CITY COUNCIL REGULAR MEETING MINUTES
AUGUST 14, 2018
CALL TO ORDER.
Mayor Faust called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE.
Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.
ROLL CALL.
Present: Mayor Faust, Councilmembers Gray, Jenson, Randle and Stille.
Absent: None
Also Present: City Manager Mark Casey and St. Anthony — New Brighton School Superintendent
Renee Corneille
CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING
ITEMS.
I. APPROVAL OF AUGUST 14, 2018 CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve the City
Council Meeting Agenda of August 14, 2018 as presented.
Motion carried 5 -0.
II. PROCLAMATIONS AND RECOGNITIONS
A. St. Anthony — New Brighton School District Update.
Superintendent Renee Corneille provided a PowerPoint update and introduction to herself as well
as goals for the school district. She is a resident of St. Anthony and has two children attending
Wilshire School. Dr. Corneille's purpose statement and moral imperative were reviewed.
Mayor Faust thanked Dr. Corneille for her update. Councilmember Stille stated he is impressed
and looks forward to working with the School Board.
Councilmember Randle noted he heard the phrase "There is no such thing as other people's
children" while he was growing up. He asked what challenges Dr. Corneille sees and she
responded it is meeting kids where they are at and partnering with parents.
Councilmember Jenson asked what interested her in coming to St. Anthony. Dr. Corneille
responded it was a balanced discussion with the family. They wanted to live in St. Anthony
before the job was open.

Mayor Faust stated he liked the comment the school should be ready for the children. He stated
the Council fosters a good relationship between the Council and the School District.

10 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve the Consent
11 Agenda items.

17 V. REPORTS FROM COMMISSION AND STAFF — NONE.

19 VI. GENERAL BUSINESS OF COUNCIL.

21 A. Resolution 18 -057; a Resolution approving a five -year Joint Powers Agreement with
22 Ramsey County for the use of Yard Waste Sites and an Organics Drop off site.

24 City Manager Casey reviewed the Council is requested to consider a resolution to approve a five-
25 year Joint Powers Agreement (JPA) with Ramsey County for the use of yard waste management
26 sites for all St. Anthony residents. In addition, as listed in the JPA, Ramsey County will construct
27 an organics drop off site located at the City Hall parking lot near the Police Department for all
28 St. Anthony residents.

30 The City will continue to forego the SCORE funding from Ramsey County in exchange for the
31 use of yard waste sites and organics drop off site. This agreement supports both the City of St.
32 Anthony's and Ramsey County's goal of providing yard waste and organics recycling to all St.
33 Anthony residents.

35 Upon approval from the City Council, the JPA will then go to the Ramsey County Board for
36 approval on August 21, 2018. Mayor Faust noted there has been a JPA since 2005.

38 Motion by Councilmember Gray, seconded by Councilmember Stille, to approve Resolution 18-
39 057; a Resolution Approving the Five -Year Joint Powers Agreement with Ramsey County for
40 the Use of Yard Waste Management Organic Waste Recycling Sites for All St. Anthony
41 Residents.

1 City Manager Casey reported August 15 is the Road Education Event. Thursday, August 16,
2 Ramsey County will be hosting a County Road C Reconstruction Open House. City Manager
3 Casey thanked City Staff for their work on VillageFest and Night to Unite.

5 Councilmember Jenson noted on August 7, he attended five Night to Unite gatherings. On
6 August 8, he attended the reception for the Salo Finland visitors. On August 9, along with
7 Commissioner Gray, they led a tour to a company in Apple Valley Uponor and later that night he
8 attended the Ramsey County Local League of Governments Meeting.

10 Councilmember Stille stated this is a busy time for Councilmembers. He participated in the
11 VillageFest parade, noting the VillageFest Committee did a great job. On August 7, he attended
12 events with the Salo visitors. He attended a number of gatherings for Night to Unite along with a
13 reception on August 8 for the Salo visitors. He encouraged residents to get involved in the
14 community.

16 Councilmember Gray stated on August 2, he attended the North Suburban Communications and
17 Access Corporation meeting along with Night to Unite gatherings. He thanked City Staff on their
18 work for VillageFest and Night to Unite.

20 Councilmember Randle stated on August 7, he visited the MWMO which was his first visit
21 there. He also attended several Night to Unite gatherings.

23 Mayor Faust thanked City Staff for their work on VillageFest and also the organizers. He
24 commended Julianne and the volunteers, noting there were close to 50 Night to Unite parties and
25 he attended several. He attended several events with the Salo visitors. The visitors commented on
26 how clean St. Anthony was and after Night to Unite, they were amazed at the number of children
27 in the community.
