CITY COUNCIL REGULAR MEETING MINUTES
April 24, 2007
CALL TO ORDER.
Mayor Faust called the meeting to order at 7:00 p.m.

10 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.

20 I. APPROVAL OF APRIL 10, 2007 CITY COUNCIL MEETING AGENDA

22 Motion by Councilmember Thuesen, seconded by Councilmember Gray, to approve the City
23 Council meeting agenda of April 24, 2007.

27 11. PROCLAMATIONS AND RECOGNITIONS.

29 A. Junior Achievement Award Presentation to Mrs. Second Grade Class.

31 City Manager Morrison explained that Junior Achievement is the world's largest organization
32 dedicated to educating students in grades K -12. He stated Junior Achievement programs help
33 prepare young people for the real world by showing them how to generate wealth and effectively
34 manage it, how to create jobs which make their communities more robust, and how to apply
35 entrepreneurial thinking to the workplace. He commented students put these lessons into action,
36 and learn the value of contributing to their communities. City Manager Morrison reported Junior
37 Achievement's worldwide purpose is to inspire and prepare young people to succeed in a global
38 economy.

40 City Manager Morrison commented they completed five projects: Week one was on how a
41 community works where they identified various jobs in the community; the second week they
42 ran a company called Sweet O donuts and filled the roles of workers; the third week they talked
43 about the role of government and taxes; on week four they voted for a mayor; and, on week five
44 they studied how money moves from a bank to the different businesses.

46 City Manager Morrison called each student to the front where they were presented with a
47 Certificate of Achievement from Mayor Faust.

1 Mayor Faust stated he always hears about the bad things in the news. He commented these
2 second grade children are representatives of the future and new leaders. He indicated there is a
3 plethora of knowledge, intelligence, and a willingness to do the right thing. He stated it takes a
4 very special person to teach and complimented Mrs. Wyatt for her dedication.
III. CONSENT AGENDA

13 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve the Consent
14 Agenda items.

18 IV. PUBLIC HEARING

20 A. 2008 Budget Presentation.

22 Mayor Faust opened the public hearing at 7:16 p.m.

24 City Manager Morrison explained Council would have greater involvement in the process. He
25 commented the process began in January 2007 to identify a financial management plan as a goal.
26 He identified the dates for the upcoming meetings.

28 City Manager Morrison commented the 2007 budget is $4,771,900.00. He explained where taxes
29 were spent, broke down fund revenue sources and explained the expenditures from the general
30 fund.

32 Mayor Faust commented on where monies come from and how they are spent. He pointed out
33 that 56 percent comes from property taxes and the other 44 percent comes from other areas. He
34 stated that any time a city looses transfers, such as liquor, it directly impacts the tax levy. He
35 mentioned a debate is currently at the capital on Local Government Aid (LGA). He commented
36 LGA was one of the transfers cut from many cities including St. Anthony. He stated the debate
37 is over whether LGA should be done and then how the formula works.

39 Mayor Faust invited members from the audience to address the council. He stated the next
40 public hearing on the budget would be held on August 14, 2007.

VI. GENERAL POLICY BUSINESS OF THE COUNCIL
4 A. Resolution 07 -040, Anointment of Road Reconstruction Task Force
6 City Manager Morrison stated the membership on the Road Reconstruction Task Force includes:
7 Jeff Fahrenholz, Tom Fahrenholz, Rosemary Franzese, Mark Grimes, Bernard Gulachek, Allen
8 Otte, Brian Rude, and Bill Sauer. He explained this task force would study the use of asphalt
9 versus concrete reconstruction on St. Anthony streets. He mentioned four meetings would be
10 held: May 17, June 18, Aug 13, and Sept 17, 2007.

12 Motion by Councilmember Gray, seconded by Councilmember Thuesen, to approve Resolution
13 07 -040; a Resolution Appointing the Members of the Road Reconstruction Task Force.

15 Councilmember Gray commented he appreciated the people who stepped forward to be on task
16 forces. He stated it is a great way to express feelings and learn first hand the process involved.
17 He stated volunteering takes time and he is interested to hear what they report to the Council.

19 Mayor Faust pointed out that Council members Horst and Thuesen would serve on the Road
20 Reconstruction Task Force also.

22 Motion carried unanimously.

24 B. Ordinance 07 -002; Mayor and Councilmember's Salaries, Section 200.12 (First
25 Meeting)

27 Mayor Faust reported the Mayor and Councilmember's salaries were discussed during the Goal
28 Setting Retreat held January 11 -12, 2007. He stated the last increase was effective January 1,
29 2006. He explained the increase in salary for mayor and council and be effective January 1,
30 2008. Mayor Faust stated the stipend for the H.R.A. meeting would be eliminated at the final
31 reading of the ordinance by an H.R.A. resolution, effective December 31, 2007.

33 Mayor Faust explained the Mayor's salary would go from $550.00 to $625.00; Mayor Pro -Tem
34 from $495.00 to $563.00 and Councilmember salary from $440.00 to $500.00.

36 Mayor Faust stated this must be pressed forward or they would not get done. He stated some
37 cites pay for other meetings and make them less transparent; St. Anthony does not. He explained
38 the pay includes all meetings they attend in addition to City Council Meetings. Mayor Faust
39 listed several of the meetings attended by the Mayor and Council on a monthly meeting.

41 This is the first of three readings.

43 Motion by Councilmember Thuesen, seconded by Councilmember Stille, to approve the first
44 reading of Ordinance 07 -002, Mayor and Councilmember's Salaries, Section 200.12.

2 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

4 City Manager Mornson reported he was a speaker at a City Manager's Seminar dealing with
5 crisis communication in April.

7 City Manager Mornson reported he was part of a League of Minnesota Cities focus group that
8 studied changing the League of Minnesota Cities Insurance program to cover public buildings
9 during a flood. He commented they are currently not covered for flooding.
10
11 City Manager Mornson reported the open house for Silver Lake Road would be held in Council
12 Chambers on Thursday, April 26, 2007 from 6:30 p.m. to 8:30 p.m.
13
14 City Manager Mornson reported the 50 Years of Public Safety Expo would be held at City Hall
15 on Saturday, April 28, 2007 from 9:00 a.m. to 1:00 p.m.

17 City Manager Mornson reported Clean-Up Day is Saturday, May 5, 2007 from 9:00 a.m. to 1:00
18 p.m.

20 City Manager Mornson reported the comp plan update was distributed to area cities, schools, and
21 various agencies in December 2006. He stated in June 2007 the area review would be complete
22 and in July 2007 the Planning Commission and City Council would conditionally approve the
23 plan for submission to the Metropolitan Council.

25 City Manager Mornson reported the new Planning Commission member is Ms. Kim Goodwin,
26 replacing Mr. Todd Hanson, and Commissioner Don Jensen was elected Vice Chair.

28 Councilmember Thuesen attended a leadership conference on Citizen Engagement in the
29 Government. He explained they talked about several models of government and the one that
30 works best is when the citizens are involved at many levels with problem solving rather than
31 telling them what would be done.

33 Councilmember Gray reported that on April 11, 2007 he attended the second citizen's police
34 academy as a student.

36 Councilmember Gray reported that on April 18, 2007 he attended the Chamber of Commerce
37 annual meeting. He stated Scott Roadfeldt who was named Villager of the Year and Applebee's
38 was named Business of the Year.

40 Councilmember Gray reported that on April 19, 2007 he attended the Northwest Youth and
41 Family Services Board. He reminded everyone that on Wednesday, May 2, 2007 the annual
42 Leadership Luncheon would be held at Midland Hills Country Club.

44 Councilmember Gray reported that on Aril 19, 2007 he was inducted into the Lions Club as a
45 representative from the City Council.

1 Councilmember Gray reported he would be one of three judges reviewing student scholarship
2 applications given by North Suburban Communications Commission to students studying
3 communications or similar fields.

5 Mayor Faust commented that a check from anyone who could not attend the luncheon at
6 Midland would also be appropriate.

8 Councilmember Stille reported that on April 18, 2007 he attended the Chamber of Commerce
9 dinner. He stated there were many positive comments from people who had never been to a
10 Chamber meeting before.

12 Councilmember Stille reported that on April 19, 2007 he attended the Family Services
13 Collaborative Quarterly Meeting. He stated they discussed the use of the Pavilion in conjunction
14 with Community Services and other teams on a supervised basis. He commented money from
15 the Collaborative does not go to pay for the supervision; however, the kids would be chipping in
16 and doing some fundraising.

18 Mayor Faust reported that on April 18, 2007 he attended the League of Minnesota Cities
19 Insurance Trust Safety and Loss workshop. He stated that because of St. Anthony's involvement
20 with the League of Minnesota Cities, it is able to have representatives evaluate the city for
21 potential liabilities. He stated he is an advocate of this workshop at the League Board, and after
22 presenting it, the Mayor of Rochester told his City Administrator and staff should attend.

24 Mayor attended the Chamber dinner. He stated it is an opportunity to thank the individuals and
25 businesses that give back to the community. He commented some provide scholarships to the
26 school each year. He stated that any time people learn about it, it is a positive impact.

28 Mayor April 19 attended League of Minnesota Cities Board Meeting. He stated there is
29 currently legislation regarding broadband that the League is behind this and where the state
30 wants to go across the state. Mayor Faust gave a historical account of REA in the 1930's. He
31 commented this is moving along well within the legislature.

33 Mayor Faust reported that on April 21, 2007 he was invited to the Edgewater Park to look at how
34 pervious concrete is used at the park. He stated it is one small step to getting the Mississippi
35 River back to the people.

37 Mayor Faust passed on that he saw in the paper that Stillwater is monitoring loud noises from
38 motor cycles. He passed the information on to City manager Morrison to research as part of the
39 Code of Ordinances in St. Anthony.

41 VIII. COMMUNITY FORUM.

43 Mayor Faust invited residents to come forward at this time and address the Council on items not
44 on the regular agenda.

46 Hearing none, Mayor Faust moved forward with the agenda.

IX. INFORMATION AND ANNOUNCEMENTS.
Mayor Faust stated that anyone in a road reconstruction area would be notification and sent a
refrigerator magnet with contact information. He stated every two to three weeks residents
would receive an update on the road reconstruction progress.
X. MISCELLANEOUS INFORMATIONAL DOCUMENTS.
None.
XI. ADJOURNMENT.
Mayor Faust adjourned the meeting at 7:45 p.m.
