Call to Order:
Meeting called to order by Mayor Faust at 7:00 p.m.
Refuse:
Krivit presented a power point on organized trash and recyclables collection. Krivit discussed the new organized
collection statute, lessons learned from the City of Maplewood, challenges and benefits, implementation
strategies along with several resources. No action was taken.
Met Council Population Projections:
Johnson presented a memo discussing the Preliminary Metropolitan Council Forecasts for Thrive 2040. By
consensus, the Mayor and Council agreed the forecasted numbers are too large and staff was directed to respond
back to the Met Council with numbers that are realistic.
Non - Conforming Lots:
Johnson presented a memo identifying potential zoning code language that is in conflict with the large number of
non - conforming lots. Johnson recommended new language to eliminate this issue. Johnson will discuss with the
Planning Commission and bring back.
Interim Use Permits (IUP):
Johnson presented a memo on Interim Use Permits. By consensus the Mayor and council were supportive but
directed staff to explore if some of the minor uses may be permitted via the Zoning Administrator without City
Council action.
Fees:
Casey presented a power point on 2014 Utility Rates and proposed 2014 Fee Schedule. By consensus the Mayor
and Council approved bringing forward the proposed 2014 utility rates to a future City Council meeting. Also by
consensus, the Mayor and Council directed staff to keep the Land Use Appeal and bring forward the proposed fee
schedule to a future City Council meeting.
Goal Setting:
Casey presented a Pre - Planning Questionnaire that was sent to all staff along with a "Getting Smarter with
Technology" memo and Discussion Questions that was discussed at a strategic planning meeting on October 21,
2013 with the department heads, their number twos and consultants.

Janelle Borgen in our office has been in contact with Hennepin County and Minneapolis AAA to
determine if cost share dollars would be available to construct the LED Pedestrian Crossing in St.
Anthony at Kenzie Terrace. We currently estimate that this crossing could be constructed for about
$110,000. This cost estimate is merely a back of the envelope analysis at this point and would be
further refined during the design.
Using the $110,000 project cost, and based on conversations with funding partners, it is estimated
that the project could be constructed with the following funding:
1. Hennepin County @ 50% $55,000
2. Minneapolis AAA $10,000
3. City of St. Anthony $45,000

Why do you want to serve on a St. Anthony Village Commission?
The park system in St. Anthony is one of the reason we chose St. Anthony as our family home for or years to
come. I know that St. Anthony has made an intentional commitment to a park system that improves the
health of its residents of all ages, and that this commitment is only possible through the dedication of a diverse,
devoted commission, on which I would be honored to serve. Please see attached letter for more.

Through my nearly 9 years at Hennepin County Medical Center, I have served on numerous boards, steering committees,
and other decision - making groups, always strategically guiding the use of resources in order to
achieve the goals set in front of the group or created by the group. I know this experience will serve me well as
I learn about the vision of the Parks Commission and work with fellow commissioners to advise the City Council.

Dear Mayor Faust and members of the City Council,
Please find the attached application for your consideration for the membership on the Parks Commission of
St. Anthony Village. I am honored by your consideration.
About four years ago, my husband and I began the intentional search for our "forever home" — the place in
which we would raise our children, attend Friday night football games, welcome children back to during
college breaks, and eventually become empty nesters. When we began this search, it quickly became clear
that we weren't looking for a particular house, we were looking for a community.
It didn't take long for us to decide on St. Anthony Village. While there were a number of factors in our
decision — all of the factors that make you so proud to serve this city — the park system was one of the most
important. The vision created and sustained by previous and current leaders of St. Anthony has truly
created a system treasured by its residents. In our time here we have enjoyed an easy walk from our home
to both Silver Point and Central Park, playing ball in the summer and skating in the winter. Our children are
regulars at the splash pad, and my husband and I enjoy including the "Central Park loop" on our jogs. The
whole family has enjoyed the events at Salo Park as well.
I also understand that continued leadership is needed to not just sustain but continually improve a resource
such as the park system. Clearly the Parks Commission has the important job of making strategic
recommendations to the City Council in order to ensure this resource is here for years to come.
As an active resident, a mother of young children, and a frequent user of the parks system, I believe I can
offer a unique and important perspective as a Parks Commissioner. Though this will be my first time
participating directly in city government, I know my professional experience has prepared me to understand
complex issues and decision - making, and I look forward to the opportunity to learn more about our city's
operations.

I grew up in the Village and returned about two years ago. Our family chose to live in St. Anthony for its excellent schools,
its convenient location and a sense of community that makes both long -time residents and newcomers feel welcome and
at home. Through its recommendations, the planning commission plays a key role in maintaining that sense of community.

felt the sense of community and togetherness that the people and governing bodies of St Anthony offer.
I want to be a bigger part of this community. To help it continue to be a fantastic place to reside and assist in achieving
the mission of the city. Through a commission role, 1 feel that I can accomplish this objective in a more impactful way.

Request: Nonconforming Lots
OVERVIEW
On October 29, 2013 Staff met with the City Council to discuss potential modifications to the City Code
pertaining to "nonconforming lots ". The Code currently addresses "nonconforming uses" and
"nonconforming buildings or structures ", but does not address lots. Staff suggested some language that
could be incorporated into the Code that would allow residents and property owners opportunities to
improve, rebuild, or remodel their buildings on lots that do not meet the minimum dimensional standards
of the applicable zoning.
Having reviewed the nonconforming lots further and the general development patterns within the City,
staff has prepared the following language as an alternative to the previously proposed language. Staff is
seeking feedback on the proposed language as presented. The double underlined text shows the additions
and the stfikethretigh text shows the deletions.
§152.008 DEFINITIONS.

NONCONFORMING USES, AND STRUCTURES. AND LOTS
§ 152.225 INTENT FOR NONCONFORMINGi USES AND STAUCIURES
It is the intent of this subchapter to permit nonconforming uses and structures, as defined in
§ 152.003, to continue until they are removed, but it not the intent of this subchapter to encourage their
survival, or to permit them to be enlarged, expanded, or extended.
§152.226 LIMITED CONTINUATION
Except as otherwise provided by law, any nonconformity, including a nonconforming use or
occupation of land or premises, may be continued, including through repair, replacement, restoration,
maintenance or improvement, but not including expansion, unless:
(A) Change to conforming use. The property used for a nonconforming use is subsequently
used for a conforming use.
(B) Discontinued use. The nonconformity or occupancy is discontinued for a period of more
than 1 year.
(C) Destruction of building. Any nonconforming use is destroyed by fire or other peril to the
extent of greater than 50% of the estimated market value, as indicated by the records of the County
Assessor at the time of damage, and no building permit has been applied for within 180 days of when
the property is damaged.
It is the intent of this subchapter to permit nonconforming lots of record as defined in S 152,008,

2014 Work Plan
The Planning Commission is a seven member advisory commission, appointed by the City Council and
charged with the following duties (City Code Chapter 32, Section 32.06):
A) Review and make recommendations to the City Council as to a comprehensive municipal plan,
including the land use plan, a community facilities plan, a transportation plan, and
recommendations for plan adoption and execution;
B) Consider and make recommendations to the City Council as to all proposed subdivisions and
plats;
C) Consider and make recommendations to the City Council as to all proposed amendments to the
Chapters 151 and 152 of this code regarding subdivisions and zoning;
D) Consider, hold hearings, and make recommendations on conditional use permit applications;
E) Review all applications for variance to zoning, hold hearings, and make recommendations to the
City Council; and
F) Review requests for sign variances.
In 2014, the Planning Commission will focus on the following items:
1. Continue training on both planning /zoning issues.
2. Review and making recommendations on land use and development applications.
3. Reviewing and making recommendations on proposed City Code amendments, Comprehensive
Plan amendments, and other long range planning documents. Among potential projects in
2014, the Planning Commission prioritized them in the following order (recognizing that not all
will be completed in 2014):
1. Review /update nonconforming lot standards;
2. Review /update /create home occupation /interim use permit /special use permit
ordinance;
3. Continue review /update green /energy reuse ordinance(s); specifically:
a. Solar Energy in Residential Areas;
b. Pervious pavement systems;
c. Chickens.
4. Review outdoor wood burning fire standards,
4. Reviewing and making recommendations on privately or City initiated rezoning and land use re-
guiding.
