Tour of the City:
Fifteen mentioned above conducted a tour of the City of St. Anthony including 33 areas of interest. Upon
conclusion of the tour, a review was conducted in the City Hall Council Chambers.

Call to Order:
Meeting called to order by Mayor Faust at 7:00 p.m.
Tax Increment Financing (TIF) Request:
Kvilvang reviewed her memo regarding a TIF request for the former Lowry Grove Manufactured Home Park.
Robert Strachota, Shenehon Company, reviewed a memo he presented at the meeting. Traci Thomas, The Villages
LLC, requested the mayor and councilmember’s input on the TIF request. Individually, each member of the council
gave detailed reasons expressing their lack of support in creating a TIF partnership as presented by the applicant.
In response to Thomas’ question on next steps, Lindgren stated the applicant can withdraw their request or
formally request action from the council.

Request: Discussion on Revised Ordinance to Allow for Chickens
OVERVIEW
The past few years, the City of St. Anthony has received numerous requests to allow chickens
on residential properties in the R‐1 Residential District (four requests in 2017 and five requests
in 2018 to date). This is caused by an increasing interest from residents to raise chickens. At a
recent City Council meeting, the Council asked staff to prioritize the discussion of updating the
ordinance related to chickens.
Currently, the city code requires any keeping of fowl to be reviewed and approved by City
Council. This process could remain in place, with an exemption for chickens, due to the
relatively high demand for such a request.
Therefore, staff is recommending a revision to the city code to allow the keeping of chickens on
residential property zoned R‐1 with an administratively reviewed and approved permit, if the
following criteria are met:
1) Submittal of a site plan and narrative;
2) 6 or fewer chickens are present on the property;
3) No roosters allowed;
4) All coops are located in the rear yard and enclosed with fencing or the backyard is fully
enclosed;
5) All coops are 10 feet from any property line.
If the above criteria are not met, the request could follow the variance criteria and standards
for review (Planning Commission and City Council consideration, after a public hearing).
RECOMMENDATION
Staff recommends that City Council direct staff to bring back a revised ordinance amending the
animals section of city code to exempt chickens from city council review, with the above
criteria.
