7 Mayor Faust called the meeting to order at 7:00 p.m.

11 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.

32 A. Chamber Member of the Year and Business of the Year

34 Mr. William Huseonica, Vice President of St. Anthony Chamber of Commerce presented the
35 Business of the Year and Chamber Member of the Year. The Business of the Year Award was
36 given to Anytime Fitness. The Villager of the Year Award was given to Tara Halverson. Mr.
37 Huseonica provided background information on Anytime Fitness and Tara Halverson.

A. 2018 Budget
Mayor Faust opened the public hearing at 7:06 p.m.
Finance Director Shelly Rueckert provided a summary of the 2017 General Operating Budget.
Notices were sent to residents advising them of the public hearing to receive public input on the
2018 budget. The highlights of the 2017 Budget were reviewed including the General Operating
Budget, General Fund Levy, Overall Levy, Median Valuation in 2017, City Portion of Property
Taxes, 2017 Local Government Aid and Breakdown of 2016 Property Taxes for Median valued
home. The 2018 Budget Calendar after this public hearing will include in the May — June 2017
timeframe City Manager led work sessions with Department Heads — Discussion on 2018
Operating Budget and Capital Budgets and July — August 2017 Work Session with Council —
Discussion of Staff Proposals for 2018 Operating Budgets and Capital Budgets. The Proposed
2018 Operating Budget and Property Tax Levy will be presented to the City Council on August
22, 2017. On September 12, 2017, a Resolution will be presented to set the proposed 2018
Operating Budget and Property Tax Levy and announce the date and time when the final Budget
and Tax Levy will be discussed. The long -term capital budgets /plans will be presented in the
October — November 2017 timeframe and the 2018 Operating Budget and Levy with Public
Input will be presented on December 12, 2017 along with adoption of the 2018 Operating Budget
and Property Tax.
Ms. Rueckert reviewed the 2017 General Fund Revenues, General Fund Expenditures, General
Fund and Overall Levies.
Mayor Faust closed the public hearing at 7:10 p.m.
REPORTS FROM COMMISSION AND STAFF - NONE.
GENERAL BUSINESS OF COUNCIL.

City Manager Casey reviewed a request was received for information about what was needed in
order to be able to have chickens on their property. They were directed to provide a site plan
showing the location and dimensions of the proposed enclosure on the property as well as a
written request to the City Council in the form of a letter.
Alireza and Zahra Khani submitted a letter along with a sketch of their property and the proposed
location of the chicken coop. The applicants stated the coop will have a 4 foot by 6 foot footprint
and the plans indicate the coop will be 4 feet tall in height. The coop contains a 3 foot by 4 foot
by 4 foot tall section that will be enclosed with chicken wire. The remainder of the coop will be
constructed of wood. The coop will be located in the rear property yard and will be visually
screened from the neighboring property by bushes and vegetation. The materials for the coop

will be constructed with non -toxic materials and will be a natural wood color that blends well
with the existing landscaping. The applicants were not present at the meeting.
City Manager Casey provided the City Code relating to this request. Staff recommends approval
of the request, as proposed based on the provisions in City Code.
Councilmember Stille stated the Planning Commission is looking at the Ordinance so Council
does not need to address issues like this. Staff will need to confirm the chickens are female.
10 Motion by Councilmember Jenson, seconded by Councilmember Gray, to adopt Resolution 17-
11 042; a Resolution Approving a Request to Keep Chickens in an R -1 Zoning District at 2805 29`h
12 Avenue NE.

16 B. St. Anthony Finance Department Annual Report

18 Finance Director Rueckert presented the Annual Report for the St. Anthony Finance Department.
19 The Mission Statement, Organizational Chart, Core Accounting Functions, Finance Activity
20 Unique to 2016, Technological Advances, Long Term Financial Management, and Support Staff
21 to Agencies.

23 Councilmember Stille noted a larger presentation can be accessed on the City website. She
24 commended Ms. Rueckert and her team for their work.

26 Councilmember Gray echoed Councilmember Stille's remarks and noted customer service is
27 very important and commended staff on their work.

29 Councilmember Brever thanked Ms. Rueckert and staff for everything they do.

31 Councilmember Jenson stated he agrees, noting Ms. Rueckert has always been available for
32 questions.

34 Mayor Faust stated it was a difficult year and Ms. Rueckert and her staff are the face of St.
35 Anthony. He stated he has always been very appreciative of the work provided. He commended
36 Ms. Rueckert on her finding the soft costs for the advanced oxidation plant.

38 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

40 City Manager Casey stated last Saturday was clean-up day and 225 cars visited Clean Up Day.
41 Next Monday, May 15, at 5p.m., there will be a Construction Education Event at park entrance
42 on Maplewood Drive and Skycroft.

44 Councilmember Brever stated on April 26, she attended the GARE Training for April. On May
45 8, she attended the Sister City Committee. There will be a concert on November 5, 2017. On
46 June 10, there will be a Finish Sauna and sign up can be done on the website.

2 Councilmember Jenson stated on April 13, he attended the St. Anthony Chamber Meeting. On
3 April 22, eight Kiwanis high school kids assisted in cleaning Salo Park ponds. On May 2, he
4 attended the North Suburban Communications Meeting.
Councilmember Stille stated on May 6, he attended clean-up day.
8 Councilmember Gray stated the Village Fest was looking for a Parade Committee Chair and one
9 was found so there will be a parade this year.

11 Mayor Faust noted he was at clean-up day and gave a brief description of the event. He
12 commended City Staff on their work. On May 8, he attended the Regional Council of Mayors
13 Meeting and on May 9, he attended the Mississippi Water Management Meeting.

15 VIII. COMMUNITY FORUM.

17 Ms. Jenny Latte, 2601 Kenzie Terrance, Kenzington Building. She has lived in St. Anthony for
18 five years. She is not opposed to the project as a whole but is opposed to the size and scope of
19 the project. She never imagined tall buildings would be built and she would like to see the
20 density reduced to the lower level (375 -600 units). She is opposed to the height and proximity of
21 the buildings to Kenzington Building as her view will be obstructed. She would like to see the
22 buildings 3 -4 stories. She believes the plan as it stands now does not fit into the neighborhood.
23 She would like to work with the developer and City to make this a project all can be proud of
24
25 Mayor Faust stated Council said from the beginning it should have the look and feel of Silver
26 Lake Village, noting that nothing official has been received from the developer. He stated the
27 Comp Plan should be followed, affordable housing offered, and it needs to be compatible with
28 surrounding land uses. Protection of the environment is also very important along with a fair and
29 open process. He stated there will be a public hearing where residents can voice their opinion. He
30 stated that he and Councilmembers have not spoken with the developer outside of the Council
31 Meetings. This was a land purchase between two parties.

33 Reverend Lawton, pastor at Northeast United Church located near the Lowry Grove Trailer Park,
34 stated she is not a resident of St. Anthony and urged Council to come up with affordable housing
35 options in St. Anthony. She would like Council to evaluate their plans through faith. Mayor
36 Faust stated affordable price will not be the same as the price to live in Lowry Grove.

38 Ms. Mel Chaput, 3537 Coolidge Street NE, read three paragraphs from a recent StarTribune
39 article about how Richfield handled the loss of affordable housing. She is concerned that the City
40 Council has not been proactive with handling issues but instead have been reactive. She urged
41 the Council to think about the residents of Lowry Grove. She wants to keep these residents in St.
42 Anthony.

44 Ms. Antonia Alvarez, 2501 Lowry Avenue, Lowry Grove, invited the Council to meet with the
45 Lowry Grove residents as they want Council support for the residents. She stated they have only

1 spoken with the City Manager and invited the Council to a meeting next Friday at 6:30 p.m. at
2 Lowry Grove. She stated the children do not want to move and change schools.
