Community Trends, NYFS Partnerships, and Future Events. The Leadership Lunch will be held 1
May 2, 2018 and the Mayor’s Challenge Golf Tournament will be held June 11, 2018. The 2
agreement between St. Anthony and NYFS provides for an administrative fee of $3,836 for 3
2018. 4

Mayor Faust thanked Mr. Hromatka for his presentation and noted St. Anthony wants to be 6
involved with the solution. 7

Councilmember Stille asked if the demand of this community is being met. Mr. Hromatka stated 9
there is a hidden need and the need that is in front of them. In St. Anthony senior chore is most in 10
demand. 11

A. Resolution 18-015; a Resolution for the 2018 Street Improvement Bond Reimbursement 13

City Manager Casey reviewed the resolution for the 2018 Street Improvement Bond 15
Reimbursement. Bonding regulations provide limited authority to reimburse pre-bonding project 16
expenditures. The Reimbursement Resolution provides the City with the full authority to recover 17
any project expenditures made prior to bonding. Staff recommends this resolution be passed to 18
ensure its full rights to reimbursement. 19

18-015; a Resolution approving the 2018 Street Improvement Bond Reimbursement. 22

B. Resolution 18-016; a Resolution Authorizing Retroactive Highway Safety Improvement 26
Program (HSIP) debt service transfer. 27

City Manager Casey reviewed the resolution authorizing HSIP debt service transfer. HSIP Grant 29
Proceeds were not expected to be received until 2018 and therefore no transfer of the funds was 30
proposed in the annual transfers approved by the City Council at the December 12, 2017 Council 31
Meeting. The HSIP grant proceeds were subsequently received on 12/29/17. To achieve the 32
proper accounting and distribution of these proceeds for the year ending 12/31/17 staff is 33
recommending a retroactive transfer. The $692,145.17 transfer represents the portion of HSIP 34
grant proceeds considered a source in the 2016B HSIP bonding transaction. The funds came in 35
earlier than expected. 36

Mr. Casey announced City Hall will be closed on Monday, January 15, for Martin Luther King 1
Day. Mr. Casey also announced the Department of Justice accepted the City’s request for 2
Collaborative Reform for Technical Assistance. The Work Plan should be released yet this 3
winter. A push notification will be sent out on January 10, 2018. Better promotion of the website 4
will be done in the next newsletter. Mr. Casey reviewed some of the features of the website. The 5
City of St. Anthony has been awarded the Water Fluoridation Quality Award from the U.S. 6
Center of Disease Control. 7

Councilmembers Randle, Stille, Gray and Jenson had no reports. 9

Mayor Faust stated on January 8, he and City Manager Casey attended the Regional Council of 11
Mayors Meeting. Mayor Faust provided a review of the meeting and the speakers. Earlier today 12
Mayor Faust attended the Mississippi Water Management Organization Meeting. He noted on 13
the Citizen’s Advisory Committee there are two residents from St. Anthony. Businesses are 14
eligible for some capital funds from this committee and more information can be found on the 15
website. Mayor Faust noted The Village Notes recently came out and if residents did not receive 16
a copy they should contact the City. 17

St. Anthony Village Parks Commission
2018 Work Plan
The Parks Commission is a five member advisory commission, appointed by the City Council and is charged with the
following duties (City Code Chapter 32, Section 32.25):
(A) To prepare, revise, and maintain a comprehensive, long‐term plan for the redevelopment of parks within the
city. This plan shall be viewed as a working document that serves as a framework and reference to future
redevelopment;
(B) To make recommendations to and advise the City Council and staff regarding park issues and ideas;
(C) To establish priorities and recommend a phasing plan and schedule for implementing innovative park
improvements, renovations, and plans;
(D) To work with other communities to explore cooperative arrangements to develop connecting routes in the
form of bikeways, walking paths, and corridors of green space wherever possible;
(E) To investigate funding sources, including requests for increases in the city budget, designated for parks and
green spaces;
(F) To seek new areas for additional parks, natural areas, walking paths, bikeways, and green space corridors;
(G) To generate community involvement in the development of parks and their elements;
(H) To review and recommend revisions to the operation and maintenance of city parks; and
(I) To periodically review, re‐evaluate, and update the comprehensive park plan to reflect current and future
park needs of the city. (1993 Code, § 306.06)
In 2018, the Parks Commission will focus on the following items:
1. Review and making recommendations on parks, trails and open green space.
2. Review and making recommendations on proposed City Code amendments, Comprehensive Plan amendments
and other long range planning documents that deal with parks, trails and open space.
3. Among potential projects in 2018, the Parks Commission prioritized them in the following order (recognizing
that not all will be completed in 2018):
Explore sustainability initiatives
Explore pedestrian & bike friendly routes including sidewalks
Explore and assess pocket parks for added amenities (ie. Benches)
Joint Meeting with Planning Commission
Explore water conservation initiatives working with Rice Creek and MWMO watersheds, and
partner with schools for water conservation poster contest.
Explore Future upgrades to the current skate park to include total rehabilitation.
Promote Arbor Day and Tree City in 2018 activities.

Re: 2018 Delegated Contract Process Agreement
Dear Mayor, Council and Staff
Attached is the 2018 Delegated Contract Process Agreement. This agreement delegates to MnDot the
authority to manage funds that would be awarded to St. Anthony Village from the Federal Government.
The City in the past has received Federal Funding for 39th Avenue NE, and the Highway Safety
Improvement Program for sidewalk and intersection improvements. This is the process that allows the
federal funds to flow down to local government.
MnDot has all the proper federal controls and contract administration processes in place to administer
these funds for local governments. The City has approved past delegated process agreements as routine
business, as these agreements are revised.
Staff recommends the City consider approval of the 2018 Delegated Contract Process Agreement.

RESOLUTION 18-017
A RESOLUTION APPROVING AN AGREEMENT WITH THE MINNESOTA
DEPARTMENT OF TRANSPORTATION TO ACT AS THE CITY’S AGENT IN
ACCEPTING FEDERAL AID
WHEREAS, that pursuant to Minnesota Stat. Sec. 161.36, the Commissioner of
Transportation be appointed as Agent of the City of St. Anthony Village to
accept as its agent, federal aid funds which may be made available for eligible
transportation related projects.
NOW THEREFORE BE IT RESOLVED, the Mayor and the City Manager are hereby authorized
and directed for and on behalf of the City to execute and enter into an agreement with the
Commissioner of Transportation prescribing the terms and conditions of said federal aid
participation as set forth and contained in “Minnesota Department of Transportation Agency
Agreement No. 1030092“, a copy of which said agreement was before the City Council and which
is made a part hereof by reference.
Adopted this 23rd day of January, 2018.
