HomeMy WebLinkAboutHRA MINUTES 09271988• C 2 TY O F S T_ ANTHONY HOU S 2 N G AND REDEVELOPMENT AUTHOR 2 TY M = NUT E S S E P TEMB E R 27 3-988 1 The meeting was called to order at 9:36 P.M. by Chair Sundland. 2 ROLL CALL 3 Present for roll call: Sundland, Vice Chair Enrooth, Secretary/ 4 Treasurer Marks, and Commissioners Ranallo 5 and Makowske. 6 Also present: David Childs, Executive Director 7 William Soth, H.R.A. Attorney 8 Sue VanderHeyden, Assistant to the City Manager 9 SEPTEMBER 13, 1988 H.R.A. MINUTES APPROVED 10 Motion by Marks, seconded by Makowske to approve as presented. 11 Notion carried unanimously. $1,394,000 Purchase of Saliterman Property for the St Anthony LaNel Proiect_ Approved 14 Mr. Childs and Mr. Soth were present to recommend approval of the 15 purchase agreement they had negotiated with the St. Anthony Village 16 Shopping Center owners. It was felt that the trade-off between price 17 and potential condemnation litigation costs would justify the purchase 18 price. 19 H.R.A. Action 20 Motion by Marks, seconded by Ranallo to adopt the resolution which 21 approves the proposed agreement to purchase the Saliterman property for 22 $1,394,000 and authorizes the execution of that agreement. 23 H.R.A. RESOLUTION 1988-002 24 A RESOLUTION APPROVING THE PURCHASE OF THE ST. ANTHONY 25 VILLAGE SHOPPING CENTER AND AUTHORIZING THE CHAIR 26 AND SECRETARY/TREASURER TO EXECUTE THE NECESSARY DOCUMENTS 27 Motion carried unanimously. 28 The Executive Director indicated the next step in the process of getting the 201 unit multifamily rental housing developing going would be to of initiate the relocation activities for the tenants who are still in the e. 1 center. Those businesses would be given 90 days to vacate the premises • after which construction could start. 3 The names of the tenants were read aloud by the H.R.A. Attorney who 4 reported all except ACS and the Twin City Harley/Davidson establish - 5 ments were on month-to-month leases. Those two businesses have one year 6 leases with the motorcycle store having also been granted two, 1 year 7 options. Both of these leases have condemnation clauses which may have 8 to be negotiated since the property wasn't acquired by condemnation. 9 Mr. So th said he wasn't expecting to have to go to condemnation but told 10 the H.R.A. if satisfactory relocation agreements can't be reached, the 11 condemnation process could take up to 120 days. 12 H.R.A. Action 13 Motion by Marks, seconded by Ranallo to authorize Federal State 14 Relocation, Inc. to begin relocation activities September 28, 1988 15 through hand delivered notices to all current St. Anthony village 16 Shopping Center tenants to vacate within 90 days of that notice. 17 Motion carried unanimous 18 Mr. Childs advised that the LaNel Partnership had sold the $10,750,000 19 Housing and Redevelopment Bonds issued to finance Phase III of the 20 Kenzie Terrace Redevelopment Project for 7% and were now in the process 21 of replatting the land to accommodate three buildings and larger unit sizes. The H.R.A. Attorney said he was quite confident a satisfactory agrement could be negotiated with the Town and Country Store property 4 owners (Krause/Anderson) to acquire the necessary triangular parcel 25 necessary for this replatting. 26 Chair Commends Staff for "A Job Well Done" on This Difficult Project 27 Chair Sundland made the above recommendation which was unanimously 28 accepted by the rest of the H.R.A. members. A celebration was delayed 29 until sometime after October 13th when the Chair indicated he would be 30 back from his vacation. 31 32 Motion by Marks, seconded by Enrooth to adjourn the H.R.A. meeting at 33 9:50 P.M. 34 35 Respectfully submitted, 36 Helen Crowe, Secretary A� Motion carried unanimously.
