2 CITY COUNCIL REGULAR MEETING MINUTES

CALL TO ORDER.
Mayor Faust called the meeting to order at 7:00 p.m.

11 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.

20 I. APPROVAL OF THE NOVEMBER 22, 2016, CITY COUNCIL MEETING AGENDA.

22 Mayor Faust announced that items 5.A and 6.A have been withdrawn upon request of the
23 applicant.

25 Motion by Councilmember Gray, seconded by Councilmember Brever, to approve the City
26 Council Meeting Agenda of November 22 2016 as revised above

32 A. Presentation of 2016 Fire Prevention Poster Winners presented by the St Anthony Fire
33 Department.

35 Fire Chief Mark Sitarz presented the 2016 Fire Prevention Poster Winners as follows:

37 3rd Place — Norah Telander — 5th Grade St. Charles

41 Fire Chief Sitarz announced the dates for Santa on the Firetruck (December 11, 12, and 14).
42 Collections are made for Toys for Tots and Nourish 282. Cash, checks, and unwrapped toys will
43 be collected. Santa is available via GPS tracking on the City website.

Agenda items as presented.

9 V. REPORTS FROM COMMISSION AND STAFF.

11 A. Resolution 16 -085• a Resolution Approving the Preliminary and Final Plat for the St
12 Anthony Village Center and Associated Variances.

18 A. Resolution 16 -085; a Resolution Approving Certain Real Estate Documents for St
19 Anthony Village Center.

23 B. Resolution 16 -086• a Resolution Accepting Plans and Specifications and Ordering
24 Advertisement for Bids for the 2017 Street and Utility Improvements

26 City Engineer Pete Willenbring reviewed this resolution for City Council consideration approves
27 the plans and specifications and authorizes the advertisement for bids for the 2017 Street and
28 Utility Improvement Project. Bids are anticipated to be opened on or near January 12, 2017 and
29 the results will be brought back to Council in January. The method for selection for the
30 remaining streets and utility reconstruction projects are flood relief deterioration, pavement
31 condition, and adjacent infrastructure replacement (construction phasing). Street reconstruction
32 will be done on Penrod Lane, Skycroft Drive, Maplewood Drive and Chelmsford Road with Mill
33 and Overlay on Silver Lake Court.

35 Mr. Willenbring indicated on a map the sanitary sewer system improvements, water system
36 improvements, drainage improvements, street reconstruction, and mill and overlay. The project
37 costs and funding breakdown were reviewed with a total of $739,600 in special assessments and
38 $2,270,800 in City costs for a total of $3,010,400. Funding sources will be special assessment
39 and 429 Public Improvement Bonds with 75 parcels being assessed. Mr. Willenbring reviewed
40 the Project Schedule and explained that project notifications are available on the City's Website.

42 Councilmember Stille asked typically how long does the mill and overlay last. Mr. Willenbring
43 stated if the base is good, it would last 15 -25 years.

45 Motion by Councilmember Stille, seconded by Councilmember Brever, to approve Resolution
46 16-086, Resolution Acceptiniz Plans and Specifications and Orderiniz Advertisement for Bids
47 for the 2017 Street and Utility Improvements.

2 Motion carried 4 -0.
C. Ordinance 2016 -05: an Ordinance Amending Chapter 33 and Chanter 91 to Remove the
Dog Licensing Requirement. Final Reading and Adoption.
7 City Manager Casey reviewed this is the final reading and adoption of the ordinance amending
8 Chapters 33 and 91 to remove the requirement of dog licensing from the City Code. The
9 requirement of rabies vaccinations will remain. It was noted that no letters or comments had been
10 received.

12 Motion by Councilmember Brever, seconded by Councilmember Gray, to hold Third Reading
13 and adoption of Ordinance No. 2016 -05; an Ordinance Amending Chapter 33 and Chanter 91 to
14 Remove the Dog Licensing Requirements.

18 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS

20 City Manager Casey provided an update on four initiatives including:
21 . Body Cam Workgroup — once all members are determined the first meeting will be held in
22 January 2017.
23 • Bias Awareness Training — the fifth and final session will occur in a couple of weeks.
24 • Department of Justice Collaborative Reform Request — a request has been made and response
25 has not yet been received.
26 • Family Services Collaborative — he attended their Board Meeting along with Councilmember
27 Brever.

29 Councilmember Stille reported on November 9, he attended the Urban Land Institute Economic
30 Update. The City Manager was also in attendance. On November 13, Kristin Seaman attended a
31 Forum for Sustainability at Nativity Lutheran Church. On November 15, he attended a school
32 meeting that Councilmember Brever had informed the Council about.

34 Councilmember Gray had no report.

36 Councilmember Brever stated on November 13, she attended the annual meeting for the Sister
37 City Organization. On November 15, the Working Collaborative Group met with the Racial
38 Equity Minnesota Network to review the proposal. Their Board unanimously funded Phase 1 of
39 this proposal. She provided a summary of the proposal.

41 Mayor Faust reported on November 9, he attended the Mississippi Water Management Board
42 Meeting /Annual Meeting where the budget was approved. On November 11, he attended a
43 Veterans Day Program orchestrated by Councilmember Brever at the Middle School. On
44 November 15, City Manager Casey, Councilmember Jenson, and Mayor Faust attended the
45 Greater MSP Fifth Annual Meeting. On November 21, he attended a Holiday Train Meeting and
46 noted on December 10 (at 7 p.m.) there will be a Holiday Train brought to the Lions Park on 371h

1 and Stinson. This event is in conjunction with East Side Neighborhood Services and more
2 information is available on the City's Website.

Mr. David Johnson, 2916 Silver Lake Court, thanked Council for the mill and overlay on his
street. He is a member of the St. Anthony Villagers for Change Advisory Committee and shared
concerns after the election results came in. Most of his concerns are related to stories he has
heard from the community about their fear from the election of bias comments that were made.
He is also concerned about the attention of this issue at the Federal level.
Mayor Faust asked Mr. Johnson to speak on concerns that the Council can act on. Mr. Johnson
referred to comments City Manager Casey made about the Department of Justice for technical
assistance funds to assist the City. He was hoping the resources would be available and is
concerned there will not be the same amount of attention on the Federal level. He does not want
the issue pushed to the wayside. Mayor Faust stated the Council and City is committed to this
initiative.
IX. INFORMATION AND ANNOUNCEMENTS.
Mayor Faust reminded residents about Santa on the Fire Truck and the Holiday Train.
X. ADJOURNMENT
Mayor Faust adjourned the meeting at 7:35 p.m.
