CITY COUNCIL REGULAR MEETING MINUTES
DECEMBER 13, 2016
CALL TO ORDER
Mayor Faust called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE.
Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.
Present: Mayor Faust, Councilmembers Brever, Gray, Jenson, and Stille.
Absent: None.
Also Present: City Manager Mark Casey and City Finance Director Shelly Rueckert.
CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING
ITEMS.
I. APPROVAL OF THE DECEMBER 13, 2016, CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City
Council Meeting Agenda of December 13, 2016.
Motion carried 5 -0.
II. PROCLAMATIONS AND RECOGNITIONS — NONE.
III. CONSENT AGENDA.
A. Approval of November 22, 2016, City Council meeting minutes.
B. Licenses and Permits.
C. Claims.
D. Resolution 16- 087; a Resolution Approving the 2017 Salary of Mark Casey, City
Manager.
E. Resolution 16 -088; a Resolution Authorizing Transfers and Closing of Specified Funds.
Motion by Councilmember Brever, seconded by Councilmember Gray, to approve the Consent
Agenda items as presented.

1 City Finance Director Shelly Rueckert reviewed at the July 29, 2016 work session, the City
2 Council and Staff reviewed the 2017 Road Improvements and 2017 Debt Levy. The 2017
3 Preliminary Levy and 2017 General Fund Budget were reviewed at the August 1, 2016 work
4 session. The 2017 — 2033 Capital Improvement Budgets were reviewed at the October 31, 2016
5 work session. Public meetings were held April 26, 2016, August 23, 2016, and September 13,
6 2016, for public input on the budget process. Ms. Rueckert reviewed the 2017 Budget
7 Parameters:
8 • City revenues budgeted using current run rates for sources that are subject to trends and
9 conservative baseline estimates for re- occurring aids and charges for services.
10 • Expenses budgeted at amounts that will maintain present level of City services.
11 • Liquor transfers are based on current operating results (phased in adjustment completed
12 in 2017 levy period).

14 Ms. Rueckert reviewed the General Fund Levy, Levy Increase by Fund Type, 2017 General
15 Fund Revenues and 2017 General Fund Expenditures. The 2017 Budget Cost Drivers included
16 personnel costs, contracted services, property and liability insurance costs, pass through costs,
17 remaining budget line items combined and revenue reductions in tax, increment collections, fund
18 transfers, and reimbursed costs for an overall reduction of $88,894. The 2017 Proposed Levies,
19 Taxing Jurisdictions in St. Anthony, 2017 Property Tax Distribution, Property Taxes 2017,
20 Distribution of City Taxes, and Issuance of Debt/Levy Impact were presented. The General Fund
21 Levy supports Administration, Police, Fire, Public Works, Finance and Parks. The 2017 average
22 homeowner will pay $948.84 (for a home valued at $260,000) for the General Fund Levy. The
23 Grants /Donations — Partnerships were reviewed. Since 1999 the City has received $31,627,561
24 in grants /donations — partnerships.

26 Ms. Rueckert presented a summary of the 2017 Budget:
27 • General fund levy totals - $3,573,493
28 • Personnel costs up 2.22% - 72% of General Fund expenditures
29 • Increased CIP levy by $152,210 — Planned transition of liquor transfer - $77,210, added
30 support for equipment replacement - $75,000
31 • Increase in all levies totals $399,973 or 6.61%

33 Councilmember Stille asked City Manager Casey about the Issuance of Debt/Levy Impact slide
34 where the sidewalk on south side of 37`h Avenue from Stinson Boulevard NE to Highcrest Road
35 was mentioned. It was noted these funds were borrowed. Mr. Casey stated the bids received were
36 not satisfactory and rejected. The plan is to go out for bids in January when the monies will be
37 used once the contracts are awarded.

41 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 16-
42 089: a Resolution setting the Final 2017 Tax Levy and General Operating Budget for the City of
43 St. Anthony Village.

Mayor Faust noted on the budget $6.4 million — 51 % comes from real estate taxes with the
remainder coming from fees and other charges. This used to be higher than 51 %. Mayor Faust
thanked staff who go out of their way to find ways to get grants without a grant writer.

VI. GENERAL BUSINESS OF COUNCIL.
9 A. Resolution 16 -090: a Resolution Approving the 2017 Appointments and the Chair and
10 Vice Chair to the Parks Commission.

12 City Manager Casey reviewed the City Council conducted interviews for the 2017 appointments
13 to the Parks Commission and will appoint Mamie Overman to the Parks Commission beginning
14 January 1, 2017 for a three -year term. By approval of this resolution, the City Council will
15 appoint Scott Bentz as Chair and Erin Jordahl Redlin as Vice Chair of the Parks Commission for
16 2017.

18 Motion by Councilmember Brever, seconded by Councilmember Jenson, to approve Resolution
19 16 -090; a Resolution Approving the 2017 Appointments and Appointing: the Chair and Vice Chair
20 to the Parks Commission.

24 B. Resolution 16 -09; a Resolution Approving the 2017 Appointments and the Chair and
25 Vice Chair to the Planning Commission.

27 City Manager Casey reviewed the City Council conducted interviews for the 2017 appointments
28 to the Planning Commission and will appoint Dominic Papatola and Dan Bartel to the Planning
29 Commission beginning January 1, 2017 for a three -year term. By approval of this resolution, the
30 City Council will appoint Jim Gondorchin as Chair and Dominic Papatola as Vice Chair for the
31 Planning Commission for 2017.

33 Motion by Councilmember Jenson, seconded by Councilmember Stille, to approve Resolution
34 16 -091; a Resolution approving the 2017 Appointments and Appointing the Chair and Vice
35 Chair to the Planning Commission.

39 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

41 City Manager Casey provided an update on the Racial Equity Initiatives including Data
42 Collection, Body Cam Workgroup, Bias Awareness Training, Collaborative Reform Request to
43 DOJ, and Family Services Collaborative.

45 Councilmember Gray stated last Tuesday, he attended the North Suburban Communications
46 Commission Strategic Planning Committee Meeting.

1 Councilmember Brevet stated on Monday, November 28, she attended the Comp Plan Steering
2 Committee. On November 29, she attended the Joint Meeting with the School Board followed by
3 City Council work session. On November 30, she attended the Metro Regional Meeting hosted
4 by LMC and Metro Cities. On December 5, she attended the Parks Commission Meeting and on
5 December 6, she attended the Subcommittee Meeting.

7 Councilmember Jenson stated on November 16, along with the Mayor and City Manager, he
8 attended the Met Council Meeting. On November 28, he attended the St. Anthony Fire Relief
9 Association Meeting. On November 29, he attended the School Board Joint Meeting and the City
10 Council work session. On November 30, he attended the LMC and Metro Cities Meeting. On
11 December 8, he attended the Ramsey County Local League of Governments Meeting.

13 Councilmember Stille stated he attended the Comp Plan Steering Committee Meeting on
14 November 28. He attended the joint meeting with the School Board on November 29 along with
15 the City Council work session. On November 30, he attended the LMC and Metro Cities
16 Meeting. On December 1, he attended the Urban Land Institute tour of Miller Textile Building.
17 On December 8, he attended the Bias Awareness Training. On December 9, he attended the
18 Affordable Rental Housing Summit.

20 Mayor Faust stated he attended a number of the meetings mentioned previously. On December
21 12, he attended the Regional Council of Mayors Meeting where a presentation was made on
22 Autonomous Vehicles.

28 Councilmember Jenson announced the St. Anthony Civic Orchestra will have their Holiday
29 Concert on December 16, 2016.
