7 Mayor Faust called the meeting to order at 7:00 p.m.

9 PLEDGE OF ALLEGIANCE.

11 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.

25 1. APPROVAL OF OCTOBER 23, 2018 CITY COUNCIL MEETING AGENDA.

27 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City
28 Council Meeting Agenda of October 23, 2018 as presented.

32 I1. PROCLAMATIONS AND RECOGNITIONS.

34 A. Swearing in of St. Anthony Village Police Officer James Gerbino
35
36 Police Chief Mangseth introduced Police Officer James Gerbino. He is the newest Police Officer
37 with the St. Anthony Police Department. Chief Mangseth provided Officer Gerbino's
38 background. Mayor Faust conducted the swearing in of Police Officer James Gerbino. Mayor
39 Faust noted Officer Gerbino was selected out of 32 applicants.

41 B. GreenCorp Presentation by Minette Saulog

43 Public Works Director Jay Hartman provided background of the GreenCorp program and
44 introduced Minette Saulog.

46 Ms. Saulog provided a PowerPoint presentation and gave a brief background of the program and
47 herself. Her four topics areas are Waste Reduction, Recycling & Organics Management,
48 Community Readiness and Outreach, Green Infrastructure Improvements, and Air Pollutant

Reduction. Her service projects include City Energy Assessments, Encouraging Green
Transportation, Energy Efficiency Programs and General Professional Training.
Ms. Saulog reviewed the upcoming events in the City. The Tech Dump & Fix -It Clinic will be
held Saturday, October 27, 2018 from 10:00 a.m. to 1:00 p.m. at the St. Anthony Community
Center.
8 The Sustainability Fair will be held Saturday, November 17, 2018 from 1:30 p.m. — 4:30 p.m. at
9 the St. Anthony Community Center.

13 Councilmember Jenson thanked Ms. Saulog for her enthusiasm. Councilmember Stille stated the
14 caliber of people that the City receives through the GreenCorp Program are very impressive.
15 Mayor Faust welcomed Ms. Saulog to the City.

31 V. REPORTS FROM COMMISSION AND STAFF — NONE.

33 VI. GENERAL BUSINESS OF COUNCIL.

35 A. Presentation of Capital Funds 2019 — 2023 & 2024 -2035

37 Finance Director Rueckert provided a PowerPoint presentation reviewing the 2019 — 2035
38 capital funds. The presentation reviewed capital fund parameters, capital funds, equipment and
39 fleet, building improvements, storm water improvements, park improvements, utilities
40 infrastructure improvements, streets infrastructure improvements. Ms. Rueckert reviewed each
41 fund in detail. A chart showing the debt levy relief program's 6`' year which mitigates the year to
42 year debt levy increase. Program to date has reduced $1,722,509 from cumulative debt levies.
43 Ms. Rueckert noted the 2019 — 2035 capital funds document is available on the City Website.

45 Councilmember Gray stated he appreciates everything Ms. Rueckert does, noting she has made
46 the finances very transparent to the taxpayers.

Councilmember Stille thanked Ms. Rueckert for implementing the "bucket approach ". Each
bucket must be self - sustaining. The detail provided is amazing.
Councilmember Randle asked about the timeline and date for the projects and asked about the
fleet (dump truck). Ms. Rueckert stated there is a replacement schedule for the fleet.
Councilmember Jenson referred to the complete report and noted it is very detailed.
Mayor Faust stated the plan through 2035 is a living document and will change from year to
year. The plan allows for a systematic approach for replacement of items. Mayor Faust stated
Ms. Rueckert did an excellent job on the plan.
REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
City Manager Casey stated the road construction project on Foss, Macalester, and Highcrest has
gone on longer than desired. Beginning November 1, the City could impose any liquidated
damages if the project is not done. It is anticipated the project will be completed by October 31,
2018. Mayor Faust noted a portion of the contract includes retainage. WSB oversees the work.
Councilmember Gray reported as the liaison to the North Suburban Communications and Access
Corporations. He recapped what is going on with CTV 15, noting a summary of the September
2018 North Suburban CTV production and programming was provided.
Councilmember Randle stated on October 20, he and Councilmember Jenson had Coffee with
the Council. He suggested the concept be revisited in the future.
Councilmember Jenson stated the Coffee with the Council was held at Emerald Park.
Mayor Faust reported on October 17, he and City Staff met with Hennepin County engineers and
Hennepin County Commissioner regarding the high -speed turnoff on 88. He is not encouraged or
discouraged. The City highlighted the safety issue.
VIII. COMMUNITY FORUM
Dr. Bibi Neumann, 3404 Silver Lane NE, read a joint statement from St. Anthony Villagers for
Equity and Community and Communities United Against Police Brutality. Dr. Neumann also
read a written statement with recommendations.
40 IX. INFORMATION AND ANNOUNCEMENTS.

42 Mayor Faust encouraged residents to attend the Tech Dump and Fix -It Clinic to be held on
43 Saturday. He also encouraged residents to vote on November 6.
