7 Mayor Faust called the meeting to order at 7:00 p.m.

I 1 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.

27 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City
28 Council Meeting Agenda of September 25, 2018 as presented.

32 I1. PROCLAMATIONS AND RECOGNITIONS.

34 A. Presentation from Ramsey County Commissioner.

36 Ramsey County Commissioner Mazy Jo McGuire provided an update on what is going on with
37 the County. Commissioner McGuire stated she will also provide an update on issues obtained
38 from City Manager Casey. The Vision, Mission and Goals of Ramsey County were presented
39 along with the restructuring into four service areas. The Community Indicators were presented.
40 There will be a public hearing on the final proposed budget on Monday, November 26 at 6:30
41 p.m. in the Red Cap Room at Union Depot with final budget approval on December 11, 2018. A
42 graph indicating the 2019 Supplemental Budget was provided with detailed summary.
43 Information and public records can be obtained on the Open Data Portal —
44 https:// openperformance.ramseycounty.us. Commissioner McGuire described the Pritzker
45 Children's Impact Network and community health assessment and community engagement and
46 projects relating to community engagement input received.

48 Commissioner McGuire reviewed the St. Anthony specific updates including Silver Lake Road
49 Flood Issues in 2019, Traffic Studies: 4 -lane to 3 -lane analysis for 37 `h Avenue and signal timing

on Silver Lake Road, MnPass lane construction and impacts on Silver Lake Road and County
Road C improvements. Ramsey County will be awaiting completion of MnPass before making
any improvements to county or city roads in St. Anthony. Residents are invited to sign up for the

7 Councilmember Stille thanked Commissioner McGuire for her update. He referred to the
8 Community Engagement information and encouraged the students to contact her office.
9 Councilmember Stille suggested Commissioner McGuire contact Wendy Webster regarding the
10 Pritzker Children's Impact Network. Councilmember Stille thanked her for the work on County
11 Road C.

13 Councilmember Jenson referred to the contact information and asked if residents were wanting
14 volunteer opportunities would that be how residents should contact Ramsey County.

16 Mayor Faust suggested the work on County Road C be consolidated with Hennepin County and
17 Commissioner Higgins. A two -year plan was done last week by Council and staff on road
18 construction. Mayor Faust thanked Commissioner McGuire for her comments.

A. Fire Prevention Presentation.

Assistant Fire Chief/Fire Marshal Chris Fuller provided a power point presentation on St.

Anthony Fire Department Fire Prevention. He provided Updates, Fire Fatalities in Minnesota,
41
Alarming Statistics 2017 Fatal Fires, Smoke Alarms Save Lives, Carbon Monoxide Alarms —
42
"CO ", and provided contact information for those interested in either a Home Safety Survey, File
43
of Life, Fire Safety Presentation or any Questions. The St. Anthony Fire Station can be
44
contacted at 612 - 782 -3400 or email firemarshalksavmn.com. Useful Information and Fact
45

There will be an Open House held Saturday, October 6, 2018 from 1 -4pm. This is a free event.
Councilmember Randle asked about sending out push out notifications as a reminder for
residents to check their smoke detectors and co detectors. Assistant Fire Chief Fuller thanked
Councilmember Randle for the suggestion and mentioned it is included in the City Newsletter.
A question from the audience was asked about the date on smoke detectors. (Unidentified). The
date is when the unit was manufactured.
10 B. Resolution 18 -063; a Resolution Adoption of the Hennepin County All Hazard
11 Mitigation Plan.

13 Fire Chief Mark Sitarz reviewed in 2010, the incorporated cities and Hennepin County formed
14 an agreement which established the unification in the development of writing the plan. The
15 Hennepin County Board of Commissioners and City Councils from each participating
16 municipality were required to adopt the plan prior to its submittal to HSEM and FEMA for final
17 approval. Fire Chief Sitarz explained the Plan in detail.

19 The Plan is intended to serve many purposes including: Enhance Public Awareness and
20 Understanding, Create a Decision Tool for Management, Promote compliance with State and
21 Federal Program Requirements, Enhance Local Policies for Hazard Mitigation Capability,
22 Provide Inter - Jurisdictional Coordination of Mitigation - Related Programming and Achieve
23 Regulatory Compliance.

25 A copy of the Plan is available by contacting Fire Chief Sitarz. Council is requested to vote in
26 favor of adoption of the plan.

28 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve Resolution
29 18 -063; a Resolution Adopting the Hennepin County All- Hazard Mitigation Plan.

33 C. Resolution 18 -064; a Resolution Supporting St. Anthony Village High School's Voter
34 Registration Day, September 25, 2018.

36 Councilmember Stille read the resolution in full.

38 Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve Resolution
39 18 -064; a Resolution Supporting St. Anthony Village High School's Voter Registration Day
40 September 25, 2018.

43 Mayor Faust noted this came before Council two weeks ago and Council was able to respond.
44 This is a good example of cooperation. Mayor Faust thanked City Clerk Nicole Miller, School
45 Community Engagement Coordinator Bonnie Brevet and School Communications Director

Wendy Webster getting the information and coordinating the event. Mayor Faust congratulated
the CHANGE students who were at the high school encouraging students to vote.
Councilmember Stille thanked the students that came up with the ideas.
VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
Councilmember Jenson stated he attended the Fire Relief Association Meeting last evening.
10 Councilmember Stille stated today he attended a NAOIP Meeting and the topic was Pace Funds.
12 Councilmember Gray reported he received an email from Dana Healey, Director of CTV. The
13 FCC has a meeting tomorrow and one of the subjects is to promote faster development of 5G
14 Wireless.

16 VIII. COMMUNITY FORUM.

18 A former resident of Lowry Grove stated she is looking for justice because Council knew Lowry
19 Grove was going to be sold and the Council lied to them. She felt they were discriminated
20 against because they were poor and she wants justice for their community. She thinks the
21 Council does not care about the lives of seniors and children because they were `thrown to the
22 curb' by Council.

24 A former resident of 2501 Lowry Grove, stated she is here fighting for justice for the residents of
25 Lowry Grove. She has to get up early so her son can catch the bus at 5:30 a.m. because Council
26 closed Lowry Grove. They are fearful in their new neighborhood and they felt safe in Lowry
27 Grove. She believed it was not right what Council did to them because they are Latinos. Her son
28 still attends school in St. Anthony. She asks for justice for everyone.

30 Ms. Antonia Alvarez, lived at 2501 Lowry Grove, stated she brought her own interpreter because
31 they have never been offered an interpreter from the City. From the very beginning, they have
32 faced discrimination from the Council. She said it is the Mayor's fault that some of the students
33 attending St. Anthony schools do not live in St. Anthony because the Council threw them out.
34 She demanded the check of justice that the community of low- income people were denied. The
35 resident association demands affordable housing for their low- income community. They would
36 like to receive damages for the residents of Lowry Grove because many are still paying the price
37 for the injustice Council has done to them. Every day she receives calls from people who are still
38 living in the streets. They want the right to return to the City with dignity as a community of
39 color and low- income. She stated the longer the residents of Lowry Grove need to wait for
40 justice the longer the Council's cross to bear will become. There was a man that killed himself in
41 Lowry Grove (Frank Delmar). She demands justice on behalf of him and the whole community
42 in Lowry Grove. She hopes Council has seen the newspapers because others are demanding with
43 them. She stated they want justice, affordable housing, and damages to be paid to the resident
44 association. She wants Council not to just listen to her but to act.
