APPROVAL OF THE MARCH 12, 2018 REGULAR PARKS COMMISSION 31 MEETING MINUTES. 32 33 Motion by Commissioner Ksiazek, seconded by Commissioner Jordahl-Redlin, to approve the 34 March 12, 2018, Regular Parks Commission Meeting Minutes as presented. 35 36 Motion carried unanimously. 37 38 VI. PRESENTATIONS. 39 40 A. Presentation of the East of the River Park Master Plan 41 42 Minneapolis Park Board Senior Planner Carrie Christensen provided a power point “East of 43 the River Park Master Plan”. Ms. Christensen reviewed the roles of the Technical Advisory 44 Committee. The project overview and service area master plan were presented. Ms. 45 Christensen reviewed the process overview and community engagement. The Grand Rounds 46 Missing Link was reviewed. 47 48 Parks Commission Regular Meeting Minutes June 11, 2018 Page 2 Ms. Christensen noted St. Anthony has been invited to become part of the Technical Advisory 1 Committee. A booklet describing the neighborhood park plan was passed for Commission 2 review. Funding is from a variety of sources. A referendum was passed two years ago to fund 3 neighborhood park improvements. The criteria for ranking of the neighborhood park was 4 explained. All meetings are open to the public. More details are available on their website for 5 upcoming meetings and events. A Master Plan was done in 2009 but was not adopted by the 6 Met Council. Possible options for the Grand Rounds Missing Link were shown to the 7 Commission. If the Master Plan is adopted by the Met Council the project would be eligible 8 for funding. They would like to work in collaboration with St. Anthony to realize this exciting 9 regional connection. 10 11 A map was reviewed with the Commission but not shared on the video. There are a number of 12 different routes with favor given to Concept A and Concept B. This map is updated almost 13 daily. 14 15 Examples of regional trails around the country were presented. She asked the Commission for 16 ideas of what the Park Commission would see as far as a regional trail. 17 18 Commissioner Jordahl-Redlin asked what the best way for St. Anthony to be more involved 19 and to provide input from residents. Ms. Christensen stated she could be emailed at 20 cchristensen@minneapolisparks.org. Her telephone number is 612-230-6540. The website is 21 www.minneapolisparks.org/eastoftheriver. 22 23 Public Works Director Hartman thanked Ms. Christensen for her presentation. 24 25 B. Presentation of the SANBE Foundation Grant for the Construction of the New 26 Nature Park 27 28 Director of Community Services and Communications Wendy Webster reviewed the SANBE 29 Foundation Grant Application Form 2018 – 2019 and provided an update. This would be for a 30 nature play area in the City. The grant amount requested is $11,362.70. Ms. Webster 31 provided the proposal for St. Anthony Community Center. The proposal for St. Anthony 32 Community Center would retain the existing playground structure, add fencing around the 33 grassy area and enlarge the existing sandbox. Natural grasses would be planted along the 34 fence and raised planters. Areas would be installed for children to play, explore with sand & 35 water, build with sticks, and walk on logs. The basketball hoop would be removed. A sketch 36 map of the expanded learning environment with key for where items would be added was 37 provided. She asked if the Commission had any questions regarding this concept. 38 39 Chair Bentz confirmed the SANBE grant has been received and Ms. Webster stated it has and 40 the funds are now available. Construction should start within the next few months with the 41 hope that everything will be ready by September. 42 43 Sports Booster Representative Kuykendall asked if they will still have access to the equipment 44 for football and Ms. Webster stated they will have access to allow equipment to be moved 45 along the sidewalk. 46 Parks Commission Regular Meeting Minutes June 11, 2018 Page 3 1 2 C. Presentation of the Parks Cleanup Event held in April, 2018 3 4 Citizens for Sustainability Representative Lona Doolan provided a power point updating the 5 Parks Commission on the Earth Day Clean-Up. Kristin Mroz also presented information. The 6 Earth Day Clean Up was held on May 5 with 3 parks being cleaned at Salo Park, Trillium 7 Park pruning and buckthorn removal and Silver Point park Clean-up. Photographs of the 8 clean-up were shown to the Commission. 9 10 The Citizens for Sustainability is now preparing for organics recycling and will help develop 11 the communications plan and education manual as well as promote it within the community. 12 The will have a booth at VillageFest and participate in the parade promoting organics and 13 passing out bins and bags and promoting neighborhood cleanup kits. They are planning for 14 the Fall Sustainability Fair. 15 16 SANB School Board Representative Dr. Palmer asked if there is a cost for the clean-up kits. 17 Ms. Kristin Mroz stated there is no charge. She asked when the Sustainability Fair is 18 scheduled and Ms. Doolan stated it will be November 17 1-4pm 19 20 Mr. Hartman thanked them for all their help. 21 22 D. Presentation of the Online Sustainability Tour Map 23 24 Director of Public Works, Jay Hartman provided an overview and updates on the City of St. 25 Anthony Sustainability map. He reviewed the sustainability projects. All of the information 26 presented is available on the City’s website. A video of the St. Anthony Regional Stormwater 27 Treatment and Research System was shown. Mr. Hartman stated once again St. Anthony will 28 receive Step 5 Rating at the LOMC Conference. A GreenCorps member will be coming to the 29 City again this year. 30 31 Commissioner Jordahl-Redlin asked if there were plans for the GreenCorps member to hold a 32 community meeting to get some input for some things the community would like to see the 33 member focus on. The GreenCorps member will start October 1, 2018. 34 35 E. Recommendation to City Council to approve the site located at the open grass 36 area south of the City Hall/Community Center building to be developed for use as 37 an Organics Recycling drop off site. 38 39 Chair Scott Bentz reviewed at the April 24, 2018 City Council meeting, the Council tasked the 40 Parks Commission with recommending a site to develop as an Organics Recycling Drop-off. 41 The site would be available to all St. Anthony residents to bring their recyclable organics to 42 drop off and be taken away for composting. The Commission members initially did research 43 on their own and then met on May 17, 2018 to discuss options. 44 45 Parks Commission Regular Meeting Minutes June 11, 2018 Page 4 At this meeting the Commission chose a site south of the City Hall/Community Center 1 building next to the parking lot. The Commission felt that this would be the best option for 2 several reasons: 3 4  It has a central location accessible to all residents. 5  There is no residential area nearby. 6  The Police Department is close by thereby minimizing the chance of illegal dumping 7 and vandalism. 8  It is highly visible and will increase awareness of Organics Recycling. 9 10 Other sites were considered but after discussing positives and negatives it was felt by the 11 Commission that this would be the most appropriate site. 12 13 Commissioner Jordahl-Redlin asked if the funding has been determined whether coming from 14 Ramsey or Hennepin County. Chair Bentz stated that is still being worked. 15 16 Mr. Kuykendall asked if there would be runoff into the holding pond and Chair Bentz stated 17 that should not be a problem. 18 19 Motion by Commissioner Jordahl-Redlin, seconded by Commissioner Ksiazek, to recommend 20 the City Council approve the site located at the open grass area south of the City 21 Hall/Community Center building to be developed for use as an Organics Recycling drop off 22 site. 23 24 Motion carried unanimously. 25 26 VII. COMMISSION REPORTS 27 28 Mr. Hartman stated the parks have been very busy with both splash pads open. 29 30 Commissioner Jordahl-Redlin stated the new hours for the splash pad will be 11am – 7pm 31 except on Wednesdays which will be 9am – 7pm. Commissioner Bellinger and she distributed 32 trees on May 5, 2018 during the Clean-up Day. 33 34 Commissioner Bellinger stated she enjoyed the City tour and encouraged residents to drive by 35 the sites that were included in the tour. 36 37 Dr. Cassandra Palmer stated last week was the end of another successful school year. The 38 Superintendent is retiring as of June. He worked for 39 years in education. Renee Corneille 39 will be the new Superintendent. She provided an update on the Wilshire project. 40 41 VIII. ADJOURNMENT. 46 Parks Commission Regular Meeting Minutes June 11, 2018 Page 5 1 Motion by Commissioner Ksiazek, seconded by Commissioner Bellinger, to adjourn the 2 meeting at 8:30 p.m. 3 4 Motion carried unanimously. 5 6 Respectfully submitted, 7 Debbie Wolfe 8 TimeSaver Off Site Secretarial, Inc. 9 10 Approved by City Council January 23, 2018      St. Anthony Village Parks Commission   2018 Work Plan  The Parks Commission is a five member advisory commission, appointed by the City Council and is charged with the  following duties (City Code Chapter 32, Section 32.25):  (A) To prepare, revise, and maintain a comprehensive, long‐term plan for the redevelopment of parks within the  city. This plan shall be viewed as a working document that serves as a framework and reference to future  redevelopment;   (B) To make recommendations to and advise the City Council and staff regarding park issues and ideas;    (C) To establish priorities and recommend a phasing plan and schedule for implementing innovative park  improvements, renovations, and plans;    (D) To work with other communities to explore cooperative arrangements to develop connecting routes in the  form of bikeways, walking paths, and corridors of green space wherever possible;    (E) To investigate funding sources, including requests for increases in the city budget, designated for parks and  green spaces;    (F) To seek new areas for additional parks, natural areas, walking paths, bikeways, and green space corridors;    (G) To generate community involvement in the development of parks and their elements;   (H) To review and recommend revisions to the operation and maintenance of city parks; and    (I) To periodically review, re‐evaluate, and update the comprehensive park plan to reflect current and future  park needs of the city. (1993 Code, § 306.06)  In 2018, the Parks Commission will focus on the following items:  1. Review and making recommendations on parks, trails and open green space.  2. Review and making recommendations on proposed City Code amendments, Comprehensive Plan amendments  and other long range planning documents that deal with parks, trails and open space.    3. In addition, any amendment to the Planning Commission bylaws must be approved by the City Council. (1993 Code, § 305.07) § 32.08 CITY COUNCIL ACTION WITHOUT RECOMMENDATION OF THE PLANNING COMMISSION. If a matter is required to be referred to the Planning Commission and is referred to the Planning Commission and if no recommendation is transmitted by the Planning Commission to the City Council within 60 days after referral to the Planning Commission, the City Council may take action without the recommendation. If a matter not required to be referred to the Planning Commission is referred to the Planning Commission, the City Council may at any time take action without the recommendation of the Planning Commission. (1993 Code, § 305.08) PARKS COMMISSION § 32.20 PURPOSE. The City of St. Anthony does now operate and maintain public parks for the benefit and pleasure of its residents. A City Parks Commission is hereby established to advise the City Council regarding the promotion of the systematic, comprehensive, and effective development of park facilities necessary for the overall health, ability, and well-being of city residents of all ages. (1993 Code, § 306.01) § 32.21 MEMBERSHIP. The Parks Commission will consist of 8 members, 5 voting and 3 nonvoting, all of whom will be residents of the City of St. Anthony. Five of the 8 will be appointed by affirmative vote of a majority of the members of the St. Anthony City Council. There will be 3 nonvoting liaison members, each appointed by their respective organizations. The 3 liaisons will be appointed by the School Board of District #282; St. Anthony Community Services; and, the Sports Boosters of St. Anthony Village. (1993 Code, § 306.02) City Organizations 21 § 32.22 TERMS OF OFFICE. (A) Members appointed by the City Council will serve 3-year terms. The first Parks Commissioners will be appointed as follows: 2 members 1-year terms 3 members 2-year terms 2 members 3-year terms (B) Thereafter, members shall be appointed to 3-year terms when the original term of office expires, except where a vacancy occurs in the middle of a term. In which case, the appointment will be for the duration of the unexpired term. The 3 liaison members will serve at the pleasure of their respective organizations and can be replaced at any time. Members of the Parks Commission shall be residents of the City of St. Anthony throughout their term of office. (1993 Code, § 306.03) § 32.23 VACANCIES. (A) Any of the following will cause the office of a Parks Commission member to become vacated: (1) Death; (2) Disability or failure to serve; (3) Removal of legal resident from the city; (4) Resignation in writing; (5) Failure to uphold the oath of office; and/or (6) Failure to attend 4 or more scheduled meetings of the Parks Commission in a calendar year, unless waived by the City Council after a written request from the Parks Commission member. (B) The city will publish an open invitation to all residents interested in serving on the Parks Commission to inform the City Manager in writing of their interest and desire to be interviewed for a seat on the Parks Commission. (1993 Code, §306.04) 22 St. Anthony - Administration § 32.24 COMPENSATION. The Parks Commission members shall be compensated at $25 per meeting attended and the Chair will be compensated at $35 per meeting attended. The compensation will be effective January 1, 2015. (1993 Code, § 306.05) (Am. Ord. 2014-04, passed 11-10-2014) § 32.25 POWERS AND DUTIES. The powers and duties of the Parks Commission shall be as follows: (A) To prepare, revise, and maintain a comprehensive, long-term plan for the redevelopment of parks within the city. (1993 Code, § 306.06) § 32.26 PARK COMMISSION BYLAWS. (A) A schedule of meeting dates shall be established and changed or altered at any regularly scheduled meeting between the Chair and Public Works Director. City Organizations 23 (B) Additional meetings may be held at any time upon the call of the Chair or by a majority of the voting members of the Parks Commission or upon request of the City Council following at least 24 hours’ notice to each member of the Commission and adhering to the requirements of the Open Meeting Law. (C) Prior to the first regular meeting of each year, the City Council shall appoint a Chair and Vice Chair. (Am. Ord. 2014-04, passed 11-10-2014) (D) The duties and powers of the members of the Parks Commission shall be as follows: (1) Chair: (a) Preside at all meetings of the Parks Commission; (b) Call, amend, or cancel meetings of the Parks Commission in accordance with the bylaws; and (c) Review agenda with staff prior to the scheduled meeting. (2) Vice Chair: during the absence, disability, or disqualification of the Chair, the Vice Chair shall exercise or perform all the duties and be subject to all the responsibilities of the Chair; and (3) Secretary: record the proceedings of all meetings. (E) Matters referred to the Parks Commission by the City Council or School Board shall be placed on the calendar for consideration and action at the first meeting of the Parks Commission after the referral. (F) Three members of the Parks Commission shall constitute a quorum for the transaction of business. (G) Reconsideration of any decision of the Parks Commission may be had when the interested party for the reconsideration makes a showing, satisfactory to the Chair and/or Public Works Director that without fault on the part of the party, essential facts were not brought to the attention of the Parks Commission. (H) Robert’s Rules of Order are hereby adopted for the government of the Parks Commission in all cases not otherwise provided for in these bylaws. The bylaws can be amended at any meeting by a vote of the majority of the entire membership of the Parks Commission, and by City Council and School Board approval, provided 5 days§ notice has been given to each member of the Parks Commission. (I) Deadline for filing for placement on the agenda for any related parks issue shall be exactly 1 week prior to the meeting the applicant desires to be heard. 24 St. Anthony - Administration (J) Any member of the Parks Commission who shall feel that he or she has a conflict of interest on any matter that is before the Parks Commission shall voluntarily excuse himself or herself, vacate his or her seat, and refrain from discussing and voting on item(s) in question. (K) Any Parks Commissioner who has advanced knowledge that he or she will not be able to attend a scheduled meeting of the Parks Commission, shall notify the Public Works Director at the earliest possible opportunity and, in any event, prior to 3:30 p.m. on the date of the meeting. The Public Works Director shall notify the Chair of the Parks Commission in the event that the projected absences will produce a lack of quorum. (L) The Vice Chair shall succeed the Chair if he or she vacates his or her office before his or her term is completed; the Vice Chair to serve the unexpired term of the vacated office. A new Vice Chair shall be elected at the next regular meeting. (M) The bylaws may be amended at any meeting of the Parks Commission by a quorum of the Parks Commission, provided that notice of the proposed amendment be given to each member in writing at least 2 weeks prior to the meeting. In addition, any amendment to the Parks Commission bylaws must be approved by the City Council and School Board. (1993 Code, § 306.07) § 32.27 CITY COUNCIL ACTION WITHOUT RECOMMENDATION OF THE PARKS COMMISSION.
