ANTHONY 2 CITY COUNCIL REGULAR MEETING MINUTES 3 DECEMBER 15, 2008 4 5 CALL TO ORDER 6 7 Mayor Faust called the meeting to order at 7:00 p.m. 8 9 PLEDGE OF ALLEGIANCE. 10 11 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance. 12 13 ROLL CALL. 14 15 Present: Mayor Faust; Councilmembers Roth and Stille. 16 Absent: Councilmembers Gray and Thuesen. 17 Also Present: City Manager Mike Morrison. 18 19 20 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING 21 ITEMS. 22 23 I. APPROVAL OF DECEMBER 15, 2008 CITY COUNCIL MEETING AGENDA. 24 25 Motion by Councilmember Roth, seconded by Councilmember Stille, to approve the City 26 Council Meeting Agenda of December 15, 2008. 27 28 Motion carried unanimously 29 30 II. PROCLAMATIONS AND RECOGNITIONS. 31 32 None. 33 34 III. CONSENT AGENDA. 35 36 A. Consider licenses and permits. 37 B. Consider payment of claims. 38 C. Resolution 08 -081: Approving Parks Commission Appointee. 39 40 Motion by Councilmember Stille, seconded by Councilmember Roth, to approve the Consent 41 Agenda items. 42 43 Motion carried unanimously. 44 45 IV. PUBLIC HEARING. 46 47 None. 48 49 V. REPORTS FROM COMMISSION AND STAFF. City Council Regular Meeting Minutes December 15, 2008 Page 2 1 2 None. 3 4 VI. GENERAL BUSINESS OF COUNCIL. 5 6 A. Consider Resolution 08 -082, Adopting the 2009 Annual Budget. 8 Mayor Faust stated the public hearing on the 2009 Property Tax Levy and Operating Budget was 9 held at the Truth -in- Taxation meeting on December 8, 2008. The proposed resolution approves 10 the 2009 Tax Levy and Budget as proposed. 11 12 Mr. Morrison reviewed the resolution with the Council. He indicated the resolution complies 13 with State Law and Truth -in- Taxation requirements, setting the 2009 Operating Budget and 14 Property Tax Levy as presented on December 8, 2008. Mr. Morrison provided an overview of the 15 following information in relation to the 2009 Property Tax Levy and Operating Budget: 16 ■ Issues impacting the 2009 Budget 17 ■ Total Levy 18 o General Fund Levy 19 o Road Improvement Levy 20 o Lease Revenue Bonds 21 o HRA Levy 22 o Tax Abatement Levy 23 o PERA Levy 24 o Breakdown of 2009 Property Taxes 25 26 Mr. Momson stated the total 2009 tax levy is proposed to be $4,601,937.20. The 2009 General 27 Fund Budget totals $5,277,400.00. 28 29 Motion by Councilmember Roth, seconded by Councilmember Stille, to adopt Resolution 08- 30 082, Setting the City of St. Anthony 2009 Tax Levy and Operating Budget. 31 32 Motion carried unanimously. 33 34 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 35 36 City Manager Momson reported on the following: 37 ■ Environmental Award nomination from the Pollution Control Agency for reducing salt 38 amount based on training put on by Mississippi Watershed Management Organization 39 (MWMO) staff. 40 ■ A request has been submitted for a grant request to Transit for Livable Communities for 41 sidewalks along 37`h Avenue from Highcrest to Stinson Blvd. 42 ■ A request has been submitted to the Federal Government for infrastructure money that 43 may be available in 2009. 44 ■ A grant request for $17,000 has been submitted to the Metropolitan Emergency Board for 45 800 MgH Radios for Public Works. City Council Regular Meeting Minutes December 15, 2008 Page 3 1 ■ The Water Re -Use Project is being nominated for the Best Project for Collaboration to 2 Humphrey Institute of Public Affairs. This is awarded to two cities, two counties, and 3 two school districts. 4 ■ Staff has been meeting with Ramsey County staff on the 2009 Street Project. 5 ■ Staff has met with Middle School staff on the school's construction schedule for 2009 6 and possible impacts to the City. 7 ■ City Manager held the last Metropolitan Area Management Association (MAMA) 8 meeting Thursday last week as President of the Organization. He will continue to be a 9 member of the Board in 2009 as past president. 10 ■ City staff has been serving as Salvation Army bell ringers. 11 ■ City staff has adopted two families in need in the City of St. Anthony. Compliments to 12 staff for their efforts in collecting and coordinating this effort on their own time. 13 14 Mayor Faust requested Mr. Mornson to extend to staff the City Council's sincere appreciation 15 for their efforts that have been above and beyond the call of duty. He commended staff for their 16 service as bell ringers and the efforts in adopting the two St. Anthony families. He noted over 17 $1,400 was collected for the families who spent the money at St. Anthony businesses. 18 19 Councilmember Stille commented on the impact the sidewalk project on 37`11 Avenue would have 20 in making the City connectable and requested that the Council be kept informed on the grant 21 request. 22 23 Mayor Faust reported on the December 11, 2008, he attended the Winter Parking Lot and 24 Sidewalk Maintenance Workshop funded by the Minnesota Pollution Control Agency. The 25 workshop was attended by over 55 individuals. It allows businesses and governmental agencies 26 to look at the best way to salt and sand. He commented on the cost savings and environmental 27 benefits associated with the salting/sanding methods taught at the workshop. 28 29 Councilmember Stille: No report. 30 31 Councilmember Roth: No report. 32 33 VIII. COMMUNITY FORUM. 34 35 Mayor Faust invited residents to come forward at this time and address the Council on items that 36 are not on the regular agenda. 37 38 Hearing none, Mayor Faust moved forward with the agenda. 39 40 IX. INFORMATION AND ANNOUNCEMENTS. 41 42 Mayor Faust provided a synopsis on the 2008 City Council calendar of events, which included 43 the following: 44 • 22 regular City Council meetings, including the adoption of 82 resolutions and 7 45 ordinances 46 ■ 13 HRA meetings 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 City Council Regular Meeting Minutes December 15, 2008 Page 4 • Work sessions with the School Board, Planning Commission, and Park Commission • Pandemic Plan review • Capital Improvement Budget Planning Session • Meetings attended by the City Councils with approximately 21 different associations and committees, many of which are monthly meetings Mayor Faust requested that Mr. Momson thank staff for the assistance with the meetings attended by Council. He thanked the members of the City Council for their involvement in the community and the organizations they liaison and work with. X. ADJOURNMENT.
