Resolution- a Resolution Authorizing the Purchase of Property Located at 3803 Stinson Blvd.
OVERVIEW:
In front of you this evening is a resolution authorizing the purchase of property located at 3803 Stinson
Blvd.
Staff was approached by the Department of Justice’s realtor who is representing the US Marshal’s seized
property at 3803 Stinson Blvd. The United States Government has offered to sell the property for a
purchase price of $250,000. The property is located within the previously approved Silver Lake Village
redevelopment plan which allows Tax Increment Financing (TIF) funds to be expended to purchase
property covered by the approved plan. The TIF would come from the TIF 3-5 Silver Lake Village district.
This property is guided as multi-family residential in the 2008 and proposed 2018 Comprehensive Plan.
Staff recommends the HRA Board authorize the Chair (Mayor) and HRA Executive Director (City
Manager) to negotiate and finalize the purchase of the property to not exceed $250,000, retain consultants
necessary for due diligence actions (such as a survey and Phase I environmental review) and customary
closing costs.

RESOLUTION 2018-05
A RESOLUTION AUTHORIZING THE PURCHASE OF PROPERTY
LOCATED AT 3803 STINSON
WHEREAS, the United States Government, acting by and through the United States Marshals
Service, is the owner of property located at 3803 Stinson Boulevard (“Property”); and
WHEREAS, the United States Government has offered to sell the Property to the Authority for a
purchase price of $250,000; and
WHEREAS, the Property is located within a redevelopment area previously designated by the
Authority and is appropriate for redevelopment; and
WHEREAS, the Authority is authorized by Minnesota Statute to assemble parcels of land for
redevelopment purposes; and
WHEREAS, a purchase agreement with the United States Government is currently under
negotiation by Authority staff; and
WHEREAS, the purchase agreement will allow the Authority to access the Property for due
diligence purposes, including a Phase I environmental assessment and other non-invasive testing
of the Property.
NOW, THEREFORE, BE IT RESOLVED by Board of Commissioners of the Housing and
Redevelopment Authority of the City of Saint Anthony Village the follows:
The Chair and Executive Director are authorized to (1) negotiate and finalize the
purchase of the Property for a purchase price not to exceed $250,000; (2) to retain
consultants necessary for due diligence actions regarding the Property; and (3) to
incur other customary closing costs.
Adopted by the Board of Commissioners of the Housing and Redevelopment Authority of the
City of Saint Anthony Village on this 11th day of December, 2018.
