CITY COUNCIL REGULAR MEETING MINUTES
AUGUST 8, 2017
CALL TO ORDER.
Mayor Faust called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE.
Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.
ROLL CALL.
Present: Mayor Faust; Councilmembers Brever, Gray, Jenson, and Stille.
Absent: None
Also Present: City Manager Mark Casey, City Planner Breanne Rothstein.
CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING
ITEMS.
I. APPROVAL OF AUGUST 8, 2017 CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City
Council Meeting Agenda of August 8, 2017.
Motion carried 5 -0.
II. PROCLAMATIONS AND RECOGNITIONS — NONE.
III. CONSENT AGENDA.
A. Approval of July 25, 2017, City Council Meeting Minutes.
B. Licenses and Permits.
C. Claims.
Motion by Councilmember Brever, seconded by Councilmember Gray, to approve the Consent
Agenda items.
IV. PUBLIC HEARINGS — NONE.
V. REPORTS FROM COMMISSION AND STAFF — NONE.
VI. GENERAL BUSINESS OF COUNCIL.

1 A. Resolution 17 -056 a Resolution Approving Cooperative Agreement by and between the
2 City of St. Anthony Village and the Mississippi Watershed Management Organization for
3 the St. Anthony Stormwater Treatment and Research Facility.

5 City Manager Casey reviewed for Council consideration is the Cooperative Agreement by and
6 between the City of St. Anthony Village and the Mississippi Watershed Management
7 Organization for the stormwater treatment and research facility. Mr. Casey reviewed the location
8 and cost of the facility. The highlights of the agreement were reviewed. Staff is recommending
9 the agreement be executed as drafted.

1 I Councilmember Brever asked who currently is doing the maintenance and City Manager Casey
12 responded MWMO. The useful life of the system is estimated to be 50+ years.

14 Councilmember Stille stated previously water from 600 acres used to go to the Mississippi River
15 untreated and now with the help of MWMO, this water is treated before reaching the River.

17 Motion by Councilmember Gray, seconded by Councilmember Brever, to adopt Resolution 17-
18 056; a Resolution Authorizing the Cooperative Agreement by and between the City of St.
19 Anthony Village and the Mississippi Watershed Management Organization for the St. Anthony
20 Stormwater Treatment and Research Facility.

24 B. Update on Redevelopment of Lowry Grove
25
26 City Planner Breanne Rothstein provided background on the development proposal staff received
27 on July 18, 2017. A formal application for development has been received for the 17 -acre site
28 including the Bremer Bank site. The applications submitted include two comprehensive plan
29 amendments, preliminary PUD application and preliminary plat. Staff is completing a full review
30 of those documents and noted the documents are available on the website. All departments of the
31 City participate in the review. All comments are being compiled and a staff report will be
32 completed by August 21, 2017. This report will also be available on the website. August 28,
33 2017 will be a public hearing during the Planning Commission Meeting. Emails and letters
34 received over the past year will also become part of the public record. She explained that more
35 meetings are anticipated and the schedule will be set after August 21. Comments will be
36 accepted via email, letters or input at the public hearing. Three push notifications have been
37 completed for those that have signed up. There are approximately 120 people who signed up for
38 the push notifications and there have been meetings with residents including at Village Fest. This
39 is the beginning of the formal review process and it should last approximately 4 months.

41 Councilmember Stille asked Ms. Rothstein to comment on the Affordable Housing Meeting. City
42 Planner Rothstein stated on Thursday, August 10, 2017, the City is hosting an Affordable
43 Housing Seminar at 7:00 p.m. at City Hall. The purpose is to review the current state of housing
44 in St. Anthony. All are invited to attend.

1 City Manager Casey noted the complete set of plans is available to view at City Hall for those
2 unable to view them on the website.
4 No action is required by the City Council.
6 A Minneapolis resident stated he lives across the border from St. Anthony. He asked that the
7 City Council very carefully assess the plans that have been provided. He is concerned about
8 congestion, property values, and this is very serious and will affect St. Anthony and surrounding
9 communities. He asked Council to consider all impact.

11 Ms. Jenny Laude, 2601 Kenzie Terrace, expressed her concerns about the development being
12 very close to her condo. Three concerns she has are density, height and compatibility with
13 existing neighborhoods. She feels 800 units are way too many for that area and she would rather
14 see 400 units. She is concerned with the height of the buildings and the buildings blocking her
15 sight line. She would like to see three to four stories. She is concerned about the visual impact
16 and that the development fit into the neighborhood. She is concerned about the density
17 amendment.

19 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

21 City Manager Casey reminded viewers of the Affordable Housing Seminar to be held Thursday,
22 August 10 at 7:00 p.m. This will be a work session for the Council and no decisions will be
23 made. On August 9, 2017 will be an Open House for the Advanced Oxidation Process Plant from
24 6:00 — 7:30 p.m with ribbon- cutting. Mr. Casey thanked City Staff for all their hard work on
25 Village Fest.

27 Councilmember Stille stated on August 1, he attended five block parties during Night to Unite.
28 On August 4, he attended the Village Fest parade. On August 5, they talked about the
29 Comprehensive Plan at Village Fest and on August 5, he assisted with the Kiwanis Breakfast.

31 Councilmember Gray stated he attended several block parties. On August 3, he attended the
32 North Suburban Communications Commission Meeting. The franchise agreement with Comcast
33 has been completed.

35 Councilmember Brever stated she attended several block parties during Night to Unite and was
36 in the parade on Friday night. On Sunday, she assisted with the Pancake Breakfast.

38 Councilmember Jenson stated on August 1, along with Councilmember Brever and City
39 Manager Casey, he attended an affordable housing meeting with residents where a White Paper
40 was presented. He attended five block parties, participated in the Village Fest parade, and the
41 Kiwanis Breakfast.

43 Mayor Faust reported there were 45 block parties held during Night to Unite and the Council
44 tries to get to as many as possible, along with City Staff. A car show was held on St. Anthony
45 resident Mike's front yard and Mayor Faust thanked him. He also thanked Julianne Hunter for
46 her work on Village Fest along with the committees.

Mayor Faust reminded residents about the Advanced Oxidation Ribbon Cutting on August 9,
2017.
