CITY COUNCIL REGULAR MEETING MINUTES
JANUARY 23, 2018
CALL TO ORDER.
Mayor Faust called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE.
Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.
ROLL CALL.
Present: Mayor Faust; Councilmembers Gray, Jenson, Randle, and Stille.
Absent: None
Also Present: City Manager Mark Casey and Park Commission Chair Scott Bentz.
CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING
ITEMS.
I. APPROVAL OF JANUARY 23, 2018 CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City
Council Meeting Agenda of January 23, 2018 as presented.
Motion carried 5 -0.
11. PROCLAMATIONS AND RECOGNITIONS — NONE.
III. CONSENT AGENDA.
A. Approval of January 9, 2018, City Council Meeting Minutes.
B. Licenses and Permits.
C. Claims.
Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the Consent
Agenda items.

VI. GENERAL BUSINESS OF COUNCIL.
A. 2018 Parks Commission Work Plan.

1 Park Commission Chair Scott Bentz reviewed the St. Anthony Village Parks Commission 2018
2 Work Plan including the duties and focus. The Parks Commission is a five - member advisory
3 commission, appointed by the City Council. The Commission reviews and makes
4 recommendations on parks, trails and open green space, proposed City Code amendments,
5 Comprehensive Plan amendments, and other long -range planning documents. Chair Bentz
6 reviewed the potential 2018 projects.
8 Councilmember Stille explained why the City has a Parks Commission, which began when
9 Central Park was developed. He explained that the Commission serves the community. Chair
10 Bentz stated in the five years he has been on the Commission, it has changed. They now look at
11 sustainability and other initiates to assist with the outdoor spaces in St. Anthony.

13 Councilmember Jenson asked about the skateboard park and stated he has some information
14 from when it was developed and will pass the historical information onto the Commission.

16 Mayor Faust provided some historical background information also.

18 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve the St. Anthony
19 Village Parks Commission 2018 Work Plan as presented.

23 B. Resolution 18 -017• a Resolution Approving the Agreement with MNDOT to Act as the
24 City's Agent in Accenting Federal Aid.

26 City Manager Casey presented the 2018 Delegated Contract Process Agreement delegating to
27 MNDOT, the authority to manage funds that would be awarded to St. Anthony Village from the
28 federal government. The City in the past has received federal funding for 39`x' Avenue NE. and
29 the Highway Safety Improvement Program for sidewalk and intersection improvements. This is
30 the process that allows the federal funds to flow down to local government. MNDOT has all the
31 proper federal controls and contract administration processes in place to administer these funds
32 for local governments. The City has approved past delegated process agreements as routine
33 business, as these agreements are revised. Staff recommends the City consider approval of the
34 2018 Delegated Contract Process Agreement.

36 Councilmember Stille mentioned the Council does not have a choice on this. Mr. Casey stated
37 this needs to be approved in order to receive federal funds.

39 Motion by Councilmember Jenson, seconded by Councihnember Randle, to approve Resolution
40 18 -017; a Resolution Approving the Agreement with MNDOT to act as the City's agent in
41 accepting Federal Aid.

45 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

1 City Manager Casey announced on January 24, 2018, Continental will be hosting an open house
2 at 6:30 p.m. at the New Brighton Community Center. No application has yet been received by
3 the City. Once the application is received and is complete the process will be followed again and
4 it will be posted on the City's website. The address of the New Brighton Community Center can
5 be found on the website.

7 Councilmember Jenson reported on January 11 -12, 2018, he attended the annual strategic
8 planning meeting.

10 Councilmember Stille stated he also attended the strategic planning/goal setting meeting on
1 I January 11 -12, 2018, and this will be presented to the community in the coming weeks.

13 Councilmember Gray stated he also attended the goal setting session, noting there was an article
14 in the Star Tribune the next day where a reporter and a few residents were present. The focus of
15 the article was on everything but what was accomplished. There were people present that wanted
16 to see the goal setting process.

18 Councilmember Randle stated he also attended the goal setting session, which gave him an
19 inside look on how the City plans for the next year.

21 Mayor Faust stated he was also at that meeting.

Ms. Nancy Robinett, 3408 31' Avenue NE, stated she was the community member who asked
that the goal setting session be held in St. Anthony as it would be more available for the
residents. She stated there is a Minnesota law that states a public body's meetings should be held
within their own jurisdictions. Mr. Casey stated he would pass that onto the Council but she did
not receive a response to her request. The City Attorney did not agree with Ms. Robinett's
understanding of the law. Ms. Robinett stated it was a great planning session, she learned a lot,
but still wished the planning session had been held in St. Anthony. She stated she was not
allowed to speak, noting the reporter researched the $10,000 cost. She believed it was more
difficult for residents to attend a meeting not held within St. Anthony. There were 31 invited
attendees which could have been held in St. Anthony.

Mayor Faust adjourned the meeting at 7:25 p.m.
