PLANNING COMMISSION MEETING
October 16, 2007
7:00 p.m.
I. CALL TO ORDER.
Chair Stromgren called the St. Anthony Planning Commission meeting to order at 7:00 p.m.
II. ROLL CALL
Commissioners present: Chair Stromgren, Commissioners Crone, Goodwin, Heinis, and
Jensen
Absent: Commissioners Galyon and Jenson
Also present: Assistant City Manager Kim Moore-Sykes
III. PLEDGE OF ALLEGIANCE
Chair Stromgren invited the Commission and the audience to join in the Pledge of Allegiance.
IV. APPROVAL OF MEETING AGENDA
Motion by Commissioner Crone, seconded by Commissioner Jensen, to approve the meeting
agenda as amended.

Assistant City Manager Moore-Sykes reported this item was tabled from the September 18, 2007
Planning Commission meeting. She stated this is a public hearing was held on a Conditional Use
Permit for the Jack and Jill Daycare Center and Pre-School Facility at 2812 Anthony Lane
South.
Assistant City Manager Moore-Sykes stated that Mr. Robert Foster, Premier Gateway LLC, and
perspective buyer 0f 2812 Anthony Lane South, requested an conditional permit to allow Jack
and Jill Daycare Center and Pre-School to locate at 2812 Anthony Lane South, which is in the
Industrial Zoning District. She stated the applicants presented a Conditional Use Permit to the
Planning Commission at a Concept Review on August 21, 2007. She reported a public hearing
was held at the September 18, 2007 Planning Commission meeting whereby it was tabled
pending additional information.
Assistant City Manager Moore-Sykes reported the applicant also proposed a text amendment to
the City’s Zoning Ordinance to allow a daycare in the Industrial Zoning District. She stated the
City Council would hold its second reading at the October 23, 2007 meeting.
Assistant City Manager Moore-Sykes explained the applicant followed the procedure for a
Conditional Use Permit and paid the required fees. She explained that all public hearing notices
were mailed and published.
Mr. Robert Foster, 3308 Beldon Drive, addressed the Planning Commission and provided
information regarding the Jack and Jill Daycare Center and Pre-School. Suggested they should
provide additional information to the Planning Commission. He stated a packet was provided to
staff with the required revised site plans, parking requirements, a signage memorandum, and a
building plan with elevations. Mr. Robert Foster also addressed the conditions associated with
the approval of the Conditional Use Permit.
Mr. Foster addressed questions asked by Commissioner Jenson via an email: 1) Was a survey
submitted; 2) Explore a new alignment of the parking lot to expand usable green space adjacent
to the play area; 3) A planted tree islands.
Mr. Foster replied the survey was ordered for the site; however, it is not ready but he would
supply a copy to the Commissioners.
Mr. Foster replied he was unsure of what Commissioner Jensen meant by the second question.
Chair Stromgren elaborated that there is a concern that no buffer exists along the fence north of
the play area.
Mr. Foster commented on how this could be done.
Mr. Foster requested further information on Commissioner Jenson’s third question relating to
planted tree islands.

Chair Stromgren explained the Commission would prefer the islands currently depicted as
stripped areas would be curbed and planted. He stated this had been requested from other
applicants.
Mr. Foster indicated specific areas on the site map where plantings could be added there to meet
the requirements.
Chair Stromgren replied they could.
Commissioner Jensen questioned whether the site survey would be available to the City Council
for the next meeting.
Mr. Foster replied the survey would be available to the Council members.
Chair Stromgren question whether surveyor’s marking from a previous survey were accurate.
Mr. Foster replied they are from an older survey and are still valid.
Chair Stromgren commented on the drop off areas and the request for sidewalks to these areas.
He indicated the current layout did not indicate sidewalks. He stated he is concerned that two
perpendicular and two parallel spaces would created safety issues.
Mr. Foster displayed the site plan and indicated they would be willing to add the sidewalk and
eliminate two drop off spots.
Discussion ensued on options.
Chair Stromgren questioned on drawing showing the existing tree in the larger play area to be
removed. He questioned why a mature tree would be removed and specie planted.
Mrs. Ahrens replied safety requirements dictate trees within a play area.
Chair Stromgren closed the public hearing at 7:31 p.m.
Commissioner Jensen stated that based on the analysis, this is one of the most complete CUP
requests he has seen and complemented everyone who worked on it.
Motion by Chair Stromgren, seconded by Commissioner Heinis, to approve the Conditional Use
Permit for the Jack and Jill Daycare and Pre-School Facility, 2812 Anthony Lane South subject
to conditions and the submission of the survey.
Motion carried unanimously. 42

Assistant City Manager Moore-Sykes reported that those Commission members whose terms are
up at the end of the year, to submit letters of application to the City Manager by November 15,
2007. She stated this is also open to residents.
XII. ADJOURNMENT
Motion by Commissioner Heinis, seconded by Commissioner Goodwin to adjourn the meeting at
7:35 p.m.
