CITY COUNCIL REGULAR MEETING MINUTES
FEBRUARY 27, 2018
CALL TO ORDER
Mayor Faust called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE.
Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.
ROLL CALL.
Present: Mayor Faust, Councilmembers Gray, Jenson, Randle, and Stille.
Absent: None.
Also Present: City Manager Mark Casey
CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING
ITEMS.
I. APPROVAL OF FEBRUARY 27, 2018 CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City
Council Meeting Agenda of February 27, 2018 as presented.
Motion carried 5 -0.
II. PROCLAMATIONS AND RECOGNITIONS - NONE.
III. CONSENT AGENDA.
A. Approval of February 13, 2018, City Council Meeting Minutes.
B. Licenses and Permits.
C. Claims.
Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the Consent
Agenda items.
IV. PUBLIC HEARINGS - NONE.
V. REPORTS FROM COMMISSION AND STAFF - NONE.
VI. GENERAL BUSINESS OF COUNCIL.

A. 2018 Strategic Plan.
City Manager Casey presented the 2018 Strategic Plan reviewing the team, process, progression,
mission, accomplishments, long term priorities, on the radar, and pyramid.
6 Councilmember Stille stated the packet is available online and this is a valuable exercise. He
7 suggested residents review the strategic plan. He thanked Staff for their work on the Strategic
8 plan.

10 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve the 2018
11 Strategic Plan as presented.

15 B. Resolution 18 -022, a Resolution Adopting the e City of St. Anthony Federal Funds
16 Procurement Policy.

18 City Manager Casey stated the staff is requesting the Council to approve the resolution
19 authorizing the adoption of the City of St. Anthony Federal Funds Procurement Policy ( "FFP
20 policy "). The FFP policy will only apply to procurements supported by Federal funds. A separate
21 policy is necessary in order to be in compliance with Federal Regulations. The City's general use
22 purchasing policy contains many of these same requirements. The separate policy provides
23 clarification between general requirements and Federal requirements.

25 Councilmember Stille asked if this was previously done with regard to the HSIP project. Mr.
26 Casey stated it was similar.

28 Councilmember Jenson asked if this policy is reviewed every year. Mr. Casey stated only when
29 there are modifications.

31 Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution
32 18 -022; a Resolution Adopting the City of St. Anthony Federal Funds Procurement Policy.

34 C. St. Anthony Administration Department Annual Report.

36 City Manager Casey presented the 2017 Administration Annual Report including Organization,
37 City Council, 2017 meetings, Strategic Plan, Conferences, Meetings, SALO Visitors, Highlights,
38 Tour of City, Professional Development, Inclusion Committee, Online City Services on Website,
39 Customer Web Portal for Water Usage, Project Updates, Elections, Spring Clean Up Day, Fix It
40 Clinic and Techdump, Sustainability, Students in Government, Explore Development of Former
41 Bowling Alley Site, Grants and Cooperative Ventures, Affordable Housing Summit, Intersection
42 Control Policy, Building Permit Valuation, and Planning Commission Work Plan.

44 Mr. Casey thanked Charlie Yunker and Nicole Miller for their work on the report. Mr. Casey
45 noted the entire 60 -page report is available on the City's website along with other department
46 annual reports.

Councilmember Gray thanked Mr. Casey for a great job last year.
Councilmember Jenson complimented the entire City staff keeping the headcount flat over the
past few years.
Councilmember Stille thanked Mr. Casey for his work and that of the entire staff. He noted a
significant amount of work is responding to telephone calls, emails, putting out fires, etc.
10 Councilmember Randle thanked Mr. Casey for his help in bring him up to speed as a new
11 Councilmember.

13 Mayor Faust stated the Green Step 5 is significant without a full -time staff person. There has
14 been substantial work with the Department of Justice (DOJ) for staff. The pyramid permits staff
15 and Council to focus. The City does not have a grant writer and other staff members step up and
16 apply for grants for the City. He gave his sincere appreciation to staff.

18 D. City of St. Anthony Americans with Disabilities Act (ADA) Accommodations.
19
20 City Manager Casey reviewed the ADA Accommodations the City has placed on the website and
21 how individuals requesting accommodations can contact the City. This information has also been
22 added to agendas. The process for submitting an ADA grievance using the online form was also
23 reviewed. This information will be included in the City Newsletter. Mr. Casey thanked City
24 Clerk Nicole Miller who put the information together. Mr. Casey is the ADA Coordinator for the
25 City.

27 Councilmember Stille asked if rather than not filing a grievance, residents can send an email to
28 the City Manager and Mr. Casey stated they can.

30 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

32 City Manager Casey stated `hats off to the Public Works Department on the outstanding job
33 with snow removal.

35 Councilmember Stille stated on February 19, he attended the Kiwanis Meeting. On February 26,
36 the Parks and Planning Commissions met together, followed by a Planning Commission meeting
37 with a public hearing on the Lowry Grove Redevelopment.

39 Councilmember Gray stated on February 21, he attended the Executive Search Committee
40 meeting for the North Suburban Access Communications.

42 Councilmember Randle stated on February 23, he attended the Collaborative Reform rollout for
43 the Police Department. On February 26, he attended the joint Park Commission and Planning
44 Commission meeting.

Councilmember Jenson stated he also attended the Planning Commission meeting on February
26. On February 22, he attended the Collaborative Reform meeting for the Police Department.
Mayor Faust stated he also attended the February 22 roll -out of Collaborative Reform.
6 VIII. COMMUNITY FORUM.
7 Ms. Mary Jackson, 3605 37`h Avenue, thanked the City for improvements made under the ADA.
8 She requested a description of the ADA rights also be included on the website, how to make a
9 complaint, and how complaints are processed. She suggested training be held for all City staff on
10 ADA compliance, noting the DOJ would be a good resource for federal laws. She believed there
11 are many cities much further down the road than St. Anthony and she would like to see the
12 policies and procedures practiced in the City. She would like Council to review the
13 Comprehensive Planning process and reach out to people covered by non - discrimation laws and
14 include them in the process.

16 Ms. Nancy Robinett, 3408 31 s` Avenue NE, appeared regarding affordable housing and the old
17 bowling alley site, noting it is very small and highlights the issue that St. Anthony has very little
18 space for any development. The site is owned by the City. She indicated SAVCA provided a
19 statement to the Planning Commission to forward to the City Council on the lack of affordable
20 housing components in the Lowry Grove redevelopment plan. There will be a talk on Affordable
21 housing on February 28 at the High School at 6:30 p.m.

23 Councilmember Stille agreed the bowling alley site is small and if some affordable housing
24 could be put on that site, the land would be donated and TIF would also be available to a
25 developer. He suggested sending an RFP to developers and asking the Met Council for the
26 additional funding. He felt the Bremer Site could also be considered although the City does not
27 own that property.

29 Mayor Faust stated maybe an RFP is not a bad idea and then go forward to the Met Council for
30 funding.
