CITY COUNCIL REGULAR MEETING MINUTES
NOVEMBER 27, 2018
CALL TO ORDER.
Mayor Faust called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE.
Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.
ROLL CALL.
Present: Mayor Faust, Councilmembers Gray, Jenson, Randle and Stille.
Absent: None
Also Present: City Manager Mark Casey, Fire Chief Mark Sitarz, Lt. Mattie Jaros, Parks
Commissioner Erin Jordahl Redlin, City Engineer Todd Hubmer, and City Planner
Molly Just.
CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING
ITEMS.
I. APPROVAL OF NOVEMBER 27, 2018 CITY COUNCIL MEETING AGENDA.
Motion by Councilmember _Gray, seconded by Councilmember Jenson, to approve the City
Council Meeting Agenda of November 27, 2018 as presented.
Motion carried 5 -0.
II. PROCLAMATIONS AND RECOGNITIONS.
A. Presentation of 2018 Fire Prevention Poster Winners
Fire Chief Sitarz reviewed the Fire Prevention Poster Contest. There were 150 kids eligible and
it is part of the curriculum. Lt. Mattie Jaros reviewed the theme for this year. She announced this
year's winners:
Maya Telander — 0 Place — 5h Grade St. Charles
Cece Kram — 3'a Place — 5s' Grade Wilshire Park
Anna Tsukamoto —1' Place — 5°i Grade Wilshire Park
Naomi Waldusky —1' Place — 5h Grade Wilshire Park
Both 1' place winners will be sent to the State Competition.
B. Presentation of 2018 Water Conservation Poster Winners.

I Vice Chair, Parks Commission Erin Jordahl Redlin stated this is the second year for the Water
2 Conservation Poster Contest. She reviewed the contest criteria. The winners for this year were
3 introduced:

13 Mr. James Wald noted his favorite part of the day was the Mock City Council Meeting.

15 Mr. Stuart Scamehom noted his favorite part of the day was to tour the Police Station and the
16 Water Treatment Plant.

18 Ms. Gabby Herlofsky stated her favorite part was touring the Fire Department and Police
19 Department.

21 Ms. Jacinta Wappes enjoyed learning more about the city government.

23 All thanked the Council and City for the opportunity.

25 City Manager thanked Bonnie Brever for organizing this event. He noted Councilmember Stille
26 participated in the Mock City Council.

28 Councilmember Stille stated the Mock Council Meeting went very well and great questions were
29 asked.

31 Mayor Faust stated this is a great program and will be continued.

2 VI. GENERAL BUSINESS OF COUNCIL.
4 A. Resolution 18 -077: a Resolution Approving Hennepin and Ramsey County
5 Improvements to County Road C.

7 City Engineer Hubmer reviewed the Council is requested to consider a resolution approving
8 Hennepin and Ramsey County improvements to County Road C in the City of St. Anthony
9 Village. Ramsey County is the lead agency for the design and management of the proposed
10 County Road C project.

12 Ms. Kathy Jaske representing Ramsey County, Mr. Nathan Ellington and Jessica Tavovich
13 representing Hennepin County, and the consultant Eric Nelson appeared before the Council.
14
15 Mr. Eric Nelson reviewed the project is located along 29d, Avenue /County Road C from
16 Highway 88 to Long Lake Road. This is a joint effort between Ramsey County, Hennepin
17 County, City of Roseville, St. Anthony Village and the Minnesota Department of Transportation.
18 This is being done to replace aging concrete pavement, provide pedestrian and bike connection
19 and improve traffic operations. There were two public meetings held and the major issues
20 identified by the public were lack of adequate pedestrian facilities along corridor, important truck
21 access route for I -35W and highway 88 and need wider lanes for trucks. Mr. Nelson showed
22 some photos of the pavement failure. The work included was reviewed. Mr. Nelson described the
23 new paved trail components and noted the truck stopping lane will be removed as it was rarely
24 used. A drawing of the Walnut Street intersection and the Long Lake Road intersection were
25 provided. The estimated construction costs are $8,380,000 with $10,975,000 Total Estimated
26 Project Costs. Funding will be through a combination of County State Aid funds (gas tax),
27 special assessments to benefitting properties and City funds for requested improvements (water
28 main and sanitary sewer replacements, etc.) Construction is expected to begin May /June 2019
29 and the plan is to be done by the end of the 2019 construction season. Construction Staging was
30 reviewed.

32 Councilmember Stille asked if the trail on the south side is 8 foot wide. Mr. Nelson stated a 6-
33 foot sidewalk will be constructed on the north side also.

35 City Engineer Hubmer stated there are some drainage concerns and the county will be
36 reconstructing the storm sewers. In addition, the City is looking at some storm water updates
37 which will be coordinated with this project.

39 Mayor Faust stated the City is concerned about the project on County Road C. He asked that the
40 two Counties think about softening the turn on Hwy 88. The City wants to have a good project
41 that meets the needs of St. Anthony.

43 Councilmember Stille stated there is no connectivity from that area to the NE Diagonal bike trail.
44 Mr. Hubmer stated they are still working on that and some right -a -way issues will be presented
45 at the next Council meeting. Mr. Hubmer added one more issue is with Anthony Lane.

1 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 18-
2 077; a Resolution Approving Hennepin and Ramsey County Improvements to County Road C.

6 B. Resolution 18 -073; a Resolution Acceptine the 28`s Avenue /Pahl Avenue Neighborhood
7 Traffic Study and Adopting the Traffic Device Installation Policy.
9 City Engineer Hubmer reviewed Council is requested to consider a resolution accepting the 270'
10 Avenue /Pahl Avenue Neighborhood Traffic Study and Adopting the Traffic Device Installation
11 Policy. Mr. Chuck Rickart, Traffic Engineer with WSB was also present.

13 Mr. Rickart, WSB, indicated the traffic study done by WSB was authorized by the City Council
14 on April 24, 2018. At the July 16, 2018 public information meeting, the study was extended to
15 include the alley during school hours. On October 1, 2018 at a City Council work session a draft
16 of the study was presented to the Council. Council directed staff to bring forward the study to a
17 future Council meeting along with a policy for driver feedback signs installation.

19 Some new items were added to the Traffic Device Installation Policy including Driver Feedback
20 Sign Installation Policy and Speed Limit Determination, which provides information taken from
21 the Minnesota Manual on Uniform Traffic Control Devices (MnMJUTCD) guidelines.

23 Mr. Rickart reviewed the Study Objectives, Study Purpose, Study Process, and Data Collection.
24 The identified issues were vehicle traffic volumes, speeding, cut - through traffic, pedestrian and
25 bicycle traffic /circulation, school traffic and adjacent development. Recommendations and Next
26 Steps were provided.

28 Councilmember Stille stated it's not as simple as marking a road 20 mph. Mr. Rickart stated 20
29 mph is not a legal speed for a residential street. It can be marked at 25 mph but all streets in that
30 neighborhood would need to be marked the same. The study showed that people are driving
31 below 30 mph. People drive at the speed they are comfortable.

33 City Manager Casey stated there is a significant amount of data that is taken to see if a stop sign
34 is warranted.

36 Councilmember Randle stated one of the bigger issues is the traffic in front of the school and he
37 doesn't see how the resolution solves that problem. Mr. Casey noted Stinson is controlled by the
38 Minneapolis Park Board so part of the policy would be to engage them to install speed slow
39 zones in front of the school.

41 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve Resolution
42 18 -073; a Resolution Accepting the 27' Avenue and Pahl Avenue Neighborhood Traffic Study

2 C. Resolution 18 -078; a Resolution Approving St. Anthony 2040 Comprehensive Plan and
3 Authorizing Submission to Metropolitan Council for Action.

5 City Planner Molly Just reviewed the comprehensive plan is the City's guiding policy document
6 related to the built environment. State law requires preparation of a comprehensive plan every 10
7 years. This is an update of the comprehensive plan adopted by the City of St. Anthony Village in
8 2008. The purpose of the comprehensive plan is to cast a vision and to establish policy direction
9 for those elements over which the City has jurisdiction. These primarily include the pattern of
10 land development and public facilities such as streets, utilities and parks. Land development is
I 1 regulated through the City's zoning ordinance and map, which is prepared or amended with
12 guidance from the comprehensive land use plan map and policies.

14 Staff's recommends that the City Council approve the St. Anthony 2040 Comprehensive Plan
15 and authorize submission to the Metropolitan Council for formal action. Once formal action has
16 been taken by the Met Council, the plan will return to the City Council for adoption and
17 implementation.

19 Councilmember Jenson read two sentences from the report. He thanked the Steering Committee
20 who met 12 times.

22 Councilmember Stille stated the Council appreciated Breanne Rothstein's work on the
23 Comprehensive Plan.

25 Motion by Councilmember Gray, seconded by Councilmember Stille, to approve Resolution 18-
26 078; a Resolution to Approve St. Anthony 2040 Comprehensive Plan and Authorize Submission
27 to Metropolitan Council for Action.

31 D. Ordinance 2018 -02; an Ordinance Setting Sewer, Water, Storm Water Charges and
32 Establishment of Fee Amounts for 2019

34 City Manager Casey reviewed this is the second of three readings of an ordinance to set sewer,
35 water, storm water charges, and establishment of certain fee amounts for 2019. Staff has not
36 received any letters or calls. The full presentation was made at the last City Council meeting.

38 Motion by Councilmember Jenson, seconded by Councilmember Stille, to approve second of
39 three readings of Ordinance 2018 -02; an Ordinance Setting Sewer, Water, Storm Water charges,
40 and establishment of certain fee amounts for 2019.

City Manager Casey reviewed Council is requested to consider a resolution designating the
following polling places for the 2019 election year:
Hennepin Precinct 1 — Autumn Woods 2600 Kenzie Terrace
Hennepin Precinct 2 — St. Anthony Community Center 3301 Silver Lake Road
Ramsey Precinct 1 — Legends at Silver Lake Village 2500 38th Avenue NE
8 Mayor Faust thanked Chandler Place for their support in being a polling place for Ramsey
9 County.

11 Motion by Councilmember Randle, seconded by Councilmember Gray, to approve Resolution
12 18 -079; a Resolution Designating Polling Places for the 2019 Election Year.

16 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

18 City Manager Casey reported he attended the Dare to Be Real Courageous Conversation Meeting
19 along with the Mayor and some Councilmembers. He thanked the Police and Fire Department
20 personnel that attended. At the last Council Meeting, Liquor Manager Larson announced the new
21 loyalty program and to date 1700 people have signed up.
22
23 Councilmember Randle reported he attended the Courageous Conversation on November 14,
24 2018. On Thursday, November 15, 2018 he attended the Students in Government event. On
25 Tuesday, November 19, 2018 he attended the Council Work Session. Councilmember Randle
26 noted at the November 14, 2018 meeting, there was a statement made by SAVEC a few meetings
27 ago. He was part of SAVEC in the past and now he is the Council liaison to SAVEC. He stated
28 the statement did not reflect SAVEC as a whole. It was discouraging. He was not aware the
29 statement was being made and he does not agree with the statement.

31 Councilmember Jenson stated on November 14, he attended the Comprehensive Plan review and
32 on November 15 he attended the Students in Government meeting. He attended the Sustainability
33 Fair on November 18 and on November 19, he attended the Council Work Session. On
34 November 26, he attended the St. Anthony Fire Department Relief Association Meeting.

36 Councilmember Stille also attended the last Comprehensive Plan Steering Committee Meeting
37 on November 14, the Student in Government meeting on November 15, and the Emergency
38 Management Work Session on November 19. There were 35 people in attendance.

40 Councilmember Gray attended the Dare to be Real event. He participated in the Students in
41 Government and the Sustainability Fair. He also attended the Emergency Management exercise.

43 Mayor Faust stated he attended all of those events/meetings also. He stated the Sustainability
44 Fair was a great effort with many attendees and participating groups. Mayor Faust stated the
45 Emergency Management exercise was informative and he noted that it is manned 24 hours a
46 day /365 days a year. He commended the Staff and the Council on all the events held recently.

4 Ms. Kay Barrett stated she already has the answer to her question regarding the parking at
5 Chandler Place and hopes there is safe parking at the new location for voting.

7 IX. INFORMATION AND ANNOUNCEMENTS.

9 The Holiday Train will be in St. Anthony on December 11, 2018 on 37° and Stinson.

11 Councilmember Stille stated the Book Review capturing stories of the tornadoes in 1983 is
12 Saturday at 9:30 a.m.
