CITY OF ST. ANTHONY
HOUSING AND REDEVELOPMENT AUTHORITY
• MINUTES
January 25, 1983
The meeting was called to order by Chairman Sundland at 9:20 P.M.
Present for roll call: Sundland, Vice Chairman Letourneau, Secretary/
Treasurer Marks, and Commissioners Enrooth and
Ranallo.
Absent: Childs.
Also present: Richard Krier, Westwood Planning and Engineering Co.,
Planning Consultant; Larry Hamer, Acting Executive
Director; and Judy Makowske, Planning Commission
Chairman.
Motion by Commissioner Ranallo and seconded by Secretary/Treasurer
Marks to approve as submitted the minutes of the January 11, 1983
H.R.A. meeting.
Motion carried unanimously.
There was an indepth discussion of the three candidates who had been
interviewed January 11th for the position of Financial Consultant to
• the Kenzie Terrace Redevelopment Project with a general consensus
that the services of the consultant could be utilized for other re-
development projects when this one is completed. Councilman Marks
estimated there would be at least six other projects in the next ten
years and said he believes it would be essential that the best bond
rating for the City be established as soon as possible. He then made
the motion that the Council appoint the Springsted Co. Financial
Consultant to the Kenzie Terrace Redevelopment Project. There was
no immediate second of his motion and the discussion was resumed.
The Chairman told the other II.P..A. members the memo he had distributed
earlier had sought their reactions to his recommendation related to
the method of selecting the consultant but there had been none forth-
coming. He said he agreed with the Secretary/Treasurer that getting
the best bond rating possible was essential but recalled that during
the January 11th meeting it was pretty much agreed that all three
firms seemed equally qualified for the appointment. Commissioner
Ranallo said if this was the case, he guessed the firm who 11r. Krier
believes he could work best with should be selected.
Mr. Krier indicated he believes the H.R.A. should select the consultant
they would be the most comfortable with. However, he does not believe
any consultant could promise to get the City an A-1 rating. He also
believed there would be little change in the proposals they had made
and cautioned the H.R.A. would probably have to live with the fees
• which are close to those contained in the original proposals and that

the City would have to pay for services other than initially agreed to
• just as they would for extra services provided by his firm.
Councilman Marks indicated the reason he had asked for a voice vote
on the selection was that he believes these votes should be recorded
and each member should be willing to defend his choice and he did not
see a unanimous vote possible. Commissioner Enrooth and Vice Chairman
Letourneau indicated they would prefer a ballot be taken.
Motion by Secretary/Treasurer Marls and seconded by Chairman Sundland
to appoint the Springsted Company as Financial Consultant to the
H.R.A. for the Kenzie Terrace Redevelopment Project.
Voting on the motion:
Aye: Marks, Sundland, Ranallo and Letourneau.
Nay: Enrooth.
Motion carried.
The procedure for interviewing the two developers for the Kenzie
Terrace project was reviewed with Mrs. Makowske who was told that in
fairness to them, questions or comments from other than the H.R.A.
members and staff could not be allowed, although Planning Commission
members and other participants in the project planning, such as the
• Kenzie Task Force and the previous City Mayor would be invited to
observe. Public input, however, would be sought during the 90 day
interim between the selection of the developer and the actual signing
of the contract for the project. Mr. Krier anticipates a meeting
between the developer and the Planning Commission during this period
of negotiation would be very helpful. However, the Planning Consultant
advised that the major portion of the proposal which is selected
would probably not be altered to a great degree because the developer
is restricted to a great degree by the type of development which the
banks and the government approve.

Mr. Krier advised those present that in many cases the developers would
have to have almost 75% of the project reserved before any construction
contract could be signed. He concluded his report by listing all the
firms he had contacted either by mail or personally to solicit a
proposal, giving the reasons many of them indicated for not submitting
a proposal.
Motion by Commissioner Ranallo and seconded by Secretary/Treasurer Marks
to adjourn the Housing and Redevelopment Authority at 10:30 P.M.
Motion carried unanimously.
