A RESOLUTION RECEIVING FEASIBILITY REPORT AND
ORDERING PLANS AND SPECIFICATIONS
FOR THE 2019 STREET AND UTILITY IMPROVEMENTS
WHEREAS, pursuant to resolution of the Council adopted May 22, 2018, a report was prepared by
WSB & Associates, Inc. with reference to the improvement of:
2019 infrastructure improvements
• Flood improvements on Silver Lake Road from approximately 250 feet south of Silver
Lane to approximately 600 feet north of Silver Lane. Cooperative project with
Ramsey County, Rice Creek Watershed Management Organization and Minnesota
Department of Natural Resources.
County Road C Improvements - cooperative project with Ramsey County, Hennepin
County and Mississippi Watershed Management Organization.
• Bituminous trail improvements
• Concrete sidewalk improvements
• Watermain, sanitary sewer, and storm sewer improvements
• Industrial Park drainage and flood improvements
• Flashing Yellow Left Turn Signal improvements at the intersection of Silver Lake
Road and 331 Avenue NE
2020 infrastructure improvements
• Street and Utility Improvements Option 1:
• Skycroft Drive from 33`d Avenue NE to 32 "d Avenue NE
• Croft Drive from 331 Avenue NE to 32nd Avenue NE
• 32nd Avenue NE from Rankin Road to Croft Drive
• Croft Drive from 32 "1 Avenue NE to 3151 Avenue NE
Street and Utility Improvements Option 2:
• 321 Avenue NE from Rankin Road to Croft Drive
• Croft Drive from 32 "d Avenue NE to 3151 Avenue NE
Alternate infrastructure improvements
• County Road C Improvements - cooperative project with Ramsey County and
Hennepin County
• Bituminous trail extension through the cemetery from County Road C (291
Avenue NE) to the south existing bituminous trail
• Highway 88 turn lane improvements
• Bituminous mill and overlay improvements along the following streets:
• Silver Lane from Stinson Boulevard to Silver Lake Road
• Silver Lake Terrace from Silver Lane to the north cul -de -sac
WHEREAS, the Feasibility Report recommends the following street and utility improvements in 2019:
• Flood improvements on Silver Lake Road from approximately 250 feet south of Silver
Lane to approximately 600 feet north of Silver Lane. Cooperative project with
Ramsey County, Rice Creek Watershed Management Organization and Minnesota
Department of Natural Resources.
County Road C Improvements - cooperative project with Ramsey County, Hennepin
County and Mississippi Watershed Management Organization.

• Bituminous mill and overlay improvements along the following streets:
• Silver Lane from Stinson Boulevard to Silver Lake Road
• Silver Lake Terrace from Silver Lane to the north cul -de -sac
WHEREAS, the report provides information regarding whether the proposed project is necessary, cost
effective, and feasible.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of St. Anthony Village that:
1) The Council will consider the infrastructure improvements in accordance with the report at an
estimated total cost of the City improvements of approximately $2,027,500.
2) WSB & Associates, Inc. is hereby designated as the engineer for the City improvements and shall
prepare plans for making such improvements. WSB & Associates, Inc. will coordinate with
Hennepin County and Ramsey County for their improvement projects.
