HOUSING
HOUSING AND REDEVELOPMENT AUTHORITY MINUTES
July 13, 1982
The meeting was called to order by Chairman Sundland at 9:35 P.M.
Present for roll call: Sundland; Vice Chairman Letourneau; Secretary/
Treasurer Marks; and Members Enrooth and
Ranallo.
Also present: David Childs, Executive Director; and Richard Krier,
Westwood Planning & Engineering Co.
Motion by Secretary/Treasurer Plarks and seconded by Member Ranallo
to approve as submitted the minutes for the HRA meeting held
June 28, 1982.
Motion carried unanimously..
Mr. Krier had submitted two separate recommendations related to the
developer solicitation process and the redevelopment implementation
materials which were included in the agenda packet and he requested
Council adoption after review and modifications, if necessary. The
Kenzie Terrace Redevelopment planning consultant explained that,
although there is only one residence, which is owned by Mr. Saliterman,
which will be involved in the redevelopment plan, he had developed
a residential relocation manual to set the policy for that type of
property.
Motion by Member Ranallo and seconded by Secretary/Treasurer Marks
to authorize the planning consultant to start the solicitation process
as suggested for the redevelopment implementation for the Kenzie
Terrace project.
Motion carried unanimously.
Mr. Krier then gave the reasons he saw for having two separate
appraisals of the properties involved in the project with the first
appraisal made by Mr. Janski and his report reviewed by Mr. Hennessey,
an expert in the field.
Motion by Secretary/Treasurer Plarks and seconded by Member Ranallo
to authorize the planning consultant to retain the appraiser he
recommends and to have a review appraisal also made for the Kenzie
Terrace Redevelopment Project.
Motion carried unanimously.

Council reaction to the policydocuments will be given during the July
27.th HRA meeting at which the public hearing on the Redevelopment
Plan can be scheduled for August 10, 1982.
HRA members concurred that representatives from the school district
and county as well as the original.Kenzie Terrace Study Committee
should be invited to attend the August 10th meeting.
Motion by Secretary/Treasurer Marks and seconded by Vice President
Letourneau to request staff to prepare the resolution which adopts
the policy documents for the Kenzie Terrace Redevelopment Project
for'HRA consideration July 27th.
Motion carried unanimously.
Motion by Chairman Sundland and seconded by Secretary/Treasurer Marks
to direct the Planning Consultant to solicit proposals for a Bonding
Consultant to the Kenzie Terrace Redevelopment Project.
Motion carried unanimously.
Motion by Member Ranallo and seconded by Secretary/Treasurer Marks
to adjourn the St. Anthony Housing and Redevelopment Authority
at 10:05 P.M.
Motion carried unanimously.
