would be assuring
6 the return of the funds for use on other deserving projects later on.
7 Commissioner Ranallo recalled that the City had allowed the owners of
8 Apache Plaza to use the City's good name to get bonding for their
9 redevelopment project and helping these merchants to get financing in
10 this redevelopment area wouldn't be much different as long as a need
11 criteria is established and the funds are returned for use with other
12 projects. Staff was instructed to return with a specific proposal for
13 establishing such an account for further H.R.A. consideration.

15 Motion by Marks, seconded by Enrooth to adjourn the St. Anthony Housing
16 and Redevelopment Authority meeting at 9:10 P.M.
