ANTHONY 2 CITY COUNCIL REGULAR MEETING MINUTES 3 June 13, 2006 4 5 CALL TO ORDER. 6 Mayor Faust called the meeting to order at 7:00 p.m. 7 8 PLEDGE OF ALLEGIANCE. 9 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance. 10 11 ROLL CALL. 12 Present: Mayor Faust; Councilmembers Gray, Horst, S611e, and Thuesen. 13 Absent: None. 14 Also Present: City Manager Mike Morrison 15 16 17 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING 18 ITEMS. 19 20 I. APPROVAL OF JUNE 13, 2006 CITY COUNCIL MEETING AGENDA. 21 22 Motion by Councilmember Horst, seconded by Councilmember Thuesen, to approve the City 23 Council Meeting Agenda of June 13, 2006 as amended to add agenda item 5B. 24 25 Motion carried unanimously. 26 27 II. PUBLIC HEARINGS. 45 None. 46 47 V. REPORTS FROM COMMISSION AND STAFF. 48 A. Ordinance 06 -002: 400.14. Prohibited Discharges into Sanitary Sewer System (Second 49 Reading): WSB Project No. 1065 -57 (p. 22 -26). City Council Regular Meeting Minutes June 13, 2006 Page 2 2 City Manager Mornson stated the ordinance addresses prohibited discharges into the City's 3 sanitary sewer system. Todd Hubmer presented the first reading from WSB at the May 23, 2006 4 meeting. City Manger Morrison reminded the Council this ordinance was created to address the 5 inflow and infiltration (1/I) entering the City's sanitary sewers through illicit private connections 6 to the sewer. The ordinance defines allowable discharges into the sanitary sewer system. This 7 ordinance outlines the city's right to inspect private property for illicit connections and to order 8 the disconnection of the illicit connection within a specific timeframe. It also defines the City's 9 imposed surcharge of $100 per month and prohibits the issuance of city permits to residents who 10 do not allow inspections by the City or if they do not disconnect the illicit connection. 11 12 The sanitary sewer issue has been discussed and debated over the last 10 to 15 years by the City 13 Council and residents. It became more serious this year with the Metropolitan Council 14 Environmental Services (MCES) adoption of an ordinance that made it mandatory for cities to 15 address sanitary sewer systems. There are about 50 communities on the list of cities and St. 16 Anthony is one of them. If St. Anthony does nothing, the Metropolitan Council can impose a 17 surcharge averaging about $125,000 per year until corrections are made. 18 19 The third reading of this ordinance will be held on June 27, 2006. A special infrastructure 20 update newsletter focusing on the three major projects planned for 2007 will be sent to residents 21 around September 15. The three issues include the sanitary sewer system I/I, converting to the 22 automatic water meter reading and the reconstruction of Silver Lake Road. The Foss Road lift 23 station and the High Crest sidewalk project may also be added. These will be discussed at the 24 next Council meeting. The goal is to have everyone in compliance with the sanitary sewer 25 system by June 1, 2007 26 27 Councilmember Stille asked if the written waiver for the surcharge has been received. City 28 Manager Morrison said it has not been received to date, however he is confident that it will be 29 received. He also indicated this will be evaluated yearly. The City will continue yearly 30 monitoring of the 1/I. 31 32 Mayor Faust asked City Manager Momson to speak about how the City will accommodate 33 working residents when doing these inspections. City Manger Morrison emphasized the City 34 will accommodate everyone's schedules to include Saturday and evening hours. Mayor Faust 35 was satisfied with Mr. Mornson's reply as he does not want to be heavy handed or expect 36 residents to take a day off from work to do this. 37 38 Motion by Councilmember Horst, seconded by Councilmember Gray, to approve Ordinance 06- 39 002; 400.14. Resolution 06 -054• Approving the Gambling License for the Northeast Lions Club at the 44 Village Pub Located at 2720 Highway 88 45 46 City Manager Momson reported receiving a phone call from Councilmember Gray, City Council 47 representative to the sports boosters and charitable gambling for the Chamber of Commerce. City Council Regular Meeting Minutes June 13, 2006 Page 3 1 Councilmember Stille informed City Manager Mornson the resolution approving the gambling 2 license for the Northeast Lions at the Village Pub was rejected by the State because of conditions 3 on how the revenue would be split up among the various groups. The State explained the City 4 Council has no authority to state how the money is to be split up. Resolution 06 -054 is on the 5 agenda so the Council can change the verbiage and approve the license without the conditions. 6 7 Mayor Faust stated the agreement will be between the three parties and not between with the 8 City Council and the licensee. 9 10 Councilmember Stille asked how often this is renewed. City Manager Morrison replied this is 11 done every two years 12 13 Mayor Faust indicated this is typically in the consent agenda as a renewal item unless there is a 14 reason to take it out. 15 16 Motion by Councilmember Gray, seconded by Councilmember Thuesen, to approve Resolution 17 06 -054; Approving the Gambling License for the Northeast Lions Club at the Village Pub 18 Located at 2720 Highway 88. 19 20 Motion carried unanimously. 21 22 VI. GENERAL POLICY BUSINESS OF THE COUNCIL. 23 None 24 25 VII. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS. 26 27 City Manager Morrison reported meeting with Len Pratt's development team. At the next 28 Planning Committee meeting, Mr. Pratt will present a Phase IIa Planned Unit Development 29 amendment and subdivision approval request for a 26- townhome project. This development will 30 be located on the previous site of the Firestone business and Ed's Carwash. This will also be on 31 the next City Council meeting agenda. Mr. Mornson indicated the financial consultant, engineer, 32 and city attorney are working on this. Apparently there is a waiting list for this townhome 33 development. 34 35 Pratt Homes is planning to start Phase IIa in the fall, tentatively in September 2006. Buildings 36 three and four for Phase I will probably not start until spring due to the demand for Phase IIa 37 building types. 38 39 City Manager Mornson informed the Council that beginning in September 2006 the HRA 40 meeting will become part of the City Council Agenda rather than a separate meeting. This is a 41 decision based on a recommendation from the audit. 42 43 Residents can now get on the email list for Police Department's List Serve. Residents interested 44 in participating need to contact the Police Department or access the City website and sign up to 45 receive police activity alerts. 46 City Council Regular Meeting Minutes June 13, 2006 Page 4 1 City Manager Morrison gave an update on the 2006 To Do List from the Goal Setting List. The 2 cost of the Emergency Phone System is still being monitored. Ramsey County is looking at 3 implementing the Emergency Phone System. St. Anthony has about one -third of its population in 4 Ramsey County. A small fee would be paid for this service. Hennepin County is also 5 considering this system. Because of this, City Manager Morrison stated they would wait to see 6 the outcome before making a decision. 8 City Manager Morrison told the Council the speed cart has been ordered and will be paid for 9 from the tax forfeiture funds out of the capital equipment account. 10 11 City Manager Morrison feels 2006 is really a planning year as it always happens that the first 12 year the plans are developed and the second year construction begins. In 2007 the I/I sewer and 13 water meter inspections, and Silver Lake Road project from May to October will begin. The 14 comprehensive planning process is currently in place also. 15 16 City Manager Morrison indicated it is his opinion, based on discussion at the Parks Commission 17 meeting and the Council; the cost for the Emerald Park Plan is about $1.2 million. There is 18 support for the park, but he believes the priority is to complete Silver Lake Road and Silver Lake 19 Village Phase II first. He believes the earliest the Emerald Park plan will start is 2008 or 2009. 20 21 Councilmember Thuesen reported he enjoyed his time with the visitors from Finland for the Salo 22 Park dedication. He found we are all more alike than different. He hopes to have a chance to visit 23 their city some time. 24 25 Councilmember Gray also enjoyed his time with the visitors from Finland. He was impressed 26 with the park dedication event. Hearing from the First Deputy Chair was terrific. It emphasizes 27 our own inadequacy in knowing foreign languages as they speak English and several other 28 languages. Seeing the similarities was enjoyable. 29 30 Councilmember Horst expressed his pleasure with how well the dedication went. He also had an 31 opportunity last Thursday to have dinner and speak with a sculptor from Minnesota Rocks. The 32 sculpture will be presented to the City of St Anthony later this summer. He plans to be done with 33 the sculpture by the end of this month. This on -going event is open to the public from 10:00 a.m. 34 to 6:00 p.m. daily. This is a free, interesting and educational opportunity and he encouraged 35 everyone to visit this event. 36 37 Councilmember Horst mentioned Village Fest plans are moving along. An organizational 38 meeting will be held at Culvers Restaurant on Monday, June 26th at 7:00 p.m. Councilmember 39 Horst welcomes input from anyone. He is looking forward to a wonderful event that includes the 40 Lamont Cranston Band on Saturday night and Boxcar Bob and Cactus Willy entertaining in the 41 beer tent. 42 43 Councilmember Stille reported attending the quarterly School Board meeting on May 30, to 44 share what has been going on the past quarter. On June 5, the Comprehensive Plan task force 45 met. They brought pictures of what they like and don't like around St. Anthony. The 46 Comprehensive Plan task force will not meet in July or August to give the coordinator time to 47 put together the findings to date and to fine tune the plan. City Council Regular Meeting Minutes June 13, 2006 Page 5 2 Councilmember Stille enjoyed visiting with the Salo, Finland visitors. He felt it was a good 3 cultural exchange. It was truly an honor to have the people from Salo here. He learned so much 4 and feels they did also. The Salo visitors participated in a ride -along with the police and toured 5 the area. Councilmember Stille discovered that Salo has a number of other sister cities besides 6 St Anthony. He stated we could learn from this and perhaps have more than one city also. He 7 thanked the staff and the Mayor for putting this together. 9 Mayor Faust reported meeting with the League of Minnesota Cities on May 25 in Eden Prairie to 10 do strategic planning on issues and challenges facing cities over the next three years. The League 11 discussed what role it will play in serving cities in the future. They valued what St. Anthony had 12 to say. 13 14 Mayor Faust attended the quarterly School Board meeting also. He believes the meetings are 15 productive and a good opportunity to bring both the school and City Council up to date. He also 16 indicated attending the meetings promotes a good relationship between them. 17 18 On June 1, Jan Parker, Ramsey County Commissioner, hosted the Minnesota Chapter of 19 Planners. The St. Anthony mission statement about walkable communities was mentioned. 20 Mayor Faust believes we are on to something with the sidewalks, bike paths and health. 21 22 Mayor Faust and Councilmember Horst attended Fin Day at St. Paul Technical College on June 23 4. They visited the Finnish sculptor and said he is doing a great job. Mayor Faust found it 24 remarkable that St. Anthony, Vadnais Heights and St. Paul are the only three cities in Minnesota 25 taking part in Minnesota Rocks. 26 27 Mayor Faust mentioned the comments from the Finnish guests on how clean St. Anthony is. 28 Mayor Faust commented on how the City and residents take pride in keeping St. Anthony clean. 29 The City Public Works Department keeps the streets clean and swept and residents take a great 30 deal of pride in keeping their lawns attractive. As the Finnish guests were leaving, they 31 mentioned the great attention to detail in planning the Salo Park dedication. He congratulated the 32 staff for doing such a great job. Each department did an excellent job of portraying what they do. 33 34 The highlight for the Finnish guests occurred on Wednesday when they met with former Vice 35 President Walter Mondale at his office. Everyone sat at his table and conversed very casually. 36 They discussed issues facing the country, states and cities. The Finnish commented how 37 interesting it was to see this conversation take place without the news media. They felt very 38 fortunate to meet with him. 39 40 Mayor Faust said now the park can officially be called Salo Park. The ceremony was very good 41 and very well attended. Everybody pitched in — Chamber of Commerce, Sister City Association, 42 Minnesota Rocks, the developer and departments. He cannot say enough about how well this 43 went. It takes more than one person to make something like this work. It speaks well of the 44 community. This does build bridges. If anyone is interested in Sister City, he highly encourages 45 involvement. 46 47 VIII. X. 25 XI. 26 27 28 29 30 31 32 33 34 35 Hearing none, Mayor Faust moved forward with the agenda. INFORMATION AND ANNOUNCEMENTS. Mayor Faust mentioned the Vital Aging council meeting on June 14. This will be held at the high school. A representative from the Council will attend, as will the Chief of Police and the Fire Chief. If there are questions, please call city Hall. Mayor Faust stated the history of St. Anthony is being gathered. If anyone would like be part of this or has information, call Kim Moore -Sykes at City Hall. Music in Salo Park will happen every Thursday at 7 p.m. Mr. Pratt has taken the lead on this. Councilmember Stille congratulated the girl's softball team for making it to state. The boy's baseball team plays in St. Cloud. He commented that this puts St. Anthony on the map. Councilmember Gray mentioned CTV 15 is celebrating 15 years. They are holding an open house on June 14 from 4:00 to -7:00 p.m. This is open to public. He encouraged residents to stop by and help them celebrate. MISCELLANEOUS INFORMATIONAL DOCUMENTS. None.
