7 Mayor Faust called the meeting to order at 7:00 p.m.

Ms. Peggy Moeller, Redpath, Ltd. presented a power point summary of the 2015 Audit Review.
The reports issued were the Comprehensive Annual Financial Report, State Legal Compliance
Report, Report on Internal Controls and Communication with Those Charged with Governance.
Ms. Moeller noted on the Comprehensive Annual Financial Report the financial statements are
the responsibility of management. The role of the Independent Auditor is to report on the fair
presentation of the financial statements and a "Clean opinion" was issued on the 2015 financial
statements.
10 Ms. Moeller stated on the Annual Financial Report GASB 68 (Pensions) were implemented
11 during 2015 with full accrual statements only and reporting net pension liability, deferred
12 outflows and inflows of resources. This is only a reporting requirement. The State Legal
13 Compliance Report is required by Minnesota Statute §6.65. The OSA audit guide covers seven
14 categories: contracting and bidding, deposits and investments, conflicts of interest, public
15 indebtedness, claims and disbursements, other miscellaneous provisions, and tax increment
16 provisions. There were no findings of noncompliance. It was noted that under the Report on
17 Internal Control, one finding was reported relating to a lack of segregation of duties. This finding
18 has occurred in the past and is due to the number of staff and the inability to segregate some of
19 the duties. Internal Controls are not audited however they are considered when doing the audit.

21 Ms. Moeller reviewed the financial results in detail including General Fund, Water and Sewer
22 Enterprise Fund, Liquor Fund, and HRA Fund. The fund balance available at December 31, 2015
23 is sufficient to meet the City's policy for minimum unassigned fund balances. The
24 Communication with Those Charged with Governance shows no change in accounting policies
25 used other than the GASB change, no difficulties encountered in performing the audit and no
26 disagreements with management.

28 Councilmember Stille asked about the policy on inner fund loans and whether Council should
29 talk about calculating it differently. Ms. Shelly Rueckert stated this is being monitored.
30 Councilmember Stille stated this audit fits well with the annual bond rating done.

32 Mayor Faust asked Ms. Moeller if the budgets are running very close and Ms. Moeller stated that
33 is correct. The water and sewer rates are kept as close to actual costs as possible. Mayor Faust
34 stated the auditor is hired by the City Council and validates the work the Finance Department
35 does throughout the year.

37 Motion by Councilmember Brever, seconded by Councilmember Stille, to accept the 2015 Audit
38 as presented.

42 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

44 City Manager Casey reported a few weeks ago, members of the City Council and staff attended
45 the League of MN Cities Conference. The City St. Anthony received two awards, the GreenStep
46 Four Award and the City of Excellence Award for Sustainability. These awards will be placed in
47 the trophy case.

2 City Manager Casey reported on June 15, 2016, the City received a Statement from Continental
3 Property Group, who purchased the Lowry Grove Manufactured Home Park, communicating
4 Continental's plan to close the park. State Statute requires the City Council to hold a Public
5 Hearing within 90 days of receiving the Closure Statement. The Public Hearing will review the
6 Closure Statement; inform Lowry residents about the possibility of relocation compensation
7 from the Minnesota Manufactured Home Relocation Fund; and, appoint a neutral third party to
8 exercise decision - making authority regarding to disbursements from the relocation fund. The
9 Public Hearing Notice will be mailed to all residents of Lowry Grove along with St. Anthony
10 Bulletin. Unless the City Council has any conflicts, staff recommends the Public Hearing to be
11 held on Thursday, August 18, at 7:00 p.m. at City Hall.

13 Mayor Faust asked the Councilmembers to check their calendars for availability on August 18.
14 The consensus of the Council was to schedule this public hearing on August 18.

16 Councilmember Stille announced on June 15, 2016, he attended the LOMC Award Ceremony.

18 Councilmember Gray stated last Monday he attended the Executive Session of the North
19 Suburban Communications Commission to review a proposal from Comcast for franchise
20 agreement.

22 Councilmember Brever stated she also attended the June 15 LOMC meeting.
23
24 Councilmember Jenson stated he attended the June 15 LOMC meeting, the June 22 Kiwanis
25 Meeting, and on June 27 the Fire Department Retirement Fund Meeting.

27 Mayor Faust stated receiving these two awards is a great accomplishment for St. Anthony.

29 All Councilmembers and Mayor Faust thanked City Staff for their hard work to obtain the
30 LOW awards.

32 VIII. COMMUNITY FORUM
33
34 Ms. Antonia Alvarez, 2501 Lowry Avenue, and Alan Arthur, President and CEO of AEON,
35 indicated they represent the community of Lowry Grove and throughout the year, many of the
36 Council candidates have knocked on doors soliciting votes and the members of the community
37 voted for the Council. However, they do not feel they are being represented as Phil Johnson,
38 owner, has no respect for the community that includes seniors and children. They want to work
39 with the Council.

41 Mr. Arthur stated they are working with the residents to save their homes and a lawsuit has been
42 officially filed today which may affect the public hearing.

44 Mayor Faust stated the public hearing will be held on August 18, 2016. The State Statute needs
45 to be followed and the Council intends to protect the entire City.
