PUBLIC HEARINGS – NONE. 46 47 V. REPORTS FROM COMMISSION AND STAFF. 48 49 5 City Council Regular Meeting Minutes July 10, 2018 Page 2 A. Resolution 18-055; a Resolution Approving a Seven-Foot Variance from the Required 1 Front Yard Setback in the R-1 District Located at 3531 Silver Lake Road. 2 3 Planning Commissioner Dan Bartel reviewed the application to construct a 278 square foot two-4 story addition to the front of the existing house. The applicant’s request is for a variance to 5 exceed the R-1 District front yard setback requirements by 7 feet. The proposed addition will 6 have a front yard setback of 33’ 8”. Per City Code Section 152.039 (E) the front yard must have 7 a depth equal to the greater of 30 feet or a distance equal to the average of the front yard depths 8 of the two adjacent lots. 9 10 It was noted that the front yard setback of the house to the north is 54’ and the front yard setback 11 of the house to the south is 27’ 6” which would make the required front yard setback for this 12 property 40’ 8”. The applicant’s request to construct the addition is reasonable and the addition 13 will not alter the essential character of this neighborhood. Staff recommends approval of the 14 variance request. 15 16 While there are other options for placement of an addition, the addition to the front of the home 17 will positively add to the visual appeal. Staff has reviewed for height, side/rear yard setback, 18 impervious surface and the request appears to meet all other code standards. 19 20 A drawing showing the addition location was provided for Council review along with the review 21 of the criteria for variance approval. The Planning Commission held a public hearing on June 22 25, 2018 and recommends approval of the variance, based on the review of the criteria. 23 24 Councilmember Stille asked if any public input was received and Mr. Bartel stated there was no 25 input received. 26 27 Mayor Faust noted the applicant was present at the meeting. 28 29 Ms. Rita Maninan, 3530 Silver Lake Road, lives across the street from the applicant’s home. She 30 supports the request for the variance and feels the plan fits well within the neighborhood. 31 32 Motion by Councilmember Stille, seconded by Councilmember Gray, approve Resolution 18-33 055; a Resolution approving a Seven-Foot Variance from the Required Front Yard Setback in the 34 R-1 District Located at 3531 Silver Lake Road. 35 36 Motion carried 5-0. 37 38 VI. GENERAL BUSINESS OF COUNCIL. 39 40 A. 2nd Quarter Goals Update 41 42 City Manager Casey provided the 2nd Quarter Goals Update to the City Council. He noted 60 43 action steps were created at the planning session in January 2018. A written report with 44 comments was provided for Council review. 45 46 6 City Council Regular Meeting Minutes July 10, 2018 Page 3 Mayor Faust noted the accessible pedestrian count-down signals are an asset to drivers and is a 1 safety measure to drivers as well as pedestrians. 2 3 Councilmember Jenson noted out of the 60 action items 54 actions have been taken. 4 5 Councilmember Stille stated a resident brought up that Mark Casey had won the City Manager of 6 the Year Award. Councilmember Stille noted information can be found in the City Newsletter. 7 8 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 9 10 City Manager Casey noted the Ramsey County Board will be reviewing the organics drop-off at 11 their upcoming meeting (August 7). There will be no cost to the St. Anthony residents. On July 12 16, the 27th and Pahl Avenue Traffic Study data collected will be presented at City Hall. 13 14 Councilmember Gray had no report. 15 16 Councilmember Randle had no report. 17 18 Councilmember Jenson had no report. 19 20 Councilmember Stille had no report. 21 22 Mayor Faust stated on June 27, he attended a Mississippi Water Management Organization 23 Training for City officials. After the training, 360 people attended an Open House. On July 9, he 24 attended the Regional Council of Mayors Meeting. On July 10, he attended the MWMO bi-25 monthly meeting. 26 27 VIII. COMMUNITY FORUM. 28 29 Ms. Julie Thompson, 3808 Foss Road, asked about Tony Webster publishing information on the 30 St. Anthony Police Department including a letter from Dorsey Whitney stating the City shouldn’t 31 give certain information. She is wondering how much the City paid in legal fees for issues such 32 as this. 33 34 Mayor Faust stated the City spent a lot of money on legal fees regarding the shooting but you get 35 what you pay for. The City receives a government rate from Dorsey Whitney. 36 37 Councilmember Stille stated for something like this the City wants the best they can get and that 38 is served by Dorsey Whitney. City Manager Casey noted the City has an obligation for non-39 public data and they are responsible for not releasing that information. 40 41 IX. INFORMATION AND ANNOUNCEMENTS. 42 43 Councilmember Randle noted he met with Ben Phillips on July 7, 2018. He represents St. 44 Anthony Villagers for Equity and Community. Mr. Phillips brought Councilmember Randle up 45 to date on what the group has been doing. They are having a collaboration with Dare 2 Be Real 46 7 City Council Regular Meeting Minutes July 10, 2018 Page 4 and are planning a City-wide listening session. They have a website that can be found in the 1 Village Notes. 2 3 Councilmember Stille stated there is a Coffee with the Chamber on July 11, 2018. On July 14, 4 the next Coffee with the Council will be held at Autumn Woods. Councilmember Randle will 5 also be present along with Councilmember Stille. 6 7 X. OVERVIEW: In front of you this evening is a resolution approving Redpath and Company as the City Auditor for 2018, 2019 and 2020 and authorizing the Mayor and City Manager to execute such Engagement Contract. Redpath and Company, Ltd has prepared the attached engagement contract for the 2018, 2019 and 2020 audit and preparation of the Comprehensive Annual Financial Reports (CAFR). Please note the following:  The contracted price for 2017 audit was $51,480.  The current proposal is $52,750, $54,050, and $55,400 for 2018, 2019 and 2020 audit.  The proposed audit cost represents a 2.5% annual increase. ANTHONY VILLAGE STATE OF MINNESOTA RESOLUTION 18-056 A RESOLUTION APPROVING REDPATH AND COMPANY AS THE CITY AUDITOR FOR AUDITING YEARS 2018, 2019 AND 2020 AND AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE SUCH ENGAGEMENT CONTRACT WHEREAS, in 2016, the City of St. Anthony entered into a two-year engagement contract with Redpath and Company, LTD for auditing services which was valid through December 31, 2017; and WHEREAS, Redpath and Company, LTD has proposed a three-year engagement period with an increase in cost of 2.5% or $1,270 for 2018, 2.5% or $1,300 for 2019; and 2.5% or $1,350 for 2020. WHEREAS, The engagement contract received from Redpath and Company, LTD for 2018, 2019 and 2020 reflects the adjustment in costs noted above. BE IT RESOLVED, that the City Council of the City of St. Anthony hereby approves Redpath and Company, LTD to perform the services and role of the City Auditor for calendar years 2018, 2019 and 2020 and Authorizing the Mayor and City Manager to Execute Such Contract.
