CITY COUNCIL REGULAR MEETING MINUTES
SEPTEMBER 8, 2009
CALL TO ORDER.
Mayor Faust called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE.
Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.
ROLL CALL.
Present: Mayor Faust; Councilmembers Gray, Roth, Stille, and Thuesen
Absent: None
Also Present: City Manager Mike Morrison and Finance Director Roger Larson.
CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING
ITEMS.
I. APPROVAL OF SEPTEMBER 8, 2009 CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Thuesen, seconded by Councilmember Roth, to approve the City
Council Meeting Agenda of September 8, 2009.
Motion carried unanimously.
II. PROCLAMATIONS AND RECOGNITIONS.
None.
III. CONSENT AGENDA.
A. Consider August 25, 2009 Council meeting minutes.
B. Consider licenses and permits.
C. Consider payment of claims.
D. Resolution 09 -071; Accenting a Donation from Kiwanis Club of St. Anthonv in the
amount of $250.00 for the St. Anthony Police Department DARE Program.
E. Resolution 09 -072; Accepting a Donation from Kiwanis Club of St. Anthony in the
amount of $500.00 for the St. Anthony Fire Department to Purchase Reflective Safety
Tape for the Fire Apparatus'.
F. Resolution 09 -073; Authorizing the Execution of Agreement between the St. Anthony
Police Department and the Minnesota Department of Public Safety, Office Traffic Safety.
Motion by Councilmember Stille, seconded by Councilmember Gray, to approve the Consent

13 A. Update on Silver Lake Village. Len Pratt Pratt Homes presenting.

15 Mr. Len Pratt, Pratt Homes, addressed the City Council and provided an update on Silver Lake
16 Village, including the following information:
17 ■ Silver Lake Village Sales and Availability Update, dated September 8, 2009:
18 o The Cottages at Silver Lake Village; Village Condominiums at Silver Lake
19 Village; Senior Coop; Rental/Other
20 o Silver Lake Village Total Tax Base Generated, dated September 8, 2009

26 Mr. Pratt provided information on Silver Lake Village in response to questions of the City
27 Council. Informational meetings are a key component of the Silver Lake Marketing Plan. Avanti
28 Consulting is involved with the project and comes with 19 years of experience. A lot of work has
29 gone into the floor plans, including focus groups from potential purchasers. HUD financing will
30 be involved with unit purchases. Clients of the project are current residents of St. Anthony, and
31 are also being drawn from the cities of New Brighton, Columbia Heights, Roseville and
32 Minneapolis. The walkable community is playing a large part in attracting customers to the
33 project. Individuals are impressed with the tradition of the City including the Police and Fire
34 Departments, the fact that the streets are kept up, the schools are highly rated, and the services
35 that are needed are provided inside the city boundaries. A timeframe of spring 2010 is
36 anticipated for ground breaking.

38 Mayor Faust thanked Mr. Pratt for the dogged approach to the Silver Lake Village project. He
39 pointed out that the project has something for everyone with the for -rent apartments, condos,
40 cottages and coop.

42 Mr. Pratt stated individuals looking for further information on the project can contact him at Pratt
43 Homes at 651- 429 -8032. A schedule of the informational meetings planned through the months
44 of September and October will be left at city hall.

1 B. Consider Resolution 09 -074: Setting the City of St Anthony Proposed 2010 Tax Levy_
2 and Budget in Compliance with the Truth in Taxation Act Presentation by Mike
3 Momson, City Manager and Roger Larson Finance Director.

5 City Manager Morrison reviewed the resolution with the Council and indicated that this is the
6 seventh meeting the City Council has held on the proposed 2010 tax levy and budget. A
7 preliminary review was held at the August 25, 2009 City Council meeting. City Manager
8 Mornson and Finance Director Larson provided a PowerPoint presentation on the City of St.
9 Anthony Proposed 2010 Tax Levy and Budget. The presentation included the following
10 information:

24 Councilmember Stille pointed out that while many cities have recently had a loss in Local
25 Government Aid (LGA), the City of St. Anthony has not received LGA since 2002. The
26 proposed budget includes a 0% increase to the General Fund. There are no salary increases for
27 staff, and some employees that are members of certain health plans will actually receive less take
28 home pay with the proposed budget. He pointed out that there are no job eliminations as a result
29 of the proposed budget. He stated his support of the proposed resolution and asked whether staff
30 has received any comments from the public. City Manager Morrison and Finance Director
31 Larson indicated that no comments were received on the proposed budget and tax levy.

33 Mayor Faust recognized staff for the willingness to take a 0% salary increase. He noted the
34 positive of the budget not resulting in furloughs or mandatory time off. He commented on the
35 concerted effort made by staff and the City Council in acquiring over $15,000,000 in grants since
36 1999. He stated the road budget has been increased; the City will not retreat on building roads
37 and keeping up the infrastructure.

39 Motion by Councilmember Gray, seconded by Councilmember Thuesen, to adopt Resolution 09-
40 074, Setting the City of St. Anthony Proposed 2010 Tax Levy and Budget in Compliance with
41 the Truth in Taxation Act.

45 The City Council announced the date and time of the budget meeting with public input set for
46 December 8, 2009, 7:00 p.m. in the Council Chambers.

VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
4 City Manager Morrison reported on the following:
5 August 31, 2009 meeting with New Brighton staff regarding the Silver Lane Road
6 project: 1) New Brighton has agreed to replacing the utilities; 2) Staff is looking into
7 reducing the road width from 38 feet to 32 feet in order to eliminate some of the
8 encroachment with the sidewalk; 3) New Brighton is not interested in proceeding with a
9 policy of staggering streetlights at this time; 4) the public works departments of both
10 cities are researching the possibility of a cul -de -sac; 5) The only concern of staff is that
11 the cities have different timelines. New Brighton holds the assessment hearing in August
12 while St. Anthony holds the assessment hearing in February; however, the payable is in
13 the same year.
14 o Councilmember Stille stressed the importance of the project being done right.
15 Mayor Faust noted staff has answered most of the questions raised at the last
16 meeting. There does not seem to be concern by the Council in moving forward at
17 this time, but the philosophy of the Council has been to do projects correctly the
18 first time.
19 ■ August 31, 2009 meeting with Minneapolis Parks staff regarding a sidewalk repair on
20 Stinson Boulevard.
21 ■ September 2, 2009 letter to DNR requesting a one -year extension for the implementation
22 of tiered water rates.
23 ■ September 1, 2009 meeting with School District 282 staff.
24 ■ September 1, 2009 meeting with Three Rivers Park District staff regarding Silverwood
25 Park.
26 ■ Upcoming Emerald Park Open House on October 14, 2009
27 ■ Fire Department "Fill the Boot ": August 24th — 26th, 2009, $5,400 was raised.
28 ■ Autumn Woods Expansion submitted a deposit for the City to do a PUD and TIF analysis
29 on the proposed expansion. Stacie Kvilvang of Ehlers and Associates will be present at a
30 future meeting to report to Council.
31 ■ Striping of MSA roads with Ramsey County was completed last week.

33 Councilmember Roth reported on his attendance at the wine tasting put on by Michael Mondavi
34 of the Mondavi Family on August 27, 2009 at the liquor store on the south end of town. He
35 stated Mr. Mondavi travels the country and was extremely impressed with the municipal liquor
36 store establishment and staff.

38 Councilmember Stille announced he will be speaking about the City goals to the Vital Aging
39 Council on September 21, 2009 at 2:00 p.m.

41 Councilmember Thuesen: No report.

43 Councilmember Gray reported on his attendance at the September 3, 2009 North Suburban
44 Access Corporation Meeting. The Organization is actively looking for a new building. It is
45 anticipated that the building change will occur within the next 12 months. He reported he will be
46 attending the National Association of Telecommunications Officers and Advisors (NATOA)

1 conference in Lafayette, Louisiana on September 29, 2009. The City of Lafayette has
2 implemented municipal owned fiber to home infrastructure, which is an option that has been
3 discussed for the City of St. Anthony in the future.

5 Mayor Faust reported on his attendance at the following:
6 ■ August 26, 2009 League of Minnesota Cities Fiscal Futures Policy meeting.
7 ■ August 27, 2009 wine tasting put on by Michael Mondavi at the liquor store on the south
8 end of the City. Mr. Mondavi was directed to the City of St. Anthony by a wholesaler as
9 an example of how a municipal operation should run. Mr. Mondavi conducted a white
10 glove check when he came into the store and has stated the operation is the best he has
11 seen in his travels. Mayor Faust requested City Manager Morrison to commend staff on
12 the well -run organization.
13 ■ September 1, 2009 Military Order of Purple Heart award presentation to Officer Huddle
14 for his Swat Team action last December.
15 ■ September 8, 2009 Middle Mississippi Watershed Management Organization meeting.
16 ■ September 8, 2009 Ribbon Cutting for the Water Re -Use Facility.

18 VIII. COMMUNITY FORUM.

20 Mayor Faust invited residents to come forward at this time and address the Council on items that
21 are not on the regular agenda.

23 Hearing none, Mayor Faust moved forward with the agenda.

25 IX. INFORMATION AND ANNOUNCEMENTS.

27 Mayor Faust announced that City Manager Morrison received a letter of congratulations from the
28 International Association of City Managers for his 25 years in the business.

30 Councilmember Stille announced that Silverwood Park is open. The grand opening is scheduled
31 for September 26, 2009 with a ribbon cutting at 11:00 a.m. He encouraged St. Anthony residents
32 to keep in mind that the pavilion is booking up into next summer for major events.

34 Councilmember Thuesen announced he will not be running in the upcoming City Council
35 election due to health reasons associated with a brain tumor that was diagnosed 13 months ago.
36 His tumor has come back and he will be taking time off to go through a second brain surgery and
37 other treatment. He has served on the City Council for almost 12 years. Hopefully things will go
38 well and he will be able to finish out his term in the way he would like. He stated it has been an
39 incredible privilege to serve the community. The City of St. Anthony has the best staff and City
40 Council in the Twin Cities.
