Call to Order:
Meeting called to order by Mayor Faust at 5:30 p.m.
LED Street Lighting:
Staff presented a memo, street light retrofit exhibit, photos and City of New Brighton Request for City Council
Consideration. In response to a question from Gray, staff will explore any possible efficiency with adding cameras
with this project. Upon consensus of the Mayor and Council, staff will bring this project forward to a future City
Council meeting.
Splash Pads:
Staff presented memo including a retrofit options appendix and cost estimates appendix. Upon consensus of the
Mayor and Council, staff will implements retrofit options, reduce hours of operations to 11:00 am or 12:00 pm to
8:00 pm. Staff will also bring back funding options for the Central Park irrigation option.
Utility Charges:
Staff presented a memo along with numerous spreadsheets. Upon consensus of the Mayor and City Council, staff
will bring the proposed increase and rate structure to a future City Council meeting.
Lowry Grove EAW:
Staff presented a memo and Record of Decision for The Village LLC Redevelopment EAW. Upon consensus of the
Mayor and Council, the negative declaration of need for an Environmental Impact Statement (EIS) will be brought
forward at a future City Council meeting.
Predatory Offenders Ordinance:
Staff presented a memo and draft ordinance. Upon consensus of the Mayor and Council, staff will bring this
forward at a future City Council meeting.

Our Racial Equity Story
Recent events in our community and around the country have motivated us to evaluate how we serve the variations and
differences in backgrounds, experiences, values and beliefs among individuals and groups within our community; in
furtherance of the City’s mission, vision, initiatives and goals.
It has given us an opportunity to focus our immediate attention on racial equity and
prompted us to examine our biases and respond to how we can be more inclusive
as a community and workplace. This attention to a long-overdue topic allows us the
prospect for conscious decisions to implement a thoughtful review of our policies,
practices, and procedures.
Every step we take regarding racial equity and inclusivity will be a major leap to
bring our community together. To fulfill the City’s mission to welcome all to St.
Anthony, we will build racial equity at the same time as we move toward healing a
divided community; we will be stronger together as a whole. We share our vision
of inclusivity through listening and acknowledging the journeys of all of our
residents along with educating and building awareness of changed policies and
practices created to be a sustainable community.
We use the advantage of being small in size and numbers and, therefore, more
nimble. We actively work to examine current practices to make thoughtful,
deliberate and sustainable decisions regarding racial equity. Working together with
other agencies, we are participating in simultaneous racial equity initiatives in the
St. Anthony Community. These initiatives will involve community listening
sessions, speakers, and other exercises which, through implementation and practice, will allow us to be sustainable for
the future. Additional resources are available to us through our various partnerships with community organizations and
area groups.
The choice to focus on racial equity in St. Anthony is a chance for us to effect sustainable change. Implementation and
adherence to our racial equity initiative will fulfill, more completely, our mission to be a “progressive and livable
community, a walkable Village, which is sustainable, safe, and secure.”

RESOLUTION 17 - XXX
A RESOLUTION ADOPTING OUTDOOR WATERING RESTRICTIONS
WHEREAS, the City of St. Anthony Village’s Strategic Plan and Sustainability Goals
reference the desire to encourage water conservation;
WHEREAS, watering restrictions which limit the time of day and the frequency of
watering assist in the efficient use of water;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of St. Anthony
Village that:
1. Staff shall notify municipal system users of the following watering ban by posting
notice at City offices and publishing in the City’s official newspaper.
2. Watering restrictions shall apply each year between April 1st and November 1st.
3. Residents with an odd house number shall water lawns when necessary only on
odd-numbered calendar days and those with even-numbered addresses shall water
lawns only on even-numbered days.
4. Lawns shall not be watered between the hours of 11:00 a.m. and 6:00 p.m.
5. An exception may be granted for recently established lawns. Those lawns may be
watered daily for one year following installation, but only during the hours listed
above.

The Street lighting project along Sliver Lake Road is a qualified TIF expenditure. This is
true as the project is entirely located within Ramsey County and is an allowed use for
the TIF 3-5 redevelopment district. The use of TIF funds beyond the original parcels
included in district is commonly referred to as pooling. In discussions with Ehlers, TIF
3-5 there are sufficient pooled funds to cover the street light expenditure. Therefore the
streetlight expenditure has not been included in the bonding for 2017 project costs.

Re: Engine Replacement
Mr. Casey,
Per your request I have put together an overview of why we need to replace our 1985 Ford
LS9000 Engine.
The fire engine is 32 years old with 70,300 miles and 11,525 hours. Typical life of a primary
engine is approximately 20 years. After 16 years of service as our primary engine on all
medicals and fires we moved it to our 2nd out engine in order to try to extend its life. During that
time of being our primary engine we had to rebuild the transmission after 9 years and then the
motor was rebuilt after 14. In 2001 we as a department\city chose to refurbish this vehicle to
continue its service and maintain reliability. Rust removal, new paint, water tank refurbish and
other needed repairs were performed to gain additional life from it. We were looking to replace it
at 30 years but have held on to it for 2 additional. The refurbish successfully extended its life but
discussions with both our city mechanic as well as our primary maintenance company confirmed
that another refurbish is not a viable option due to the extent of the wear. I feel good that we
were successful in getting 32 years out of it however we are getting to a point to where a
catastrophic failure is certainly a possibility.
Looking at what a replacement engine will provide us is comprehensive and beneficial. For
starters, the firefighters will be encased with today’s safety features. In the cab they will be able
to use seatbelts with shoulder straps versus just the waist straps. We will now have airbags,
significantly better cab construction, visual site lines for the driver will be much improved,
cameras which we added to all of our engines in the fleet and better visibility with reflective
graphics for nighttime operations. Also we will be able to utilize LED emergency lighting which is

a much brighter light yet uses minimal power to run. One creature comfort for the crew is that
they will have air conditioning in the new engine versus the current one.
From an operational perspective, we will exp lore the possibility of an elevated pump panel or
rear pump panel. The intent of either of these options is to provide better visibility for the pump
operator. W e will also be pursuing an integrated foam system. This will allow us to keep Class
A and Class B foam stored separately in tanks on the engine. With the push of a button all of
our hose lines that are connected to that system will have foam automatically mixed in.
Currently we have to grab 5 gallon containers of foam and utilize a firefighter to manually add
that to a hose line and swap out containers as they empty. See exhibit A. This is only capable of
doing that on one line versus all of them. Foam is used for fires as well as hazmat situations
and fuel spills. This has allowed us to use less water because the foam cools as well as
suppresses fire much faster.
Also, a new design will allow us to better customize how that engine operates based on our day
to day operations. We will be able to better design compartments around our equipment, what
we utilize more often and how a crew of 2 accesses equipment versus a crew of 4 or 5 on other
departments. Efficiencies will be a part of this design as well as overall safety.
For your information, back in 1985 we did a group purchase of this style of engine with 4 other
cities: Plymouth, Inver Grove Heights, North St. Paul, and Columbia Heights. One city replaced
their engine after 22 years and the rest were at 27 to 30.
Another area that we need to take note of is spreading out the purchasing of our engines. As we
know it makes it much more manageable for the city. We currently have 2 engines that are 1
year apart in age. We as a department decided several years back to split the time for each of
them as our primary fire engine to be focused on winter and summer. This allows us to spread
out the wear and tear over 2 vehicles with the intent of that 30+ year life span.
