A. Resolution 16-078; A Resolution Rejecting All Bids for the Highway Safety 1
Improvement Program Project. 2

City Engineer Todd Hubmer presented a resolution rejecting all bids received for Highway 4
Safety Improvement Program (HSIP) Project. A tabulation of the bids was provided for Council 5
review. The bids received exceeded the engineer’s estimate by $332,247.30 or 52.36%. Mr. 6
Hubmer discussed the bids with City staff and it is recommended Council reject the bids, revise 7
the plans, and re-solicit bids in December to reduce the size of the project to better align with the 8
available funding. The recommendation has been discussed with MnDOT Federal Aid, Hennepin 9
County, and Ramsey County and they all acknowledged that delaying the construction until 10
spring will have no effect on funding commitments to the project. 11

Councilmember Stille asked which elements are being taken out of the project. Mr. Hubmer 13
stated there would be some changes to some intersections and two would be removed from the 14
project. 15

Mayor Faust asked about sodding/seeding along Stinson and Mr. Hubmer stated once the 17
sidewalk is in, the contractor would seed the grass along the sidewalk. 18

16-078; A Resolution Rejecting all Bids for the Highway Safety Improvement Program Project. 21

B. Ordinance 2016-05 an Ordinance Amending Chapter 33 and Chapter 91 to Remove the 25
Dog Licensing Requirement – 1st of 3 readings. 26

City Manager Casey reviewed Minnesota Statute 346.52 allows local governments to impose an 28
identification or rabies control program. Hamline University Students conducted research of the 29
City of St. Anthony’s dog licensing program. During their research, they found that statistically 30
St. Anthony licenses less than 10% of dogs potentially living in the city. Amending the City 31
Code will remove the requirement of licensing dogs; however, the requirement of rabies 32
vaccinations will remain. This Ordinance will amend Chapters 33 and 91 of the City Code. 33

Councilmember Stille stated the dog licenses are public information and why have a list of all 35
dogs in town available to the public. 36

Ms. Nancy Robinett, 3408 31st Avenue NE, asked if animal control is a City or County function. 38
Mayor Faust stated it is a City function. Ms. Robinett is concerned if a dog is lost or bites 39
someone who handles it. Mayor Faust stated the police would handle that matter. 40

City Manager Casey noted the microchip technology has been very effective in identifying the 42
dogs. 43

Motion by Councilmember Stille, seconded by Councilmember Gray, to hold First Reading of 45
Ordinance 2016-05 Amending Chapter 33 and Chapter 91 to Remove the Dog Licensing 46
Requirement. 47

C. 3rd Quarter Goals Update. 3

City Manager Casey presented an update on the City of St. Anthony Goals Chart – 2016 5
Strategic Initiatives. It was noted a two-day goal setting process was held on January 14-15, 6
2016. Mr. Casey summarized some of the goals status since the last update in July 2016. 7

Mayor Faust noted on the Explore Pharmaceuticals drop off site goal, State law was passed to 9
allow pharmacies to take back prescription drugs and asked if Walgreens was currently doing 10
that. Mr. Casey stated Walgreens is working on some issues. 11

Mayor Faust commented on the advanced oxidation plant project and how fast the project is 13
coming along since the discovery of 1,4-Dioxane in March of 2015. He emphasized how 14
important the project is and how fast the project was able to get started. 15

VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 17

City Manager Casey reported one of the five bias awareness trainings were held. There will be 19
150 persons trained over the five sessions. The next one will be held on Thursday. 20

City Manager Casey stated the Body Cam Work Group application deadline was last week and 22
there were 12 applications received. The applications are being reviewed. 23

City Manager Casey reported on the advanced oxidation plant a signed agreement was received 25
for $10.5M and the check is in the mail. 26

Councilmember Brever stated she attended the Comprehensive Plan Steering Committee 28
Meeting on October 24, 2016. On October 17, 2016, the Collaborative Group met to further 29
discuss the work with Racial Equities Network MN. 30

Councilmember Jenson stated on October 12, 2016 and October 19, 2016 he attended the 32
Kiwanis Meetings. On October 24, 2016, he attended the St. Anthony Fire Department 33
Retirement Fund meeting. 34

Councilmember Stille stated on October 24, 2016 he attended the Comprehensive Plan Steering 36
Committee Meeting. The sustainability chapter was discussed. The Industrial Park was also 37
reviewed. 38

Councilmember Gray stated on October 13, 2016 he attended the North Suburban 40
Communications Commission and Access Corporation meeting and the 2017 budget was 41
approved. The City’s contribution to the Commission is not increasing. 42

Mayor Faust noted on October 12, 2016 he attended the ULI Board of Directors Meeting. Some 44
of the incidents of July 6, 2016 were discussed. He attended the first Bias Awareness Training. 45
The employees accepted the training overwhelmingly. 46

Ms. Mel Chaput, 3537 Coolidge Street NE, representing Altonia Alvarez. Ms. Alvarez felt she 3
was not being understood at the podium. She is very disappointed on the outcome with Lowry 4
Grove. She is asking Council to consider what developments go into that location as it is 5
detrimental to the community. 6

Mr. Ronald Sodmore, 2708 24th Avenue, owns Unit 222 at the Condo and he is concerned for the 8
last two weeks about what type of site superintendent work is being done and what type of 9
inspection is being done for health exposures there. Two weeks ago, a unit was pulled out and it 10
sat there for two weeks. Mr. Sodmore stated he was ready to contact health organizations as there 11
was open exposures to sewers, waste water, and it was a nuisance to vermin. He is concerned the 12
Village is making some sort of inspection to make sure the openings are sealed and the debris is 13
removed promptly. He would like reassurance this is being watched for public health exposure. 14
Mayor Faust suggested Mr. Sodmore call City Hall. 15

REQUEST FOR COUNCIL CONSIDERATION

Resolution- a resolution Approving the Appointments to the Police Body Camera Workgroup
Overview:
In front of you this evening is a resolution appointing Katrina Joseph, Paul Morita and Bernard Walker
along with Councilmember Gray to represent the City of St. Anthony in the Police Body Worn Camera
Work Group. The cities of Falcon Heights and Lauderdale will also be appointing members to the
Work Group. The Work Group will be facilitated along with various subject matter experts attending.
Upon completion of its work, the Workgroup shall make recommendations to the Police Chief
regarding officer worn body cameras. The Police Chief shall provide a written report to the City
Manager and Workgroup members detailing the integration of the Workgroup’s recommendations into
police department policy. Should certain recommendations or elements of recommendations not be
adopted, the Police Chief shall provide a written rationale for the decision.

RESOLUTION 16-079
A RESOLUTION APPROVING THE APPOINTMENTS TO THE POLICE BODY
CAMERA WORKGROUP
WHEREAS, the City of St. Anthony along with the cities of Falcon Heights and Lauderdale
shall establish a Workgroup made up of diverse cadre of St. Anthony, Falcon
Heights and Lauderdale residents to make recommendations for Police
Department policies police body cameras; and
WHEREAS, the St. Anthony City Council solicited and received applications from St.
Anthony residents to serve on a Police Body Camera Workgroup; and
WHEREAS, the St. Anthony City Council conducted interviews for the appointments to the
Police Body Camera Workgroup on November 2, 2106; and
WHEREAS, the St. Anthony City Council recommends appointing Katrina Joseph, Paul
Morita and Bernard Walker to the Police Body Camera Workgroup; and
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of St. Anthony
Village hereby appoints Katrina Joseph, Paul Morita, and Bernard Walker to the Police Body
Camera Workgroup.

OVERVIEW:
In from of you this evening is a resolution to amend the lease agreement with the St. Anthony-New
Brighton School District #282 Community Services.
The lease between the City of St. Anthony Village and the St. Anthony/New Brighton School District #282
originally executed September 24, 1996, and amended January 1, 2008 ,and will expire on December 31,
2016.
Due to continually increasing personnel and operating costs, it is necessary that the annual lease charge be
increased. The agreement would renew January 1, 2017, effective for the 2017-2018 school year. The
agreement would then subsequently renew January 1, 2026, effective for the 2027-2028 school year.
The School District was offered an annual escalator of 2.25% or a step increase after 5 years. They
preferred the step increase. The proposal reflects an increase in the annual rent to $127,300 for the first 5
years, and an increase to $159,730 in 2022 for the remaining 5 years. An analysis determined that the
proposed rent is adequate to cover both operating and capital replacement expenditures.

RESOLUTION 16-080
A RESOLUTION AMENDING THE LEASE AGREEMENT WITH
ST. ANTHONY-NEW BRIGHTON SCHOOL DISTRICT #282 COMMUNITY
SERVICES.
WHEREAS, the St. Anthony-New Brighton School District #282 entered in to a lease
agreement with the City of St. Anthony in September 1996; and
WHEREAS, the lease agreement is for the Community Services division of the school
district and gymnasium space; and
WHEREAS, the lease agreement was last amended to allow an increase in the rent
amount with the effective dates of January 1, 2008 and will expire on
December 31, 2016; and
WHEREAS, this new annual lease amount would be effective beginning January 1,
2017, effective for the 2017-2018 school year.
WHEREAS, the lease agreement would subsequently renew January 1, 2026.
NOW, THEREFORE, BE IT RESOLVED, that the City of St. Anthony approves
amending the lease with St. Anthony-New Brighton School District #282 Community
Services.

Ordinance-An ordinance amending Chapters 33 and 91 to Remove the Requirement of Dog Licensing
from the City Code
Overview:
In front of you this evening is an ordinance amending Chapters 33 and 91 to remove the requirement of
dog licensing from the City Code.
Minnesota Statute 346.52 allows local government to impose an identification or rabies control
program.
Hamline University students conducted research of the City of St. Anthony’s dog licensing program.
During their research they found that statistically St. Anthony licenses less than 10% of dogs
potentially living in the city.
Amending the City Code will remove the requirement of licensing dogs; however the requirement of
rabies vaccinations will remain.
This is the second of three readings.

The City Council of the City of Saint Anthony Village ordains as follows:
Section One. Amendment to the City of Saint Anthony Village City Code to Amend Sections §33.057,
§91.01, §91.02, and §91.03 of the City Code of the City of Saint Anthony Village are hereby amended as
follows. The deleted language is represented by strikethrough text. The additional language is represented by
double underlined text.
LICENSE AND PERMIT FEES
§ 33.057 DOG LICENSE.
(A) Biannual fee for each dog:
(1) Unneutered males - $15 every 2 years;
(2) Unspayed females - $15 every 2 years;
(3) Neutered males - $12 every 2 years; and
(4) Spayed females - $12 every 2 years.
(B) Duplicate tag, if lost or stolen - $5.

DOGS; GENERALLY
§ 91.01 LICENSE REQUIRED.
All dogs over 6 months of age, kept, harbored, or maintained within the city shall be licensed and
registered. Dogs must be licensed on or before March 1 of each year and pay the license fee set forth
in Chapter 33 and the license shall be valid for 2 years. The applicant shall give the following
information on forms provided by the city: owner’s name and address, name of dog, breed (if known),
color, and sex of the dog.

§ 91.02 IMMUNIZATION FOR RABIES.
(A) All dogs in the city over the age of six months shall be vaccinated for rabies and shall be re-
vaccinated according to standard veterinary practices thereafter. A certificate from the veterinarian
vaccinating said dogs shall be exhibited to the animal control authority upon demand.
(B) Each dog shall wear a sturdy collar for aid in identification. The dog must wear a
veterinarian’s metal tag showing proof of current rabies vaccination. In lieu of a veterinarian’s metal
tag, the dog’s collar must contain identification including the name and phone number of the dog’s
owner. At the owner’s discretion, a tattoo or implanted microchip may be used in lieu of the collar and
tag.
§ 91.03 ISSUANCE OF TAGS; DUPLICATES.
The City Manager will perform all duties according to state law in issuing dog licenses. The City
Manager will furnish for each licensed dog a metallic or plastic tag, stamped or engraved with the
register number of the dog and the year when registered. This number corresponds with name and
address of the owner. The owner or keeper of a dog must place and keep around the dog’s neck a
collar on which the license tag is securely fixed. In case the tag is lost or stolen, the owner or keeper of
a dog may receive a duplicate tag and a duplicate license upon presenting and surrendering to the City
Manager the license or receipt issued when the dog was registered. The dog owner must pay the
required duplicate license fee at this time. The duplicate license will be registered, numbered,
described, and issued as the original license. No person will be granted a duplicate tag and license
unless the original tag has actually been lost or stolen. The City Manager may, before issuing a
duplicate tag and license, require an affidavit to be made and furnished by the applicant. The affidavit
must state the fact that the tag has been lost or stolen and is not at the time in the possession of the
person.
Effective Date: This ordinance shall become effective as of its publication.
