Motion by Councilmember Stille, seconded by Councilmember Brever, to approve the Consent
Agenda items.
Motion carried 4 -0.
IV. PUBLIC HEARING — NONE.
V. REPORTS FROM COMMISSION AND STAFF — NONE.
VI. GENERAL BUSINESS OF COUNCIL.
A. Resolution 17 -017; a Resolution for the 2017 Street Improvement Bond Reimbursement.
City Manager Casey reviewed the bonding regulations that provide limited authority to
reimburse pre- bonding project expenditures. The Reimbursement Resolution provides the City
with the full authority to recover any project expenditures made prior to bonding. Staff's
recommendation is to pass the resolution to ensure its full rights to reimbursement.
Motion by Councilmember Brever, seconded by Councilmember Stille, to adopt Resolution 17-
017; a Resolution for the 2017 Street Improvement Bond Reimbursement.
Motion carried 4 -0.
B. Resolution 17 -018; a Resolution Approving the City of St. Anthony's participation in the
Government Alliance on Race and Equity (GARS) Cohort.

City Manager Casey reviewed the resolution approving the City of St. Anthony's participation in
the Government Alliance on Race and Equity (GARS) Cohort. GARE in partnership with the
League of Minnesota Cities (LMC) has organized cohorts of governmental jurisdictions intended
to systemically advance racial equity.
7 The following tools and resources will be received by participation:
8 • A racial equity training curriculum,
9 . A Racial Equity Tool to be used in policy, practice, program and budget decisions,
10 • A capacity building plan and organizational structure to institutionalize equity,
11 • Example policies and practices that help advance racial equity, and
12 • A Racial Equity Action Plan template that can be used to develop St. Anthony Village's
13 plan.

15 City Manager Casey summarized the key components of the cohort to include:
16 • A curriculum that builds on the existing and growing field of governmental practices to
17 advance racial equity. Technical assistance from the Center for Social Inclusion, the Haas
18 Institute for a Fair and Inclusive Society and members of GARE's Technical Assistance
19 Advisory Group will be provided.
20 • Peers from similarly situated jurisdictions that have experience with implementation of
21 racial equity initiatives. The cohort as a whole will be structured to support peer -to -peer
22 strategizing and problem- solving.
23 • An "Advancing Racial Equity" speaker series that will be an opportunity for cohort
24 participants, community members and elected officials to come together to learn and
25 strategize in the spirit of shared commitment to advancing racial equity and transforming
26 government.

28 St. Anthony's team for the year -long process are Councilmember Brever, City Manager Casey,
29 Assistant to the City Manager Yunker, Liquor Operations Lead Clerk Taylor and a staff member
30 for the Mississippi Watershed Management Organization. The cost will be $8,000.

32 Councilmember Stille asked what the time commitment was for this and Mr. Casey stated it will
33 be significant involving homework, monthly meetings and staff meetings to review plans.
34 Updates will be provided to Council in addition to updates on the City website.

36 Motion by Councilmember Stille, seconded by Councilmember Brever, to adopt Resolution 17-
37 018; a Resolution Approving the City of St. Anthony's Participation in the Government Alliance
38 on Race and Equity (GARS) Cohort.

42 C. Bias Awareness Training Recap.

44 City Manager Casey reported on December 8, 2016 the City concluded Anti -Bias Awareness
45 training sessions. There was a total of five sessions, each with a mix of representatives from all

1 City departments, elected and appointed officials and contracted staff. Staff and elected officials
2 from Falcon Heights and Lauderdale also attended. In all, 137 individuals attended the sessions.
The facilitators from the Racial Equity Minnesota Network distributed a survey for attendees to
complete and have compiled feedback received from the attendees that the City staff Equity
Committee will review and share with staff and ultimately use to guide next steps as a City on
this topic.
9 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

11 City Manager Casey reported tonight is the listening session for the Department of Justice at the
12 High School. There will be another session tomorrow evening in Lauderdale. The City wants to
13 hear from all St. Anthony residents on how they feel about the St. Anthony Police Department.
14 There is a link on the website for an email address for those wishing to email their comments.
15 The email will be forwarded to the Department of Justice and it will be reviewed.

17 Councilmember Brever stated she attended the January 6, 2017, the community conversation
18 with the DARE to be Real students. On January 8, 2017, she attended the Sister City Meeting.
19 She noted next week the Family Services Collaborative Group will be resuming their discussions
20 with Racial Equity Minnesota group.

22 Councilmember Jenson stated he attended the Kiwanis meeting, the History Committee meeting,
23 and the St. Anthony Fire Department Relief Fund meeting at the end of December. On January 3,
24 a liaison to Ramsey County, he attended the retirement ceremony of Matt Bostrom.

26 Councilmember Stille had no report.

28 Mayor Faust stated on December 15, 2016, there was a press conference along with other
29 attendees. This is why the listening sessions have been planned. Suggestions will come from the
30 COPS group for recommendations on how to make St. Anthony better. On December 9, 2016,
31 Mayor Faust attended the Regional Council of Mayors. Earlier today, he attended the Mississippi
32 Watershed Management Organization Board Meeting and Councilmember Reich from
33 Minneapolis was re- elected as the Chair.

37 Mayor Faust invited residents to come forward at this time and address the Council on items that
38 are not on the regular agenda.

40 Hearing none, Mayor Faust moved forward with the agenda.
