7 Mayor Faust opened the public hearing at 7:02 p.m.
9 City Engineer Todd Hubmer reviewed the Resolution 17 -027 states that the Council has
10 completed the public hearing process and orders the project to be completed. Included in the
11 Council packet are the assessments that have been calculated in accordance with the City's street
12 assessment policy for the 2017 Street and Utility Improvement Project. The second Resolution
13 17 -028 declares the amount to be assessed at $617,459,459.78 and outlines the assessment
14 process in accordance with Minnesota Statutes Chapter 429.

16 Mr. Hubmer provided the project locations for the street reconstruction, mill and overlay,
17 sanitary sewer improvements, water system improvements, drainage improvements, and street
18 reconstruction. Common resident concerns and sanitary service repairs were reviewed. The
19 project schedule was reviewed. A public information meeting was held on February 16, 2017
20 where resident concerns were addressed.

22 Mr. Hubmer stated the project will be funded by special assessment and 429 Public Improvement
23 Bond. Mr. Hubmer reviewed the assessment calculations following the City Policy for Street and
24 Local Drainage Improvements along with the project costs and portions covered by special
25 assessments and City costs. The method for determining front footage was provided. The one-
26 time assessment notice will be sent to affected residents in May 2017 and the assessments are
27 paid over a 15 -year period. Various options are available for paying the assessments. A map
28 showing the assessed parcels was provided.

30 Residents can sign up to receive weekly email updates and notification regarding the 2017 Street
31 & Utility Improvement project by visiting the webpage located under "Community Projects" on
32 the City's website at hqp : / /www.ei.saint- anthony.mn.us.

34 Mayor Faust stated this is a great opportunity to give the resident's whose sewer line may have
35 some issues for repairs or replacements to be done. Mayor Faust asked about the water service
36 line and copper pipe failure. Mr. Hubmer stated new copper pipe is run and generally they have
37 not found the existing pipe serving the home to be brittle with no issues to connect to it. Mayor
38 Faust stated every Friday the affected residents will receive an email update. There is also
39 someone on site that can be communicated with regarding any issues.

V. REPORTS FROM COMMISSION AND STAFF — NONE.

12 A. Resolution 17 -029; a Resolution Awarding a Bid for the 2017 Street and Utility
13 Improvements.

15 City Engineer Hubmer reviewed bids were opened in February and there were 13 bidders. The
16 low bidder was Ryan Contracting ($2,320,289.50). The competition has been very strong.

18 Councilmember Gray asked what the original estimate was and Mr. Hubmer stated $2.5M.
19
20 Motion by Councilmember Brever, seconded by Councilmember Jenson, to adopt Resolution 17-
21 029; a Resolution Awarding a Bid for the 2017 Street and Utility Improvements to Ryan
22 Contracting Company of Elko New Market, MN for $2,320,289.50.

26 Mr. Hubmer provided an update on Minor Lake. The restoration along the shoreline will be done
27 rather than the excavation since frost is needed and the excavation will be completed next winter.
28 The residents can expect contact regarding tree placement for the project.

30 Councilmember Stille asked if there is any incremental benefit to what has been done so far and
31 Mr. Hubmer stated the flood capacity has been doubled since some work has been done. The
32 water quality volume needs to be finished for excavation. Heavy equipment cannot be brought in
33 without frost.

35 B. Resolution 17 -030; a Resolution Ordering Plans and Specifications and Authorizing
36 Solicitation of Bids for the Silver Lake Road Street Light Improvement Project.

38 Director of Public Works Jay Hartman outlined the costs related to a street lighting retrofit from
39 conventional high pressure sodium (HFS) lighting to LED lighting along Silver Lake Road in the
40 Cities of St. Anthony Village and New Brighton. The project is broken up into three (3)
41 separate areas — 37fl' Avenue NE to Silver Lane, Silver Lane to County Road E, and County
42 Road E to 1 -694 on Silver Lake Road. Mr. Hartman provided the reasons the two cities are
43 considering this project. Staff is recommending that Council authorize staff to prepare bid
44 documents and solicit bids for the Silver Lake Road LED Street Light Improvement Project.

1 Councilmember Stille stated he did a payback analysis based on the information provided. The
2 City is spending approximately $700 per light to switch to LED. That will save approximately
3 $76 per year per light. That would payback the cost in 11 years. This will make a nice- looking
4 corridor for St. Anthony.
6 Mayor Faust asked about the brightness of LED compared to current lighting. Mr. Hartman
7 stated the brightness would be similar to what is currently seeing with the illumes being better.
9 Motion by Councilmember Jenson, seconded by Councilmember Brever, to adopt Resolution 17-
10 030; a Resolution Ordering Plans and Specifications and Authorize Solicitation of Bids for the
11 Silver Lake Road Street Light Improvement Project.

15 C. Ordinance 2017 -01 an Ordinance Setting, Sewer, Water and Storm Water Charges for
16 2017.

18 City Manager Mark Casey reviewed this is Second Reading of the Ordinance Setting Sewer,
19 Water and Storm Water Charges for 2017. The first reading was held at the February 14, 2017
20 Council Meeting after a presentation by Finance Director Rueckert.

22 Mayor Faust noted the costs are being applied to where the expenses are and attempting to get
23 people to be more conservative in their water use. This fits into the City's sustainability efforts.

26 Reading of Ordinance 2017 -01 an Ordinance Setting Sewer, Water and Storm Water Charges for

31 D. St. Anthony Administration Department Annual Report.

33 City Manager Mark Casey delivered a power point presentation of the St. Anthony Village
34 Administration Annual Report for 2016. The full report is 54 pages long. Mr. Casey noted the
35 full report is available at www.ci.saint- anthony.mn.us.

37 Mr. Casey reviewed highlights for the year including the Advanced Oxidation Process (AOP)
38 Plant, Greenstep Cities Step 4, Sustainable City Award, Community Solar Garden, Sustainable
39 Tour Map, Technical Advisory Panel from Urban Land Institute, Advance Workshop —
40 Sustainability in the Comp Plan, 2040 Comprehensive Plan Update and Community
41 Engagement, Regional Stormwater Treatment & Research Facility, Mirror Lake Water Quality
42 and Flood Reduction, DOJ's Collaborative Reform Initiative, and Body Cam Work Group. In
43 2016, the City sent out 68 notifications by email. The notifications are an opt -in program. Mr.
44 Casey continued highlighting the 2016 Strategic Planning, 2016 Tour of the City, Anti -Bias
45 Awareness Training, Sustainability, 2016 Building Permit Valuation, and 2016 Planning & Parks
46 Commission Work Plans.

2 Councilmember Stille thanked Mr. Casey and staff for their work in 2016. Councilmember Gray
3 echoed Councilmember Stille's comments and noted Mr. Casey and staff didn't miss a beat.
4 Councilmember Brever agreed and thanked Mr. Casey and staff for their hard work.
5 Councilmember Jenson agreed and stated 54 pages of documentation of highlights and
6 accomplishments is outstanding.
8 Mayor Faust stated he is not sure the public is aware or appreciates what goes on in the City,
9 noting a number of balls are juggled by Council and staff. He stated he appreciates Mr. Casey's
10 service and that of the staff. The effort is appreciated.

12 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

14 Councilmember Gray reported on February 15, 2017 he attended the Tri -City Body Cam Work
15 Group Meeting. The group is progressing well. On February 16, he attended the stakeholders
16 meeting for the North Suburban Access Corporation.

18 Councilmember Brever reviewed on Tuesday, February 21 and February 27, the Collaborative
19 Cohort had teleconferences. More information will be forthcoming. On February 22, she
20 attended a GARE meeting. On February 27, she attended the Comprehensive Plan Steering
21 Committee Meeting.

23 Councilmember Jenson stated on February 15, he attended the Kiwanis Meeting. On February
24 16, he attended the CTV Stakeholders Meeting. On February 23, he attended the Ramsey County
25 Local League of Governments Meeting. He announced on March 5, the St. Anthony Civic
26 Orchestra will present a Spring Concert at the Civic Center.

28 Councilmember Stille reported on February 22, he attended the GARE meeting in Minneapolis.
29 On February 27, he attended the Collaborative Cohort Meeting.

31 Mayor Faust stated February 22, the City Manager, Police Chief, and he met with the DOJ Cops
32 Program and the LOMC Staff to review GARE and other initiatives.

34 City Manager Casey added some comments about the February 22 meeting he attended with
35 Mayor Faust and the Police Chief. He added the Liquor Operations Manager is also a member of
36 the GARE Cohort.

38 VIII. COMMUNITY FORUM.

40 Mayor Faust invited residents to come forward at this time and address the Council on items that
41 are not on the regular agenda.

43 Ms. Kate Martin, 2531 301h Avenue, stated she is concerned about her friends and neighbors that
44 live in Lowry Grove. She is a member of SAFCA. She provided information about the
45 affordability housing meeting that was held on February 17, 2017. They learned about
46 affordability housing and the need in the metro area. There are not affordable housing

1 alternatives in St. Anthony for the Lowry Grove residents. She asked Council their plans for
2 proactive steps to have affordable housing in St. Anthony. The Comprehensive Plan states if
3 Lowry Grove closes, efforts will be made to help residents find housing. She asked what plans
4 are in place and how GARE will affect policies within St. Anthony. Ms. Martin also asked how
5 the equity lens is being put to practice. She provided notes from those in attendance written to
6 the City Council.
