CALL TO ORDER. Chair Stromgren called the St. Anthony Planning Commission meeting to order at 7:00 p.m. II. ROLL CALL Commissioners present: Chair Stromgren; Commissioners: Crone, Galyon, Heinis, and Jenson. Absent: Vice Chair Jensen, Commissioner Goodwin Also present: Assistant City Manager Kim Moore-Sykes III. PLEDGE OF ALLEGIANCE Chair Stromgren invited the Commission and the audience to join in the Pledge of Allegiance. IV. APPROVAL OF MEETING AGENDA Motion by Commissioner Jenson, seconded by Commissioner Galyon, to approve the meeting agenda as amended. Motion carried unanimously.30 31 32 33 34 35 36 VI. APPROVAL OF MEETING MINUTES OF APRIL 17, 2007 Motion by Commissioner Galyon, seconded by Commissioner Crone, to approve the Planning Commission meeting minutes of April 17, 2007. T-Mobile Monopole Antenna – St. Anthony Shopping Center1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 Assistant City Manager Moore-Sykes stated this concept review is for a Conditional Use Permit for a monopole cell phone tower. She indicated Staff was contacted on April 27, 2007 regarding an application to install a monopole cell phone tower. She stated the applicant was informed that a concept review would be held on May 15, 2007 with a Public Hearing at the June 2007 City Council meeting. Assistant City Manager Moore-Sykes informed the Commission this is in a commercially zoned district. Assistant City Manager Moore-Sykes reported Mr. Christopher Traiser, subcontractor for T- Mobile Cell Phone Company, contacted Staff to determine the City’s requirements to install a monopole cell phone tower at 2900 Pentagon Drive NE, St. Anthony Shopping Center. She stated Mr. Traiser submitted a site plan for the replacement of the monopole cell phone tower and contacted Mr. Al Esther for his approval regarding its installation at the shopping center. Assistant City Manager Moore-Sykes reported the City’s Zoning Ordinance permits locating a monopole antenna in a commercial district with a Conditional Use Permit and outlines the various requirements and regulations for the installation of a monopole cell phone tower and supporting equipment. She stated Staff faxed Mr. Traiser information regarding the submittal of a Conditional Use Permit application and the approval process and timelines. Assistant City Manager Moore-Sykes stated that according to the site plan, it appears the monopole cell phone tower is approximately 294 feet from the closest residential structure at 27th Avenue and Kenzie Terrace and is approximately 60 feet in height. She explained the City’s ordinance limits antenna heights to 75 feet or five feet higher than the structure to which the antenna is attached. Mr. Chris Traiser, T-Mobile Communications, commented he appreciated Staff’s assistance and thanked the Planning Commission for allowing him to speak. Mr. Traiser displayed the site plan and pointed out the location of the monopole antenna and equipment. Chair Stromgren pointed out specific landmarks such as the optical office to the south, the new strip mall with Snyder's Drug on the corner across the alley, and Kenzie terrace to the left. Commissioner Galyon asked Mr. Traiser to speak to the 40-mile radius, the pole, and background. Mr. Traiser replied he was tasked to locate a suitable site for the pole. He commented the Mr. Esther, owner of the mall, was open to the option of putting a new pole at the mall. He stated the radio frequency engineers ultimately chose the site, as it would provide the best coverage. Chair Stromgren asked about the pole finish. Mr. Traiser replied it is a hot dipped galvanized steel pole with a dull gray luster. Commissioner Galyon asked about a fence and the height and material. Commissioner Crone asked if the parking was included. Mr. Traiser replied parking would be available on site per the agreement with the mall; however, access to the site would be for emergencies or during normal business hours. Commissioner Galyon asked if lighting would be installed. Mr. Traiser replied technicians would bring their own light source and no lights would be mounted to the equipment. Commissioner Crone asked about landscaping. Mr. Traiser replied only asphalt is around the site. Commissioner Crone asked about vandalism. Mr. Traiser stated there had been none in other monopole cell phone tower locations. He stated the equipment is armed and monitored. Commissioner Galyon asked if someone would come out immediately if the alarm was triggered. Mr. Traiser replied the electronic equipment does not typically break down. He commented there is a backup system and a technician would be sent out to evaluate any problems. Chair Stromgren asked if a stain was chosen for the cedar fence. Mr. Traiser stated a chain link fence is normally used; however, the cedar fence in this case would have a natural stain. Chair Stromgren commented the cedar fence provides more shield from view that a chain linked fence. Assistant City Manager Moore-Sykes stated that T-Mobile’s application for CUP would be on the agenda in the June 2007 City Council meeting as a public hearing. X. REPORTS FROM STAFF Assistant City Manager Moore-Sykes mentioned that as part of the June meeting, a review of several ordinances would be on the agenda. XI. COMMUNITY FORUM None XII. She stated she came back with an understanding of how good people are that work for St. Anthony. XIII.
