7 Mayor Faust called the meeting to order at 7:00 p.m.

14 VI. GENERAL BUSINESS OF COUNCIL.

16 A. Quarterly Goals Update. Mike Morrison presenting_

18 City Manager Morrison presented the goals update for the quarter ended June 30, 2011 and
19 highlighted several key accomplishments. He reported that on June 15`h, the City was
20 recognized by the Pollution Control Agency at the League's annual conference for being a
21 "GreenStep City." He stated that construction is currently underway on the 2011 street project.
22 He advised that the Veterans Memorial project has seen significant progress and it is possible
23 that construction of the memorial could begin this fall. He indicated that the summer newsletter
24 contained an article on volunteerism. He reported that Community Services held two seminars
25 regarding GMHC with over 20 residents attending. He stated that the liquor store is the first
26 department to have a Facebook site. He advised that cameras have now been installed in all
27 squad cars and the City's utility truck has a portable GIS system. He indicated that the Fire
28 Chief was able to secure a grant for a new civil defense siren to be installed at Central Park. He
29 pointed out the ongoing work of City staff related to increasing and maintaining the City's fiscal
30 strength, and stated that the City secured police contracts with Falcon Heights and Lauderdale.

32 Councilmember Stille requested that the City Council have an opportunity at worksession to
33 continue its discussion regarding a single hauler.

35 B. Resolution 11 -044• Accepting the Resignation of City Manager Michael Morrison
36
37 Mayor Faust stated that Mr. Morrison came to the City on June 27, 1994 and has served the City
38 for 17 years. He advised that Mr. Morrison has submitted his letter of resignation effective
39 August 19, 2011, to take the City Manager position in Hopkins. He stated that Mr. Morrison has
40 done a great job for the City and he will be missed.

42 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 11-
43 044, Accepting the Resignation of City Manager Michael Morrison.

4 City Manager Morrison reported on the following:

8 • August 9'h City Council meeting will include a presentation from the Freshwater society
9 regarding the importance of cleaning up grass clippings.

11 Matt Bostrom.
12 • August 30 joint meeting with the School Board.
13 • September 13th City Council meeting will include a presentation from Ramsey County
14 Attorney John Choi.

27 Mayor Faust reported on the following:
28 • July 1St Ramsey Conservation District briefing. He reported the meeting was also
29 attended by Sen. McGuire and Rep. Hausman as well as the Conservation District's
30 Board members.
31 • July 6th MWMO executive committee meeting.
32 • July 12th MWMO Board meeting.
33 • Provided introductory remarks at the July 20'h turf maintenance seminar sponsored by the
34 Pollution Control Agency.
35 • July 20th Veteran's Memorial Committee meeting.

37 VIII. COMMUNITY FORUM.

39 Mayor Faust invited residents to come forward at this time and address the Council on items that
40 are not on the regular agenda.

42 Mr. Todd Roepke, 3901 Foss Road, appeared before the City Council representing Artist's
43 Choice as well as the self - storage facility located at 3829 Foss Road. He wished to express
44 condolences to everybody that was impacted by the water during the July 16th incident. He
45 expressed concern that members of the Council were not willing to come into his establishment

to see the damage. He requested that the City consider lowering the water level on Mirror Lake
to alleviate the flooding at 3901 Foss Road which has been going on for many years, or to at
least consider lowering the level until the street construction is done in the area. He felt that the
design of the water drainage in the complex is wrong and has caused a lot of issues for owners
and tenants. He also felt there may be a design problem with the lift station in front of his
building, adding that he has seen quite a bit of work being done to it by private entities and the
City. He stated that he has heard that the water whirlpools in the lift station, causing it to
malfunction. He expressed concern that the road was not able to handle the water when it is a
brand new road and people were assessed a lot of money and there has never been a flooding
issue prior to this.
Mayor Faust stated that the amount of rain that happened on July 10h has not been seen before
and there was just no place for the water to go. He added that the City Engineer has advised that
the flooding would have been worse without the recent road construction and lift station. He
mentioned that the City Engineer will be asked to review the issues raised as well as the
possibility of getting more bounce, similar to what was done at Silverpoint Park, to address these
issues. He expressed the City Council's appreciation to Mr. Roepke for his comments.
Ms. Mary Lynn Waterhouse, 4001 Foss Road, #202, appeared before the City Council and stated
that the flooding at the Mirror Lake Manor complex on July 16'h was devastating, with all of the
first floor units destroyed. She indicated that the Association Board is trying to assist, not only
with clean -up but also with possible insurance through the Association's insurance coverage to
cover some of the losses. She stated that it will be expensive to redo all the common areas,
garages, and first floor units, and the Association has been fantastic. She also expressed her
gratitude to the City's Fire Department. She asked if the lift station added a water load to the
area and whether the drainage area has increased, and also questioned the design and engineering
of the lift station because there seems to be a lot more water flowing in the area. She also asked
if there was any way to lower Mirror Lake during times when it is getting really high. She asked
where she should submit questions regarding the lift station and drainage and also asked how the
information in the questionnaire on the City's website would be used. She invited the City
Council to attend the Association's upcoming Board meeting.
Mayor Faust requested that the City Engineer or Public Works Director respond to the questions
raised by Ms. Waterhouse.
City Manager Mornson stated that Ramsey County is looking to declare the July 16'h rain event
as an emergency declaration from the Federal government, so the information obtained on the
questionnaire is required by Ramsey County to obtain potential funding.
Mayor Faust extended the City's Council's sincere heartfelt sympathies to those affected by the
recent flooding.

IX. INFORMATION AND ANNOUNCEMENTS.
3 Councilmember Roth announced that the North Suburban Cable Commission will be hosting an
4 open house on Saturday, August 20, from 10:00 a.m. — 2:00 p.m. at its new location at 2670
5 Arthur Street in Roseville.

7 Councilmember Stille congratulated the Patriots Marching Band for being Grand Champions at
8 the Cherry Festival Parade in Traverse City, Michigan, on July 9'h.
