CITY COUNCIL REGULAR MEETING MINUTES
JULY 10, 2018
CALL TO ORDER.
Mayor Faust called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE.
Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.
ROLL CALL.
Present: Mayor Faust, Councilmembers Gray, Jenson, Randle and Stille.
Absent: None
Also Present: City Manager Mark Casey and Planning Commissioner Dan Bartel
CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING
ITEMS.
I. APPROVAL OF JULY 10, 2018 CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City
meeting Agenda of July 10, 2018 as presented.
Motion carried 5 -0.
II. PROCLAMATIONS AND RECOGNITIONS - NONE
III. CONSENT AGENDA.
A. Approval of June 26, 2018, City Council Meeting Minutes
B. Licenses and Permits.
C. Claims.
D. Resolution 18 -053: a Resolution Approving Elected Out of State Travel
E. Resolution 18 -054: a Resolution Accepting Donations and Grants Received in the 2 "d
Quarter of 2018.
Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve the Consent
Agenda items.
IV. PUBLIC HEARINGS — NONE.
V. REPORTS FROM COMMISSION AND STAFF.

A. Resolution 18 -055, a Resolution Approving a Seven -Foot Variance from the Required
Front Yard Setback in the R -1 District Located at 3531 Silver Lake Road.
4 Planning Commissioner Dan Bartel reviewed the application to construct a 278 square foot two -
5 story addition to the front of the existing house. The applicant's request is for a variance to
6 exceed the R -1 District front yard setback requirements by 7 feet. The proposed addition will
7 have a front yard setback of 33' 8 ". Per City Code Section 152.039 (E) the front yard must have
8 a depth equal to the greater of 30 feet or a distance equal to the average of the front yard depths
9 of the two adjacent lots.

11 It was noted that the front yard setback of the house to the north is 54' and the front yard setback
12 of the house to the south is 27' 6" which would make the required front yard setback for this
13 property 40' 8 ". The applicant's request to construct the addition is reasonable and the addition
14 will not alter the essential character of this neighborhood. Staff recommends approval of the
15 variance request.

17 While there are other options for placement of an addition, the addition to the front of the home
18 will positively add to the visual appeal. Staff has reviewed for height, side /rear yard setback,
19 impervious surface and the request appears to meet all other code standards.

21 A drawing showing the addition location was provided for Council review along with the review
22 of the criteria for variance approval. The Planning Commission held a public hearing on June
23 25, 2018 and recommends approval of the variance, based on the review of the criteria.

25 Councilmember Stille asked if any public input was received and Mr. Bartel stated there was no
26 input received.

28 Mayor Faust noted the applicant was present at the meeting.

30 Ms. Rita Maninan, 3530 Silver Lake Road, lives across the street from the applicant's home. She
31 supports the request for the variance and feels the plan fits well within the neighborhood.

33 Motion by Councilmember Stille, seconded by Councilmember Gray, approve Resolution 18-
34 055; a Resolution approving a Seven -Foot Variance from the Required Front Yard Setback in the
35 R -1 District Located at 3531 Silver Lake Road.

41 A. 2nd Quarter Goals Update

43 City Manager Casey provided the 2 "d Quarter Goals Update to the City Council. He noted 60
44 action steps were created at the planning session in January 2018. A written report with
45 comments was provided for Council review.

Mayor Faust noted the accessible pedestrian count -down signals are an asset to drivers and is a
safety measure to drivers as well as pedestrians.
Councilmember Jenson noted out of the 60 action items 54 actions have been taken.
Councilmember Stille stated a resident brought up that Mark Casey had won the City Manager of
the Year Award. Councilmember Stille noted information can be found in the City Newsletter.
9 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

11 City Manager Casey noted the Ramsey County Board will be reviewing the organics drop -off at
12 their upcoming meeting (August 7). There will be no cost to the St. Anthony residents. On July
13 16, the 27`" and Pahl Avenue Traffic Study data collected will be presented at City Hall.

15 Councilmember Gray had no report.

17 Councilmember Randle had no report.

19 Councilmember Jenson had no report.

21 Councilmember Stille had no report.

23 Mayor Faust stated on June 27, he attended a Mississippi Water Management Organization
24 Training for City officials. After the training, 360 people attended an Open House. On July 9, he
25 attended the Regional Council of Mayors Meeting. On July 10, he attended the MWMO bi-
26 monthly meeting.

28 VIII. COMMUNITY FORUM.

30 Ms. Julie Thompson, 3808 Foss Road, asked about Tony Webster publishing information on the
31 St. Anthony Police Department including a letter from Dorsey Whitney stating the City shouldn't
32 give certain information. She is wondering how much the City paid in legal fees for issues such
33 as this.

35 Mayor Faust stated the City spent a lot of money on legal fees regarding the shooting but you get
36 what you pay for. The City receives a government rate from Dorsey Whitney.

38 Councilmember Stille stated for something like this the City wants the best they can get and that
39 is served by Dorsey Whitney. City Manager Casey noted the City has an obligation for non-
40 public data and they are responsible for not releasing that information.

42 IX. INFORMATION AND ANNOUNCEMENTS.

44 Councilmember Randle noted he met with Ben Phillips on July 7, 2018. He represents St.
45 Anthony Villagers for Equity and Community. Mr. Phillips brought Councilmember Randle up
46 to date on what the group has been doing. They are having a collaboration with Dare 2 Be Real

and are planning a City -wide listening session. They have a website that can be found in the
Village Notes.
Councilmember Stille stated there is a Coffee with the Chamber on July 11, 2018. On July 14,
the next Coffee with the Council will be held at Autumn Woods. Councilmember Randle will
also be present along with Councilmember Stille.
