From: Todd Hubmer, PE – City Engineer Date: March 14, 2018 Re: St. Anthony Village 2019 Street and Utility Improvements WSB Project No. 011648-000 Background Information Attached with this memo is the current figure indicating the City of St. Anthony’s Street and Utility Reconstruction Program. You may recall, the Street and Utility Reconstruction Program is reviewed annually to ensure the City is addressing the most critical components of the City's infrastructure. When developing the recommended schedule, several criteria are taken into consideration: 1. Flood relief effort 2. Condition of the existing utilities beneath the street 3. Conditions of the streets and anticipated maintenance needs 4. Adjacent infrastructure replacement (construction phasing) 5. Funding and requests from project partners In recent past years the City has revised the schedule of improvements to address utility issues, pavement condition and pedestrian concerns on Foss Road, MacAlaster Drive and Highcrest Road (2018); utility issues, pedestrian concerns and funding availability from project partners on Stinson Boulevard (2016); utility issues, flood relief and funding availability from project partners on Silver Lane (2010); utility issues and flood relief on Chandler Drive (2009); and pedestrian concerns and funding availability from project partners on Silver Lake Road (2008). Street and Utility Improvement Program The attached Street and Utility Reconstruction Program figure indicates the scheduled project for 2019 proposes the following locations for street and utility reconstruction:  Skycroft Drive from 33rd Avenue NE to 32nd Avenue NE  Croft Drive from 33rd Avenue NE to 32nd Avenue NE  32nd Avenue NE from Rankin Road to Croft Drive  Croft Drive from 32nd Avenue NE to 31st Avenue NE Previous program figures indicated Anthony Lane scheduled for reconstruction in 2020 however, Anthony Lane has been removed until City Staff can further evaluate the needs and potential future redevelopment of St. Anthony’s industrial park area. The primary concern for Anthony Lane in the reconstruction schedule has been the existing pavement condition. After discussing these concerns St. Anthony Village 2019 Street and Utility Improvements March 14, 2018 Page 2 K:\011648‐000\Admin\Docs\MEMO_2019StreetImprove_031418.docx  with City Public Works Staff, it is believed that road patching can delay reconstruction until future needs and redevelopment can be thoroughly vetted. Option 1 - Potential Alternative Improvements Recently, City Staff met with the Ramsey County engineers to discuss the County’s Transportation Improvement Plan, more specifically improvements programmed for the 2019 construction season. Ramsey and Hennepin Counties are proposing to reconstruct County Road C (29th Avenue NE) from Highway 88 to Interstate 35W in 2019/2020. While St. Anthony’s funding participation is not fully known at the is time, it is anticipated the City will be asked to participate in funding for trail/pedestrian improvements as well as drainage/flood relief improvements within St. Anthony’s industrial park and near the intersection of Highway 88 and County Rd C. Additionally, Ramsey County is planning to resurface Silver Lake Road from 37th Avenue NE to Interstate 694. As you are aware, City Staff has been working to correct flooding concerns along Silver Lake Road between 39th Avenue NE to Silver Lane. These improvements should be completed prior to resurfacing of Silver Lake Road to avoid disturbance of a newly resurfaced Silver Lake Road. Option 2 – Current 2019 Street & Utility Reconstruction Option 2 proposes moving forward with the previously mentioned 2019 Street and Utility Improvement Project as originally scheduled. Depending on the exact timing of the Ramey County improvements, the City may choose to remain on track with the Street and Utility Reconstruction Program as scheduled with additional costs for the Ramsey County improvements spread out over the 2019 and 2020 construction years. Option 3 – Partial 2019 Street & Utility Reconstruction Option 3 proposes reconstructing a portion of the originally scheduled 2019 Street and Utility Improvement Project. This option would reconstruct 32nd Avenue NE and a portion of Croft Drive. The reduced project cost of this option would allow a funding capacity to complete flood relief improvements on Silver Lake Road as well as anticipated improvements at County Road C. No change in planned street construction and no addition for Stormwater and Trail projects  2. Assumes ‐2019 project as Stormwater/Trails or Croft & 32nd   (each @1.4m). The 2020  project is dependent on 2019 actual.  Therefore it could be either the original Skycroft  project or  Stormwater/Trails & Skycroft and remaining Croft Drive (each @ 2.5M)  3.
