7 Mayor Faust called the meeting to order at 7:00 p.m.

11 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.

24 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City
25 Council Meeting Agenda of January 9, 2018 as presented.

31 A. Swearing in of Councilmember Jenson

33 Mayor Faust administered the swearing in of Councilmember Jan Jenson.

35 Councilmember Jenson thanked the residents for electing him and noted the initiatives he is
36 looking forward to continuing.

38 B. Swearing in of Councilmember Stille

40 Mayor Faust administered the swearing in of Councilmember Randy Stille.

42 Councilmember Stille thanked the residents for electing him to this term. He knocked on 1,803
43 doors personally and learned a lot. He looks forward to continuing to make this community what
44 it is.

46 C. Presentation of Northeast Youth and Family Services

48 Mr. Jerry Hromatka, President and CEO of Northeast Youth and Family Services, provided a
49 brief summary about NYFS, Programs, Budget, Revenue Sources, Service Summary, Current
City Council Regular Meeting Minutes
January 9, 2018

Community Trends, NYFS Partnerships, and Future Events. The Leadership Lunch will be held
May 2, 2018 and the Mayor's Challenge Golf Tournament will be held June 11, 2018. The
agreement between St. Anthony and NYFS provides for an administrative fee of $3,836 for
2018.
6 Mayor Faust thanked Mr. Hromatka for his presentation and noted St. Anthony wants to be
7 involved with the solution.

9 Councilmember Stille asked if the demand of this community is being met. Mr. Hromatka stated
10 there is a hidden need and the need that is in front of them. In St. Anthony senior chore is most in
11 demand.

Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the Consent
Agenda items.
Motion carried 5 -0.
PUBLIC HEARINGS - NONE.
REPORTS FROM COMMISSION AND STAFF - NONE.
GENERAL BUSINESS OF COUNCIL.
A. Resolution 18 -015; a Resolution for the 2018 Street Improvement Bond Reimbursement
City Manager Casey reviewed the resolution for the 2018 Street Improvement Bond
Reimbursement. Bonding regulations provide limited authority to reimburse pre- bonding project
expenditures. The Reimbursement Resolution provides the City with the full authority to recover
any project expenditures made prior to bonding. Staff recommends this resolution be passed to
ensure its full rights to reimbursement.
Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve Resolution
18 -015; a Resolution approving the 2018 Street Improvement Bond Reimbursement.
Motion Carried 5 -0.
B. Resolution 18 -016; a Resolution Authorizing Retroactive Highway Safety Improvement
Program (HSIP) debt service transfer.
City Manager Casey reviewed the resolution authorizing HSIP debt service transfer. HSIP Grant
Proceeds were not expected to be received until 2018 and therefore no transfer of the funds was
proposed in the annual transfers approved by the City Council at the December 12, 2017 Council
Meeting. The HSIP grant proceeds were subsequently received on 12/29/17. To achieve the
proper accounting and distribution of these proceeds for the year ending 12/31/17 staff is
recommending a retroactive transfer. The $692,145.17 transfer represents the portion of HSIP
grant proceeds considered a source in the 2016B HSIP bonding transaction. The funds came in
earlier than expected.
Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution
18 -016; a Resolution Authorizing Retroactive Highway Safety Improvement Program (HSIP)
debt service transfer.

Mr. Casey announced City Hall will be closed on Monday, January 15, for Martin Luther King
Day. Mr. Casey also announced the Department of Justice accepted the City's request for
Collaborative Reform for Technical Assistance. The Work Plan should be released yet this
winter. A push notification will be sent out on January 10, 2018. Better promotion of the website
will be done in the next newsletter. Mr. Casey reviewed some of the features of the website. The
City of St. Anthony has been awarded the Water Fluoridation Quality Award from the U.S.
Center of Disease Control.
9 Councilmembers Randle, Stille, Gray and Jenson had no reports.

11 Mayor Faust stated on January 8, he and City Manager Casey attended the Regional Council of
12 Mayors Meeting. Mayor Faust provided a review of the meeting and the speakers. Earlier today
13 Mayor Faust attended the Mississippi Water Management Organization Meeting. He noted on
14 the Citizen's Advisory Committee there are two residents from St. Anthony. Businesses are
15 eligible for some capital funds from this committee and more information can be found on the
16 website. Mayor Faust noted The Village Notes recently came out and if residents did not receive
17 a copy they should contact the City.
