CITY COUNCIL REGULAR MEETING MINUTES
OCTOBER 25, 2016
CALL TO ORDER.
Mayor Faust called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE.
Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance led by Boy Scout
Troop 153.
Present: Mayor Faust Councilmembers Brever, Gray, Jenson, and Stille
Absent: None
Also Present: City Manager Mark Casey, City Engineer Todd Hubmer
CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING
ITEMS.
I. APPROVAL OF THE OCTOBER 25, 2016, CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Gray seconded by Councilmember Brever, to approve the City
Council Meetine Agenda of October 25 2016
Motion carried 5 -0.
II. PROCLAMATIONS AND RECOGNITIONS - NONE
III. CONSENT AGENDA.

Motion by Councilmember Brever, seconded by Councilmember Stille to approve the Consent
Agenda items as presented.

A. Resolution 16 -078, A Resolution Rejecting All Bids for the Highway Safety
Improvement Program Project.
4 City Engineer Todd Hubmer presented a resolution rejecting all bids received for Highway
5 Safety Improvement Program (HSIP) Project. A tabulation of the bids was provided for Council
6 review. The bids received exceeded the engineer's estimate by $332,247.30 or 52.36 %. Mr.
7 Hubmer discussed the bids with City staff and it is recommended Council reject the bids, revise
8 the plans, and re- solicit bids in December to reduce the size of the project to better align with the
9 available funding. The recommendation has been discussed with MnDOT Federal Aid, Hennepin
10 County, and Ramsey County and they all acknowledged that delaying the construction until
11 spring will have no effect on funding commitments to the project.

13 Councilmember Stille asked which elements are being taken out of the project. Mr. Hubmer
14 stated there would be some changes to some intersections and two would be removed from the
15 project.

17 Mayor Faust asked about sodding/seeding along Stinson and Mr. Hubmer stated once the
18 sidewalk is in, the contractor would seed the grass along the sidewalk.

20 Motion by Councilmember Jenson seconded by Councilmember Brever, to approve Resolution
21 16 -078: A Resolution Reiectine all Bids for the Highway Safety Improvement Pro ram Project

25 B. Ordinance 2016 -05 an Ordinance Amending Chanter 33 and Chapter 91 to Remove the
26 Dog Licensing Requirement — I" of 3 reading

28 City Manager Casey reviewed Minnesota Statute 346.52 allows local governments to impose an
29 identification or rabies control program. Hamline University Students conducted research of the
30 City of St. Anthony's dog licensing program. During their research, they found that statistically
31 St. Anthony licenses less than 10% of dogs potentially living in the city. Amending the City
32 Code will remove the requirement of licensing dogs; however, the requirement of rabies
33 vaccinations will remain. This Ordinance will amend Chapters 33 and 91 of the City Code.

35 Councilmember Stille stated the dog licenses are public information and why have a list of all
36 dogs in town available to the public.

38 Ms. Nancy Robinett, 3408 3151 Avenue NE, asked if animal control is a City or County function.
39 Mayor Faust stated it is a City function. Ms. Robinett is concerned if a dog is lost or bites
40 someone who handles it. Mayor Faust stated the police would handle that matter.

42 City Manager Casey noted the microchip technology has been very effective in identifying the
43 dogs.

45 Motion by Councilmember Stille seconded by Councilmember Gray, to hold First Reading of
46 Ordinance 2016 -05 Amending Chapter 33 and Chanter 91 to Remove the Dog Licensing
47 Requirement.

4 C. P Quarter Goals Update.
6 City Manager Casey presented an update on the City of St. Anthony Goals Chart — 2016
7 Strategic Initiatives. It was noted a two -day goal setting process was held on January 14 -15,
8 2016. Mr. Casey summarized some of the goals status since the last update in July 2016.

10 Mayor Faust noted on the Explore Pharmaceuticals drop off site goal, State law was passed to
1 I allow pharmacies to take back prescription drugs and asked if Walgreens was currently doing
12 that. Mr. Casey stated Walgreens is working on some issues.

14 Mayor Faust commented on the advanced oxidation plant project and how fast the project is
15 coming along since the discovery of 1,4- Dioxane in March of 2015. He emphasized how
16 important the project is and how fast the project was able to get started.

18 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

20 City Manager Casey reported one of the five bias awareness trainings were held. There will be
21 150 persons trained over the five sessions. The next one will be held on Thursday.

23 City Manager Casey stated the Body Cam Work Group application deadline was last week and
24 there were 12 applications received. The applications are being reviewed.

26 City Manager Casey reported on the advanced oxidation plant a signed agreement was received
27 for $10.5M and the check is in the mail.

29 Councilmember Brever stated she attended the Comprehensive Plan Steering Committee
30 Meeting on October 24, 2016. On October 17, 2016, the Collaborative Group met to further
31 discuss the work with Racial Equities Network MN.

33 Councilmember Jenson stated on October 12, 2016 and October 19, 2016 he attended the
34 Kiwanis Meetings. On October 24, 2016, he attended the St. Anthony Fire Department
35 Retirement Fund meeting.

37 Councilmember Stille stated on October 24, 2016 he attended the Comprehensive Plan Steering
38 Committee Meeting. The sustainability chapter was discussed. The Industrial Park was also
39 reviewed.

41 Councilmember Gray stated on October 13, 2016 he attended the North Suburban
42 Communications Commission and Access Corporation meeting and the 2017 budget was
43 approved. The City's contribution to the Commission is not increasing.

45 Mayor Faust noted on October 12, 2016 he attended the ULI Board of Directors Meeting. Some
46 of the incidents of July 6, 2016 were discussed. He attended the first Bias Awareness Training.
47 The employees accepted the training overwhelmingly.

VIII. COMMUNITY FORUM.
5 Ms. Mel Chaput, 3537 Coolidge Street NE, representing Altonia Alvarez. Ms. Alvarez felt she
6 was not being understood at the podium. She is very disappointed on the outcome with Lowry
7 Grove. She is asking Council to consider what developments go into that location as it is
8 detrimental to the community.

Mr. Ronald Sodmore, 2708 24`h Avenue, owns Unit 222 at the Condo and he is concerned for the
last two weeks about what type of site superintendent work is being done and what type of
inspection is being done for health exposures there. Two weeks ago, a unit was pulled out and it
sat there for two weeks. Mr. Sodmore stated he was ready to contact health organizations as there
was open exposures to sewers, waste water, and it was a nuisance to vermin. He is concerned the
Village is making some sort of inspection to make sure the openings are sealed and the debris is
removed promptly. He would like reassurance this is being watched for public health exposure.
Mayor Faust suggested Mr. Sodmore call City Hall.
