A. Updates from Citizens for Sustainability. 42

Ms. Lona Doolan provided an update on the Citizens for Sustainability Committee’s 44
participation at VillageFest and the Vendor Fair. All of the recycling buckets were distributed. 45
A Sustainability Fair is being planned on November 17 from 1:30 – 4:30pm. The Committee 46
is working on getting vendors and welcome ideas for the Fair. A grant has been applied for 47
through Hennepin County to assist in getting students involved in sustainability efforts. Ms. 48
Doolan explained the specific projects that would be covered by the grant if received. She 49

suggested more tree planting in Trillium with students leading the effort. Ms. Doolan asked 1
the Commission how CFS can assist with organics recycling and also the status of the Park 2
Commission name change adding Sustainability. CFS would like to meet with the Parks 3
Commission prior to goal setting for 2019. She would like to see more done with the Tree 4
City rating. The goats will be arriving this week at Nativity. The fencing has been put up. 5
Nativity has very hilly landscaping with invasive species. Goats are good at controlling buck 6
thorn. There will be 4 goats. Chair Bentz asked if this is a rent a goat program and Ms. Doolan 7
stated it was. Chair Bentz thanked CFS for their participation in VillageFest and he got a 8
bucket. 9

Ms. Webster provided an update on the grant to expand the playground at the community 13
center to create an outdoor classroom. Work has been done with a master gardener and the 14
sod was removed along the fence. There is a storage shed. September 22, an installation day 15
will be hosted for installation of the equipment. All families are encouraged to use the space. 16

Ms. Palmer stated the Wilshire Park construction with all the classrooms completed except the 18
gymnasium which is planned for mid-late October. A fall fest is scheduled for October 13 for 19
residents to see the new construction. The new superintendent and high school principals are 20
new. There is a new visitor procedure at all schools with new security measures. 21

Commissioner Bellinger stated she enjoyed the VillageFest parade. 23

Chair Bentz stated since the last Parks Commission Meeting the City Council agreed to the 27
site for the organics collection, recommended by the Parks Commission. 28

Commissioner Jordahl-Redlin stated the fourth grade teachers at Wilshire Park and St. Charles 30
have been contacted about the Water Conservation Poster Contest. Presentations and judging 31
will be scheduled in October. The winners will attend a City Council meeting. She 32
participated in the pollinator pathway planting last weekend. 33

Commissioner Ksiazek had no update. 35

Mr. Hartman stated staff has been working with Ramsey County on the organics collection. 37
They are working with the contractor on the design and pricing. The signage is being worked 38
on for the site. Everything should be ready to go in the next two weeks. Council was 39
introduced to the Youth in Leadership program and Council agreed to have a student as part 40
of the Parks Commission and Planning Commission. Aye Keita was introduced as a non-41
voting member of the Parks Commission. Ms. Keita stated she is happy to be part of the 42
Youth in Leadership program. Mr. Hartman St. Anthony was accepted in the MPCA 43
GreenCorp Program and he will find out on Sept 28 who the GreenCorp member will be. He 44
reviewed some of the initiatives the member will be working on. Staff is wrapping up the 45
2018 summer season. This year the splash pads will be closing today (September 10, 2018). 46

He thanked City Staff and the High School Staff on their hard work. Commissioner Jordahl-1
Redlin asked if the GreenCorp member will have time to meet with the public for suggestions 2
on projects. Mr. Hartman stated the Parks Commission can also make suggestions for 3
projects. 4

St. Anthony Village Parks Commission
2018 Work Plan
The Parks Commission is a five member advisory commission, appointed by the City Council and is charged with the
following duties (City Code Chapter 32, Section 32.25):
(A) To prepare, revise, and maintain a comprehensive, long‐term plan for the redevelopment of parks within the
city. This plan shall be viewed as a working document that serves as a framework and reference to future
redevelopment;
(B) To make recommendations to and advise the City Council and staff regarding park issues and ideas;
(C) To establish priorities and recommend a phasing plan and schedule for implementing innovative park
improvements, renovations, and plans;
(D) To work with other communities to explore cooperative arrangements to develop connecting routes in the
form of bikeways, walking paths, and corridors of green space wherever possible;
(E) To investigate funding sources, including requests for increases in the city budget, designated for parks and
green spaces;
(F) To seek new areas for additional parks, natural areas, walking paths, bikeways, and green space corridors;
(G) To generate community involvement in the development of parks and their elements;
(H) To review and recommend revisions to the operation and maintenance of city parks; and
(I) To periodically review, re‐evaluate, and update the comprehensive park plan to reflect current and future
park needs of the city. (1993 Code, § 306.06)
In 2018, the Parks Commission will focus on the following items:
1. Review and making recommendations on parks, trails and open green space.
2. Review and making recommendations on proposed City Code amendments, Comprehensive Plan amendments
and other long range planning documents that deal with parks, trails and open space.
3. Among potential projects in 2018, the Parks Commission prioritized them in the following order (recognizing
that not all will be completed in 2018):
Explore sustainability initiatives
Explore pedestrian & bike friendly routes including sidewalks
Explore and assess pocket parks for added amenities (ie. Benches)
Joint Meeting with Planning Commission
Explore water conservation initiatives working with Rice Creek and MWMO watersheds, and
partner with schools for water conservation poster contest.
Explore Future upgrades to the current skate park to include total rehabilitation.
Promote Arbor Day and Tree City in 2018 activities.

(O) The bylaws may be amended at any meeting of the Planning Commission by a quorum of the
Commission, provided that notice of the proposed amendment is given to each member in writing at least
2 weeks prior to the meeting. In addition, any amendment to the Planning Commission bylaws must be
approved by the City Council.

§ 32.08 CITY COUNCIL ACTION WITHOUT RECOMMENDATION OF THE PLANNING
COMMISSION.
If a matter is required to be referred to the Planning Commission and is referred to the Planning
Commission and if no recommendation is transmitted by the Planning Commission to the City Council
within 60 days after referral to the Planning Commission, the City Council may take action without the
recommendation. If a matter not required to be referred to the Planning Commission is referred to the
Planning Commission, the City Council may at any time take action without the recommendation of the
Planning Commission.

PARKS COMMISSION
§ 32.20 PURPOSE.
The City of St. Anthony does now operate and maintain public parks for the benefit and pleasure of its
residents. A City Parks Commission is hereby established to advise the City Council regarding the
promotion of the systematic, comprehensive, and effective development of park facilities necessary for
the overall health, ability, and well-being of city residents of all ages.

§ 32.21 MEMBERSHIP.
The Parks Commission will consist of 8 members, 5 voting and 3 nonvoting, all of whom will be
residents of the City of St. Anthony. Five of the 8 will be appointed by affirmative vote of a majority of
the members of the St. Anthony City Council. There will be 3 nonvoting liaison members, each
appointed by their respective organizations. The 3 liaisons will be appointed by the School Board of
District #282; St. Anthony Community Services; and, the Sports Boosters of St. Anthony Village.

§ 32.22 TERMS OF OFFICE.
(A) Members appointed by the City Council will serve 3-year terms. The first Parks Commissioners
will be appointed as follows:
2 members 1-year terms
3 members 2-year terms
2 members 3-year terms
(B) Thereafter, members shall be appointed to 3-year terms when the original term of office expires,
except where a vacancy occurs in the middle of a term. In which case, the appointment will be for the
duration of the unexpired term. The 3 liaison members will serve at the pleasure of their respective
organizations and can be replaced at any time. Members of the Parks Commission shall be residents of
the City of St. Anthony throughout their term of office.

§ 32.23 VACANCIES.
(A) Any of the following will cause the office of a Parks Commission member to become vacated:
(1) Death;
(2) Disability or failure to serve;
(3) Removal of legal resident from the city;
(4) Resignation in writing;
(5) Failure to uphold the oath of office; and/or
(6) Failure to attend 4 or more scheduled meetings of the Parks Commission in a calendar year, unless
waived by the City Council after a written request from the Parks Commission member.
(B) The city will publish an open invitation to all residents interested in serving on the Parks
Commission to inform the City Manager in writing of their interest and desire to be interviewed for a seat
on the Parks Commission.

§ 32.24 COMPENSATION.
The Parks Commission members shall be compensated at $25 per meeting attended and the Chair will be
compensated at $35 per meeting attended. The compensation will be effective January 1, 2015.

§ 32.25 POWERS AND DUTIES.
The powers and duties of the Parks Commission shall be as follows:
(A) To prepare, revise, and maintain a comprehensive, long-term plan for the redevelopment of parks

§ 32.26 PARK COMMISSION BYLAWS.
(A) A schedule of meeting dates shall be established and changed or altered at any regularly scheduled
meeting between the Chair and Public Works Director.

(B) Additional meetings may be held at any time upon the call of the Chair or by a majority of the voting
members of the Parks Commission or upon request of the City Council following at least 24 hours’ notice
to each member of the Commission and adhering to the requirements of the Open Meeting Law.
(C) Prior to the first regular meeting of each year, the City Council shall appoint a Chair and Vice Chair.

(D) The duties and powers of the members of the Parks Commission shall be as follows:
(1) Chair:
(a) Preside at all meetings of the Parks Commission;
(b) Call, amend, or cancel meetings of the Parks Commission in accordance with the bylaws; and
(c) Review agenda with staff prior to the scheduled meeting.
(2) Vice Chair: during the absence, disability, or disqualification of the Chair, the Vice Chair shall
exercise or perform all the duties and be subject to all the responsibilities of the Chair; and
(3) Secretary: record the proceedings of all meetings.
(E) Matters referred to the Parks Commission by the City Council or School Board shall be placed on
the calendar for consideration and action at the first meeting of the Parks Commission after the referral.
(F) Three members of the Parks Commission shall constitute a quorum for the transaction of business.
(G) Reconsideration of any decision of the Parks Commission may be had when the interested party for
the reconsideration makes a showing, satisfactory to the Chair and/or Public Works Director that without
fault on the part of the party, essential facts were not brought to the attention of the Parks Commission.
(H) Robert’s Rules of Order are hereby adopted for the government of the Parks Commission in all cases
not otherwise provided for in these bylaws. The bylaws can be amended at any meeting by a vote of the
majority of the entire membership of the Parks Commission, and by City Council and School Board
approval, provided 5 days§ notice has been given to each member of the Parks Commission.
(I) Deadline for filing for placement on the agenda for any related parks issue shall be exactly 1 week
prior to the meeting the applicant desires to be heard.

(J) Any member of the Parks Commission who shall feel that he or she has a conflict of interest on any
matter that is before the Parks Commission shall voluntarily excuse himself or herself, vacate his or her
seat, and refrain from discussing and voting on item(s) in question.
(K) Any Parks Commissioner who has advanced knowledge that he or she will not be able to attend a
scheduled meeting of the Parks Commission, shall notify the Public Works Director at the earliest
possible opportunity and, in any event, prior to 3:30 p.m. on the date of the meeting. The Public Works
Director shall notify the Chair of the Parks Commission in the event that the projected absences will
produce a lack of quorum.
(L) The Vice Chair shall succeed the Chair if he or she vacates his or her office before his or her term is
completed; the Vice Chair to serve the unexpired term of the vacated office. A new Vice Chair shall be
elected at the next regular meeting.
(M) The bylaws may be amended at any meeting of the Parks Commission by a quorum of the Parks
Commission, provided that notice of the proposed amendment be given to each member in writing at
least 2 weeks prior to the meeting. In addition, any amendment to the Parks Commission bylaws must
be approved by the City Council and School Board.
