Adjournment              City of St. Anthony  CITY COUNCIL WORK SESSION  City Council Chambers  Minutes  March 4, 2019  Present:   Mayor & Council. Jerry Faust, Mayor; Hal Gray, Councilmember; Jan Jenson, Councilmember; Randy Stille,  Councilmember, and Thomas Randle, Councilmember.  Absent:   None  Staff:   Mark Casey, City Manager and Jay Hartman, Public Works Director  Consultants:   Justin Messner, Assistant City Engineer (WSB)  Call to Order:   Meeting called to order by Mayor Faust at 5:30 p.m.  Amending 2020 Feasibility Study:   Staff presented a PowerPoint.  By consensus of the Mayor and Council, staff was directed to amend to the 2020  Street & Utility Improvement Project Feasibility Study to include Croft & 32nd Avenue reconstruction, Silver Lake  Terrace reconstruction and Silver Lane mill/overlay.  The Silver Lane mill/overall will be bid out in 2020 but done in  2021. Staff anticipates this will be presented at the April 9, 2019 City Council meeting.  ADA Transition Plan:   Staff presented a PowerPoint and draft ADA Transition Plan for Pedestrian Facilities in the Public Right‐Of‐Way.  By  consensus of the Mayor and Council, staff was directed to begin the 30 day review and bring forward to a future  City Council meeting a resolution for adoption.  Staff anticipates this will be done at the April 9, 2019 City Council  meeting.   Parks Commission Name, Purpose, Membership and Powers/Duties Proposed Changes:   Staff presented the Parks Commission Recommendations from 1/22/19 and Staff Recommendations.  By  consensus of the Mayor and Council, staff was directed to bring the staff recommendation to a future City Council  meeting.  Staff anticipates this will be done at the March 26, 2019 City Council meeting.  Planning Commission Proposed Meeting Dates Change:   Staff presented a draft amendment to the Planning Commission Bylaws.  By consensus of the Mayor & Council,  staff was directed to bring the draft amendment to a future City Council meeting. Staff anticipates this will be done  at the March 12, 2019 City Council meeting.  Small Cell:   Staff presented a draft new Chapter 98 Small Wireless Facilities Ordinance, Small Wireless Aesthetic Standards,   amended Chapter 96 Right of Way Management Ordinance, addition to Chapter 33 Fees and schematics. By  consensus of the Mayor and Council, staff was directed to bring the new and amended ordinances including the  aesthetic standards to a future City Council meeting. Staff anticipates this to be done at the March 26, 2019 City  Council meeting.  Adjourn:   The meeting adjourned at 7:07 p.m.    Minutes respectfully submitted by Mark Casey, City Manager.      St Anthony & CTV New Opportunities & Services How to Maximize CTV’s Services City Meeting Production Quarterly Updates Neighborhood Network Webcasting Production Services Installs Website Social Media City Meeting Production We are currently producing Saint Anthony meetings, CJ Luck is producer We also have three back ups trained on the system Currently covering City Council, Parks and Rec, Truth & Taxation, School Board & Planning Commission meetings CTV tracking analytics to see what citizens tune in to the most Quarterly Updates Seasonal updates on city departments, one person from one department per video Shot on location @ department, video can be up to 5 minutes in length First one for Saint Anthony is finished, and went very well! Recently shot Cops vs. Kids Basketball Event Preferable that shoot could happen in one day Two free productions for the year Turnover: 2-3 Days Webcasting Live webcasting of events Capability for onsite and field webcasting Webcasting reaches wider amount of citizens compared to cable, more consumer friendly Production Services Additional event coverage of important info Ex: State of the City Address For Hire Productions Shoots that take an extended amount of time, multiple dates of shooting Ex: Yearly wrap up of new initiatives in Saint Anthony from 2018 Turnover: 1+ week(s) New Website CTV has new website with landing page for each city Video and blog content shareable with one click Cable complaints and issues can now be digitally sent to CTV Opportunities to link content from landing page onto your social media New ability to push citizens to city landing page for in depth content New Website Launched on 2/14. St. Anthony accounts for 6.6% of all city page traffic. Approx 1:34 is spent watching content on each page. Social Media Strong growth in social media We are sharing original content from the city website via social on weekends Extends city’s reach We are offering social media management services Social Media Sharing content increases exposure and deeper understanding of city content Next Steps Check out Saint Anthony’s landing page on CTV website & share videos through social from landing page Identify communication and workflow items that can be alleviated by CTV services Plan out quarterly updates for Summer & Fall Select events to be webcast (ex: sustainability workshops, info heavy sessions) jwiedmeyer@ctvnorthsuburbs.org
