7 Mayor Faust called the meeting to order at 7:00 p.m.

2 A. Resolution 18 -066; a Resolution Certifying Special Assessments for Delinquent Public
3 Utility Service Accounts to the 2019 Hennepin County Tax Rolls.

5 City Manager Casey reviewed in accordance with St. Anthony City Code; Certification of
6 Delinquent Account Balances, the billing department has determined which accounts necessitate
7 certification. For Public Utility services, an account is delinquent upon amounts over $50 and at
8 least two quarters past due, and for waste hauler services, and account is delinquent upon
9 amounts over $50 and at least 90 days past due. Letters were mailed to delinquent account
10 holders and the property owners if different. A sample of the letter was provided for Council
11 review. If the entire delinquent balance is not paid by November 28, 2018, the delinquent amount
12 would be certified to the property owner's property taxes plus eight percent annum. Since the
13 letters were sent, a significant number of residents have paid their balances.

15 Councilmember Randle stated he reviewed the list line by line and asked if there is a way the
16 City can intervene before the balances get too large. Mr. Casey stated at this time there is no
17 mechanism in place to intervene. Staff is open for suggestions or direction. Mayor Faust stated
18 on the Utilities the bills are 180 days delinquent. The best way to get the money is through
19 property taxes. Mayor Faust stated there is staff time involved.

22 18 -066; a Resolution Certifying Special Assessments for Delinquent Public Utility Service

8 E. Quarterly Goals Update.

10 City Manager Casey provided the City Council with a quarterly update on the sixty actions steps
11 created as a result of the annual strategic planning session. He provided detail on a number of the
12 actions.
13
14 Councilmember Stille stated a lot more things other than on the list, are done on a daily basis. He
15 saw the new fire truck and it is very impressive.
16
17 Councilmember Jenson highlighted out of the 60 goals, there are 60 measurable items that are in
18 process.
19
20 Mayor Faust noted house checks for residents out of town is a big deal and an added service to
21 the residents.
22
23 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

25 City Manager Casey stated the newsletter is mailed and available on -line. City Manager Casey
26 thanked the fire department for their work on the Open House.

28 Councilmember Jenson stated on October 1, he attended the work session to review the traffic
29 study presented by the City Engineer and the capital budget was reviewed. On October 3, he
30 attended the respectful workforce training.

32 Councilmember Stille also attended the October 1 work session. He noted the school zone speed
33 is being decreased. He also attended the respectful workforce training on October 3, which was
34 also for all City Staff.

36 Councilmember Randle also attended the October 1 and October 3 sessions.

38 Mayor Faust stated on September 26, he attended the Minnesota Municipal Beverage
39 Association with the Liquor Operations Manager. Mayor Faust also attended the October 1 and 3
40 work sessions. He attended the Open House on October 6 and thanked Walter's for participating
41 and City Staff for the Big Rig event.

43 VIII. COMMUNITY FORUM.

45 No one appeared to address the Council.
